bipartisan infrastructure bill, as well as just a procedural vote on President Joe Biden\u2019s $1.75 trillion social-spending and climate package, even as progressive Democratic lawmakers opposed that <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>roach.<\/p>\n<p> The House of Representatives gaveled in early Friday with Democratic leaders hoping to approve both measures, but by midafternoon, there had been no voting on them, with the delay attributed to some moderate Democrats demanding an estimate for the social-spending bill, known as the Build Back Better Act, from the nonpartisan Congressional Budget Office. The CBO isn\u2019t expected to be able to provide a full estimate this week. <\/p>\n<div class=\"paywall\">\n       Democrats\u00a0have a narrow\u00a0House majority\u00a0and can afford no more than\u00a0three\u00a0defections on legislation if there\u2019s no Republican support for it. So top Democrats came up with a workaround: a vote Friday on the infrastructure bill, but only a procedural vote on the social-spending bill.<\/p>\n<p>However, progressive House Democrats then said they wouldn\u2019t vote for the infrastructure bill on Friday. They\u2019ve long maintained that both measures should advance together.<\/p>\n<p>\u201cA full accounting of the spending and revenue has been provided by the White House, numerous pieces of the legislation have already been scored, and the JCT has put out analysis that Build Back Better will contribute to reducing the deficit\u201d said Rep. Pramila Jayapal, the Democrat from Washington state who chairs the Congressional Progressive Caucus, in a statement, referring to a <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/t.co\/bULQx4kH4Q?amp=1\" class=\"icon none\">Joint Committee on Taxation estimate<\/a>.<\/p>\n<p>\u201cHowever, if our six colleagues still want to wait for a CBO score, we would agree to give them that time \u2014 after which point we can vote on both bills together.\u201d<\/p>\n<p>The Congressional Progressive Caucus has nearly 100 members, so the infrastructure bill easily could get voted down, even if some House Republicans supported it. But Pelosi didn\u2019t show signs of backing off her plan during a <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/news\/\" data-internallinksmanager029f6b8e52c=\"2\" title=\"News\" target=\"_blank\" rel=\"noopener\">news<\/a> conference in the late afternoon.<\/p>\n<p>\u201cI do believe that there are a large number of members of the progressive caucus who will vote for the bill,\u201d Pelosi told reporters.<\/p>\n<p>Biden had called for action in a brief speech earlier Friday at the White House. As he hailed a stronger-than-expected October jobs report, the president urged House lawmakers to\u00a0pass both the infrastructure and social-spending bills \u201cright now,\u201d arguing they will boost the economy and aid working families.<\/p>\n<p>In a sign of last-minute wrangling, however, Biden said he was going back to his office to \u201cmake some calls\u201d to lawmakers. He did not take reporters\u2019 questions.<\/p>\n<div id=\"cx-membership-tile\"><\/div>\n<p>The infrastructure measure, known as the Infrastructure Investment and Jobs Act, would go to the president to get signed into law upon House passage, given that it previously cleared the Senate. The social-spending package is likely to be changed in the Senate, where portions of it face opposition from West Virginia Democrat Joe Manchin.<\/p>\n<p>\u201cWe will bring to the Floor the BIF and a rule for consideration of the Build Back Better Act,\u201d Pelosi said\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.speaker.gov\/newsroom\/11521-4\" class=\"icon none\">in a letter to colleagues<\/a>\u00a0on Friday afternoon. The California Democrat at one point pledged a vote by Sept. 27 to a group of moderate House Democrats to get their support for a procedural vote for the social-spending measure, but then ended up pushing back her timeline repeatedly.<\/p>\n<p>Pelosi also has grappled often with\u00a0progressive House Democrats,\u00a0who blocked the infrastructure bill pending changes in the Build Back Better Act, to which Democrats have now added provisions including paid leave. <\/p>\n<p>The bipartisan infrastructure bill passed the Senate in a 69-30 vote on Aug. 10, with Senate Minority Leader Mitch McConnell among the 19 Republicans who joined with the chamber\u2019s 50 Democrats to support the long-awaited measure. It has an overall price tag of about $1 trillion, with around $550 billion in new public-works spending above what already was expected in future federal investments.<\/p>\n<p>Infrastructure stocks, as tracked by the Global X U.S. Infrastructure Development\u00a0ETF<br \/>\n        PAVE,<br \/>\n        <bg-quote field=\"percentchange\" format=\"0,000.00%\" channel=\"\/zigman2\/quotes\/200238288\/composite\" class=\"positive\">+1.35%<\/bg-quote><span>,<\/span><br \/>\n       have gained 35% this year, topping the broad S&amp;P 500 equity index\u2019s<br \/>\n        SPX,<br \/>\n        <bg-quote field=\"percentchange\" format=\"0,000.00%\" channel=\"\/zigman2\/quotes\/210599714\/realtime\" class=\"positive\">+0.37%<\/bg-quote><br \/>\n       advance of 25%.
