{"id":366689,"date":"2021-11-13T16:17:42","date_gmt":"2021-11-13T13:17:42","guid":{"rendered":"https:\/\/en.buradabiliyorum.com\/nycs-population-grew-during-covid-and-it-needs-housing-fast\/"},"modified":"2021-11-13T16:17:42","modified_gmt":"2021-11-13T13:17:42","slug":"nycs-population-grew-during-covid-and-it-needs-housing-fast","status":"publish","type":"post","link":"https:\/\/buradabiliyorum.com\/en\/nycs-population-grew-during-covid-and-it-needs-housing-fast\/","title":{"rendered":"#NYC\u2019s population grew during COVID \u2014 and it needs housing fast"},"content":{"rendered":"<p>&#8220;<strong>#NYC\u2019s population grew during COVID \u2014 and it needs housing fast<\/strong>&#8221;<\/p>\n<div>\n<aside class=\"single__inline-module alignleft\">\n<\/aside>\n<p>Not long ago, New York was thought to be a city in decline, and there was much <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-12-05\/even-before-covid-2-600-people-a-week-were-leaving-new-york-city\">hand-wringing<\/a> about it.<\/p>\n<p>The Census Bureau\u2019s <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www1.nyc.gov\/assets\/planning\/download\/pdf\/planning-level\/nyc-population\/new-population\/current-populatiion-estimattes-2020.pdf?r=1\">annual population estimates<\/a> had New York City\u2019s population peaking in 2016 at 8.47 million. By 2020, the bureau said, the city\u2019s population had declined steadily, by about 220,000 people.<\/p>\n<p>To informed observers, the Census Bureau\u2019s population estimates seemed inconsistent with other data that came from government sources. New York City continued to <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.bls.gov\/regions\/new-york-new-jersey\/data\/xg-tables\/ro2xgcesnyc.htm\">gain jobs steadily<\/a> \u2014 over 900,000 payroll jobs from 2010 to 2019 \u2014 before dropping in the pandemic-induced recession of 2020. Most city workers live in the city, and the city continued to <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/economics21.org\/new-york-city-records-another-year-jobs-housing-mismatch\">add housing<\/a> \u2014 albeit not enough. Rents and sales prices remained high, implying lots of housing demand. Surely the Census Bureau had the direction of population change wrong.<\/p>\n<p>In fact, the bureau <em>did<\/em> get it wrong. Results from the 2020 Census confirmed that New York City\u2019s population grew significantly in the decade up to 2020, by 629,000. The city\u2019s population growth h<a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>ened via natural increase, the excess of births over deaths. At 8.8 million, it stands on the cusp of nine million, a threshold likely to be passed in 2030.<\/p>\n<p>New Yorkers should celebrate this growth. The city has what every American city wants \u2014 a powerhouse economy based on finance and advanced business services that attracts ambitious strivers, both from other parts of the United States and from foreign countries. Added to that is the size and scale of the nation\u2019s largest labor market, and all the amenities a great city can offer. Of course, the city grows its population each decade.<\/p>\n<p>But with nine million looming, and ten million a distinct possibility, New York City faces challenges its elected officials have, so far, not risen to face. New York City does not produce the housing it needs to support its employment growth. Even in an economic boom period, the city <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/rentguidelinesboard.cityofnewyork.us\/wp-content\/uploads\/2021\/06\/2021-HSR.pdf\">issued building permits<\/a> for slightly fewer new housing units in the 2011-20 decade (219,700) than it did in the 2001-10 decade (222,900) while its population grew much faster. Restrictive zoning is in large part the culprit \u2014 a<br \/>problem the city \u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.city-journal.org\/nyc-zoning-reform-needed-for-housing-growth\">inflicted on itself<\/a> decades ago, and has yet to resolve.<\/p>\n<p>Mayor Bill de Blasio took office <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www1.nyc.gov\/assets\/housing\/downloads\/pdf\/housing_plan.pdf\">promising to succeed<\/a> where his predecessor Michael Bloomberg failed to alleviate the city\u2019s chronic housing crisis. The missing ingredient was support for private investment that didn\u2019t need or want public subsidies.<\/p>\n<p>Now the tax breaks, which expire in 2022, \u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/outline.com\/UdsZea\">may not be renewed<\/a>. The city\u2019s continued spending on housing depends on favorable post-pandemic finances, which are <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.osc.state.ny.us\/files\/reports\/osdc\/pdf\/report-6-2022.pdf\">subject to many uncertainties<\/a>. <\/p>\n<p>The city\u2019s failure to produce enough housing to meet demand is exacerbated by <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.rebny.com\/content\/rebny\/en\/newsroom\/in-the-news\/2019\/Housing_Stability_Tenant_Protection_Act_2019.html\/\">draconian rent regulations<\/a> enacted by the state legislature in 2019. The legislature\u2019s clear priority was to ensure that rent-stabilized tenants in New York City would never need to move because the rent had risen beyond their means. What the legislature did not think about was the households who <em>do<\/em> want to move to another apartment \u2014 because they have taken jobs in the city, or gotten married, or had a child and need more space. The one saving grace is that the city has evolved a de facto sixth borough across the Hudson that its politicians do not control. Northern New Jersey municipalities did the city a considerable favor by accepting a disproportionate share of the region\u2019s population and housing growth from 2010 to 2020, led by Jersey City, which grew its population by 44,900. <\/p>\n<p>Unfortunately, before the pandemic, and likely with recovery, the growth in New Jersey commuters overwhelmed the antiquated and inadequate trans-Hudson transportation network. At best, relief is far off.<\/p>\n<p>New York City\u2019s next mayor Eric Adams and the state\u2019s new Governor Kathy Hochul, along with the City Council and the state legislature, need to respond to the challenges highlighted by the Census with better policies. New York City has long been, and should be, a magnet for the nation\u2019s, and the world\u2019s most ambitious and talented people. For that to happen, government must not only care about the people already here, but those who will come in the next decade \u2014 and the decades beyond. <\/p>\n<p><em>Eric Kober is a retired New York City planner, and a senior fellow at the Manhattan Institute.
