This may be inevitable, since everyone is a product of differing educations, backgrounds, and prejudices. But some observed patterns are more plausible than others.<\/p>\n<p> Consider the following sampling of perspectives. <\/p>\n<div class=\"paywall\">\n       For\u00a0Jason Furman, formerly President Barack Obama\u2019s chief economic adviser, and\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.project-syndicate.org\/columnist\/lawrence-h-summers\" class=\"icon none\">Lawrence H. Summers<\/a>, a former secretary of the treasury, today\u2019s supply-chain problem is one of excessive demand. According to Furman, it is a \u201c<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/jasonfurman\/status\/1448442874828410881\" class=\"icon none\">high class<\/a>\u201d issue that reflects a strong economy. The \u201c<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2021\/10\/26\/business\/economy\/biden-inflation.html\" class=\"icon none\">original sin<\/a>\u201d was the American Rescue Plan, which provided too much support through funds disbursed directly to U.S. households.<\/p>\n<p>For John Tamny of RealClearMarkets, the supply-chain problem is one of \u201c<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.forbes.com\/sites\/johntamny\/2021\/10\/24\/theres-no-supply-chain-shortage-or-inflation-theres-just-central-planning\/\" class=\"icon none\">central planning<\/a>.\u201d Had President Joe Biden\u2019s administration not sent directives to port managers, free markets would have sorted everything out. And for Awi Federgruen, a professor of management at the Columbia Business School, the issue is\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/thehill.com\/opinion\/white-house\/578908-getting-serious-about-solving-the-supply-chain-crisis\" class=\"icon none\">inefficiency<\/a>, the remedy for which is to work harder and do more with less.<\/p>\n<div data-layout=\"inline\n                \" data-layout-mobile=\"\" class=\"\n          media-object\n          type-InsetMediaVideo\n            inline\n  article__inset\n          article__inset--type-InsetMediaVideo\n            article__inset--inline\n  \"><\/p>\n<figure class=\"media-object-video article__inset__video media-object-video--standard\">\n<div class=\"wsj-media-summary clearfix\">\n<div class=\"strap-container\">\n<h4 class=\"strap\" itemprop=\"description\">\n<\/h4><\/div>\n<\/p><\/div>\n<div class=\"video-container article__inset__video__player\" id=\"http:\/\/www.marketwatch.com\/news\/86C1B309-522E-4C81-88D1-16CAC0ADE1BB\" data-src=\"http:\/\/www.marketwatch.com\/news\/86C1B309-522E-4C81-88D1-16CAC0ADE1BB\" data-format=\"standard\" data-esplash=\"\" data-msplash=\"\" data-suppressheadline=\"\" data-verticalstill=\"\">\n  <\/div><figcaption class=\"wsj-article-caption article__inset__video__caption\">\n          The trucking industry has long been dealing with a shortage of drivers and high job turnover, but supply-chain bottlenecks have underscored the need for new recruits. Photo: Robyn Beck\/AFP via Getty Images<br \/>\n        <\/figcaption><\/figure>\n<\/p><\/div>\n<h6><span class=\"ez-toc-section\" id=\"No_shortage_of_goods\"><\/span>No shortage of goods<span class=\"ez-toc-section-end\"><\/span><\/h6>\n<p> None of these interpretations withstands scrutiny. <\/p>\n<p>The excess demand story fails on a glance. After all, there is no shortage of goods. Ships bearing the supply\u2014<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/business\/2021\/10\/26\/supply-chain-ports-fees-biden\/\" class=\"icon none\">30 million tons<\/a>\u00a0of it\u2014are sitting right now outside U.S. ports, with more on the way. Much of the \u201cinflation\u201d so far has been in\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.bls.gov\/news.release\/cpi.nr0.htm\" class=\"icon none\">energy<\/a>\u00a0(driven partly by a rebound from the pandemic slump) and in used cars and trucks, previously produced goods that are in demand because of the\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.cnbc.com\/2021\/10\/28\/chip-shortage-continues-to-wreak-havoc-on-vw-and-stellantis.html\" class=\"icon none\">semiconductor shortage<\/a>\u00a0affecting auto makers.<\/p>\n<p>And no, that particular shortage is not the result of \u201cexcess demand,\u201d either. During the pandemic, chip makers predicted a bigger shift in the\u00a0<em>composition<\/em>\u00a0of demand\u2014toward household gizmos and away from cars\u2014<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2021\/06\/100-day-supply-chain-review-report.pdf?utm_source=sfmc%E2%80%8B&amp;utm_medium=email%E2%80%8B&amp;utm_campaign=20210610_Global_Manufacturing_Economic_Update_June_Members\" class=\"icon none\">than actually occurred<\/a>. Now they have too much of one kind of chip and not enough of another.<\/p>\n<p>As for the \u201ccentral planning\u201d jibe, that is to be expected from certain circles. The implication is that all would be well if only the Biden administration\u00a0<em>had not<\/em>\u00a0been paying attention. Never mind that the extent of Biden\u2019s intervention was merely to urge port managers to\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2021\/10\/13\/us\/politics\/biden-port-los-angeles-supply-chain.html\" class=\"icon none\">work \u201c24\/7\u201d<\/a>\u00a0to get the boats unloaded\u2014an idea that one assumes would have already crossed their minds.<\/p>\n<h6><span class=\"ez-toc-section\" id=\"Fatal_flaw\"><\/span>Fatal flaw<span class=\"ez-toc-section-end\"><\/span><\/h6>\n<p>The point about \u201cefficiency\u201d gets closer to reality, except that the problem is not too little efficiency, but too much. To be precise, the extreme efficiency of today\u2019s global supply chains is also their fatal flaw. Well-run ports are models of high throughput and low costs. They incorporate docks, railheads, truck bays, storage areas, and heavy-lifting equipment to suit the traffic they expect. Building capacity beyond a small margin of safety would be a waste.<\/p>\n<p>In normal times, any excess capacity sits idle, yielding no revenue while interest on the debt issued to build it still must be paid. Over time, efficient operators will minimize the excess and keep the docks and machinery they have humming away. The spectacular success of global supply chains\u2014up until now\u2014reflects the relentless operation of this principle.<\/p>\n<div id=\"cx-membership-tile\"><\/div>\n<p>In the pandemic slump, much of America\u2019s port capacity was briefly idle. When production stopped and container ships remained anchored in Asian ports, American trucks left their own empty containers to pile up at the ports, awaiting ships to carry them back to Asia. But then demand revived and production restarted\u2014even accelerated\u2014as households diverted income from services to goods. The ships bearing the goods started showing up again. <\/p>\n<p>But there was a new problem: to offload full containers, one must have a place to put them. According to\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/business\/2021\/10\/26\/supply-chain-ports-fees-biden\/\" class=\"icon none\">press reports<\/a>, the yards and warehouses were already filled with empties. Moreover, trucks bearing fresh empties could not unload them, and thus could not take on new containers.<\/p>\n<p>And so, the cargoes sit and wait. Partial solutions\u2014<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/lbbusinessjournal.com\/supply-chain-crisis-prompts-city-officials-to-suspend-shipping-container-stacking-limits\" class=\"icon none\">stacking the empties higher<\/a>, for example\u2014can go only so far. Over a longer period, new docks and rail lines can be built. But all of that takes time, land (which is\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.bisnow.com\/los-angeles\/news\/economy\/port-of-los-angeles-long-beach-land-supply-chain-110559\" class=\"icon none\">not easy to find<\/a>, it turns out), and heavy equipment, which itself must come from somewhere, possibly by ship.<\/p>\n<h6><span class=\"ez-toc-section\" id=\"Failures_are_not_isolated\"><\/span>Failures are not isolated<span class=\"ez-toc-section-end\"><\/span><\/h6>\n<p>A supply chain is an entire ecology, a\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"http:\/\/utip.gov.utexas.edu\/papers\/utip_55.pdf\" class=\"icon none\">biophysical entity<\/a>. It requires all of its parts to function smoothly all of the time. Failures are not isolated to one segment, nor can they be fixed with a simple increase in prices or fees, or by some rapid change in techniques. Instead, they cascade through a system that was built in a specific way; a breakdown in one part can become a <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/general\/\" data-internallinksmanager029f6b8e52c=\"3\" title=\"General\" target=\"_blank\" rel=\"noopener\">general<\/a> one.<\/p>\n<p>In his remarkable 2011 book,\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.yanisvaroufakis.eu\/books\/the-global-minotaur\/\" class=\"icon none\"><em>The Global Minotaur<\/em><\/a>, the economist (and future Greek finance minister)\u00a0Yanis Varoufakis\u00a0compared the United States to the mythical monster that lived in a labyrinth from which nothing that entered could escape. For 40 years, the U.S. economy has taken in the consumption goods produced by Japan, South Korea, China, and others. To sustain the insatiable Minotaur, the world built a global labyrinth of ports, ships, more ports, warehouses, storage yards, roads, and rails.<\/p>\n<p>Then, one day, the Minotaur got sick and missed a meal. The next day, he sought to catch up by eating four meals, only to find that his gullet was not quite wide enough to get them all down. So, now the Minotaur sits, choking and helpless, hoping the blockage will clear. If it doesn\u2019t, the consequences could be grave. If choking the beast in this way had occurred to Theseus, he might not have needed Ariadne, her sword, or her ball of yarn.<\/p>\n<p><strong><em>James K.
