On welfare, which now pays more than work for millions of Americans.\u00a0\u00a0<\/p>\n<p>A\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/thefga.org\/paper\/expanded-welfare-keeping-americans-from-working\/\">new study by the Foundation for Government Accountability<\/a>\u00a0shows that amid the pandemic, available welfare benefits have become so generous that it makes financial sense for many of the\u00a0unemployed\u00a0to stay home rather than work.<\/p>\n<p>President Joe Biden and Democrats are trying to extend this backward system in the Build Back Better Act. If they do, a generation of families will suffer on the economy\u2019s sidelines.<\/p>\n<p>Employers are desperate to fill a near-record high 10.4 million open jobs, and as a result, average hourly wages are also at record highs and growing at the fastest rate in 40 years. Despite these opportunities, labor-force participation has dramatically fallen and remains near its 45-year low.<\/p>\n<p>Some 4.5 million Americans are still missing from the labor force, and yet month after month, expected job creation has\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.cnbc.com\/2021\/10\/08\/september-jobs-report.html\">failed to materialize<\/a>. The primary reason: Enrollment in welfare and welfare-like programs\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/fns-prod.azureedge.net\/sites\/default\/files\/resource-files\/34SNAPmonthly-11.pdf\">has skyrocketed<\/a>,\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/townhall.com\/columnists\/haydendublois\/2021\/10\/16\/states-hold-the-key-to-unlocking-federal-medicaid-handcuffs-n2597460\">set new records<\/a> and remained stubbornly high. Many of those programs were significantly expanded over the past two years, discouraging work and slowing economic recovery.<\/p>\n<p>Consider an\u00a0unemployed\u00a0single parent with two children.\u00a0Through a combination of welfare-style programs, he or she can collect more than $3,700 per month in government benefits for at least half the year (and until the fall could make even more over 12 months). At an annualized rate, that\u2019s nearly\u00a0$45,000 a year for someone who\u2019s staying home rather than returning to work. It\u2019s nearly three times the earnings from a full-time minimum-wage job and more than the <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">media<\/a>n American job pays.<\/p>\n<p>This money is made by stacking the benefits from just four welfare and tax-credit programs. (Other state and federal programs can make welfare even more generous.) The largest source is\u00a0unemployment\u00a0insurance, which is usually paid weekly\u00a0for 26 weeks. These payments alone can bring in nearly three-quarters of a minimum-wage income. ObamaCare\u2019s cost-sharing subsidies cover out-of-pocket costs, while premium tax credits cover the costs of health insurance purchased on federal exchanges. The latter is distributed in a lump sum at tax filing or sent directly from the federal government to health-insurance companies on a monthly basis. Either way, it\u2019s a welfare-like benefit that millions of able-bodied adults can receive without working. Democrats\u2019 American Rescue Plan Act, enacted in March, expanded the credits through next year, and Build Back Better would further extend them through at least 2025.<\/p>\n<p>The expanded child tax credit \u2014 also created by ARPA \u2014 is next. The feds pay $3,600 for each child up to age 6 and $3,000 up to age 17 annually, now sent via monthly payments.\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/thefga.org\/paper\/biden-child-tax-credit-failure\/\">Untethered from work<\/a>, unlike previous versions, the credit is set to expire in December unless Build Back Better extends it through 2022. At that point, further extensions are all but guaranteed.<\/p>\n<p>Food stamps keep the money coming. COVID-19 legislation temporarily increased the value of these benefits by 15 percent, which was superseded by a\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/apnews.com\/article\/health-coronavirus-pandemic-f51d32a6830fe74b8bc06fcf99c57f71#:~:text=The%20increased%20assistance%20will%20be,at%20the%20end%20of%20September.\">permanent 25 percent increase<\/a>\u00a0over pre-pandemic levels the Biden administration implemented in October. While normally the credit is tied to wages earned through work rather than\u00a0unemployment, ARPA let individuals claim past years\u2019 income to qualify, turning the credit into a\u00a0de facto\u00a0welfare payment. That legislation also expanded eligibility for childless adults, a policy Build Back Better would continue for at least another year.<\/p>\n<p>These expanded programs have created the most generous welfare benefits ever. Millions of people are acting in their best financial interests by avoiding work, and in some states, the incentive to stay\u00a0unemployed\u00a0is staggering. In Arizona, benefits are worth 10 percent more than median wages. In West Virginia, they\u2019re 44 percent higher than median wages.<\/p>\n<p>Decades of research have proven that continued\u00a0unemployment\u00a0hurts physical health and\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/news.gallup.com\/poll\/171044\/depression-rates-higher-among-long-term-unemployed.aspx\">mental health<\/a>\u00a0and leads to\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"http:\/\/www.econ.ucla.edu\/tvwachter\/papers\/sullivan_vonwachter_qje.pdf\">higher mortality<\/a>. Equally clear is that work improves people\u2019s lives and society itself. Even with the pandemic\u2019s difficulties, it was a mistake to drastically expand a welfare system that keeps people from work.
