He was building a unified front of countries looking to send a strong signal to Russia that an incursion into Ukraine would come with dire consequences.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Ottawa was conspicuously not on his list.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It\u2019s an awkward omission. Canada has been a <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.csis.org\/analysis\/not-contributing-enough-summary-european-military-and-development-assistance-ukraine-2014\"><span style=\"font-weight: 400;\">significant donor<\/span><\/a><span style=\"font-weight: 400;\"> to Kyiv, both in terms of humanitarian assistance, capacity-building, and <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.vice.com\/en\/article\/nedq8k\/canada-moving-forward-on-allowing-heavy-arms-sales-to-ukraine\"><span style=\"font-weight: 400;\">military support<\/span><\/a><span style=\"font-weight: 400;\">. The Canadian Armed Forces has 200 personnel stationed in Western Ukraine, in Lviv, conducting <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.canada.ca\/en\/department-national-defence\/services\/operations\/military-operations\/current-operations\/operation-unifier.html\"><span style=\"font-weight: 400;\">training exercises<\/span><\/a><span style=\"font-weight: 400;\"> with the Ukrainian military. And, geopolitically, few countries have been as boisterously supportive of an independent and sovereign Ukraine as Canada.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As a significant Russian build-up amasses along their shared border, U.S. intelligence says there is a <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-11-21\/u-s-intel-shows-russian-plans-for-potential-ukraine-invasion\"><span style=\"font-weight: 400;\">strong possibility<\/span><\/a><span style=\"font-weight: 400;\"> that Moscow could move upwards of <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/national-security\/russia-ukraine-invasion\/2021\/12\/03\/98a3760e-546b-11ec-8769-2f4ecdf7a2ad_story.html\"><span style=\"font-weight: 400;\">100,000 soldiers<\/span><\/a><span style=\"font-weight: 400;\">, with air support, into Ukraine\u2014possibly as early as January. It will take significant diplomatic, economic, and political pressure to avert such an outcome: And Canada is taking a backseat.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In recent years, Prime Minister Justin Trudeau\u2019s foreign policy posture has been a slouch. As experts, both in and out of government, have expressed to me recently: Canada signs statements, it doesn\u2019t even write them. If Biden is on the hunt for states willing to make bold commitments to dissuade Russian aggression, it\u2019s no great surprise Canada was forgotten.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Sources in the Trudeau government confirmed that there is no call scheduled between either Trudeau nor new Foreign Affairs Minister Melanie Joly and their American counterparts to debrief following the conversation with Putin.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Canadian Armed Forces have made clear that <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.theglobeandmail.com\/world\/article-canada-has-no-plans-to-deploy-additional-troops-to-ukraine-chief-of\/\"><span style=\"font-weight: 400;\">no additional troops<\/span><\/a><span style=\"font-weight: 400;\"> would be heading to Lviv, in Western Ukraine, to step up training of the Ukrainian armed forces. Asked repeatedly what sanctions or economic penalties Canada could impose on Moscow, should it invade, no one in government could say\u2014except that Ottawa would consider any package put forward by its NATO allies.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">America has tried to lay out the consequences in plain terms, threatening to pull Russia\u2019s access to the <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-12-06\/biden-weighs-russian-banking-sanctions-if-putin-invades-ukraine\"><span style=\"font-weight: 400;\">SWIFT payment system<\/span><\/a><span style=\"font-weight: 400;\">\u2014when that move was previously bandied about, it was estimated the Russian economy could shrink by <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/carnegiemoscow.org\/commentary\/84634\"><span style=\"font-weight: 400;\">five GDP points as a result.<\/span><\/a><span style=\"font-weight: 400;\"> America has additionally obtained assurances from Germany that it would shutter Gazprom\u2019s Nord Stream 2 pipeline, the state-majority-owned gas company <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.bloomberg.com\/features\/russia-europe-gas-pipeline-climate-impact-2021\/\"><span style=\"font-weight: 400;\">supplies roughly a third of Europe\u2019s gas<\/span><\/a><span style=\"font-weight: 400;\">. Biden reportedly communicated additional economic measures that would be devastating to the Russian economy.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In a briefing with Senators on Tuesday, State Department official Victoria Nuland underscore that \u201cwe are also warning of severe costs and consequences, including deploying far harsher economic measures than we have used before, if Russia chooses the path of confrontation and military action.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Ottawa\u2019s attention seems to be elsewhere, even when the conversations are h<a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>ening in its own living room.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">During Tuesday\u2019s U.S. senate foreign relations committee hearing, Democratic Senator Jeanne Shaheen raised an interesting\u2014and disconcerting\u2014issue at play: After a rocky couple of years, Belarus has come back into the Russian fold. Belarus has even conducted <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.reuters.com\/world\/europe\/belarus-announces-military-drills-with-russia-near-ukraine-border-2021-11-29\/\"><span style=\"font-weight: 400;\">joint military drills<\/span><\/a><span style=\"font-weight: 400;\"> with Russian forces on the Ukrainian border in recent weeks. That \u201cpresents another front for the potential for Russia to invade Ukraine,\u201d Shaheen explained. \u201cI know the Ukrainians view it that way, because we heard that when we were in Halifax for the [Halifax] International Security Forum and met with some Ukrainian officials.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">I saw Senator Shaheen at the Forum in late November. I didn\u2019t, however, see Foreign Affairs Minister Joly. Our new defense minister, Anita Anand, was there for just a few hours before jetting off. A <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.canada.ca\/en\/department-national-defence\/news\/2021\/11\/minister-anand-held-bilateral-meetings-at-the-13th-annual-halifax-international-security-forum.html\"><span style=\"font-weight: 400;\">read-out<\/span><\/a><span style=\"font-weight: 400;\"> of her presence at the Forum doesn\u2019t list any meetings with Ukrainian officials.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">If one of those ministers had been there all weekend, they would have heard a conversation between Russian dissident Vladimir Kara-Murza \u2014 <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.rferl.org\/a\/vladimir-kara-murza-poisoning\/31448375.html\"><span style=\"font-weight: 400;\">whom Putin tried to kill, twice<\/span><\/a><span style=\"font-weight: 400;\"> \u2014 and former Ukrainian president Petro Poroshenko.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Poroshenko outlined three things that the West needs to do im<a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">media<\/a>tely: Signal support for Ukraine\u2019s membership in NATO, provide defensive weaponry to the Ukrainian military, and sanctions. \u201cIf you attack Ukraine \u2014 this, this, this and this will happen in your energy sector, in your financial sector, in your security sector,\u201d Poroshenko explained.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Canada has been mum in recent weeks on Kyiv\u2019s possible NATO membership, <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.theglobeandmail.com\/world\/article-ukraines-defence-minister-urges-military-support-from-canada-us-and\/\"><span style=\"font-weight: 400;\">to the chagrin of Ukrainian officials<\/span><\/a><span style=\"font-weight: 400;\">. The Department of Defence, meanwhile, confirmed to me that Canada hasn\u2019t shipped lethal aid to Ukraine since 2015, when the Liberals took power.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Trudeau\u2019s office, of course, bristles at the notion that their posture is meek. His office points to strong language in a recent read-out of a call with President Zelensky: \u201cPrime Minister Trudeau expressed the imperative for Russia to de-escalate the situation, and reaffirmed Canada\u2019s steadfast support for the sovereignty and territorial integrity of Ukraine,\u201d it reads. \u201cHe emphasized the coordination underway between Ukraine\u2019s partners in order to stand united in the face of Russian provocation.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It\u2019s certainly tough talk, and a clear symbol of Ottawa\u2019s backing of the president. It is not, however, any kind of commitment. The only hint at Canada\u2019s future engagement came in reference to Canada\u2019s deployment in Lviv: \u201cThe two leaders discussed the future of Canadian support,\u201d it reads. No one in government would confirm what that means.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Trudeau\u2019s office further pointed out that Canada has been aggressive in <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.canada.ca\/en\/global-affairs\/news\/2021\/08\/canada-imposes-additional-sanctions-on-first-anniversary-of-belaruss-fraudulent-presidential-elections.html\"><span style=\"font-weight: 400;\">slapping sanctions on Belarus<\/span><\/a><span style=\"font-weight: 400;\">. (True, I replied, but it was also the Trudeau government that <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.vice.com\/en\/article\/neymwm\/canada-continues-making-nice-with-the-world-by-lifting-sanctions-on-authoritarian-belarus\"><span style=\"font-weight: 400;\">lifted those sanctions on Belarus in the first place<\/span><\/a><span style=\"font-weight: 400;\">.)<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Canada\u2019s continued deployment in Lviv is certainly significant \u2014 120 trainers from the Canadian Armed Forces and 80 support staff. Daniel Le Bouthillier, head of media relations for National Defence, wrote in a statement that the Russian military build-up \u201cis not impacting the mission nor the Canadian Armed Forces members currently deployed in Ukraine, and that no change in posture has been made in Op UNIFIER.\u201d (The mission has not been without problems: While Ottawa\u2019s support was <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/pm.gc.ca\/en\/news\/backgrounders\/2016\/07\/12\/operation-unifier-canadian-armed-forces-support-canadas-effort\"><span style=\"font-weight: 400;\">initially limited <\/span><\/a><span style=\"font-weight: 400;\">to the Ukrainian Armed Forces, it was expanded to include the more nebulous \u201c<\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.canada.ca\/en\/department-national-defence\/services\/operations\/military-operations\/current-operations\/operation-unifier.html\"><span style=\"font-weight: 400;\">Security Forces of Ukraine<\/span><\/a><span style=\"font-weight: 400;\">,\u201d which <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/ottawacitizen.com\/news\/national\/defence-watch\/allegations-of-canadian-troops-training-neo-nazis-and-war-criminals-sparks-military-review\"><span style=\"font-weight: 400;\">may include<\/span><\/a><span style=\"font-weight: 400;\"> members of far-right militias.)<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The military confirmed that \u201cthe Canadian Armed Forces has noticed an increase in misinformation and disinformation as it relates to the Canadian Armed Forces missions in Latvia and Ukraine.\u201d While it is not exceptional for the mission to date, Le Bouthillier wrote that the majority of that \u201cstate-sponsored cyber threat activity and information confrontation attributed to Russia has targeted the US, Ukraine, and other European countries.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Figuring out how to counter and short-circuit that hybrid warfare campaign could be a useful role for Canada to play, but that does not seem to be on the agenda either.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">There is undoubtedly a particularly Canadian modesty at play here: We\u2019re just one little country? How could we avert war in eastern Europe?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Certainly, there may be some truth to it \u2014 but it is a self-defeating notion. If we truly believe we, both a member of NATO and the G7, are as meek and powerless as that idea would suggest, let\u2019s just close our embassies and convert the Lester B. Pearson building into a hotel.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Sending American and Canadian troops to fight in Ukraine is almost unimaginable. So, if we\u2019re not prepared to engage militarily, we had better double-down on a diversity of other tactics. To do that, all of NATO will need to get involved \u2014 both operating independently and together \u2014 that we make clear the consequences of breaking the international order to steamroll a democratically-elected government in Europe. America, hamstrung by domestic politics, cannot do this alone. We need to help America up the ante.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">There is certainly a school of thought that says Moscow\u2019s brazen incursion into Ukraine in 2014 \u2014 its annexation of Crimea, and its shadow war in the Donbass region \u2014 came as a direct result of weakened leadership from Washington. Some have gone so far as to suggest that then-President Barack Obama\u2019s failure to enforce a \u2018red line\u2019 over chemical weapons in Syria emboldened Putin to act. (It\u2019s a notion that <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.theatlantic.com\/magazine\/archive\/2016\/04\/the-obama-doctrine\/471525\/\"><span style=\"font-weight: 400;\">Obama rejected out of hand<\/span><\/a><span style=\"font-weight: 400;\">, noting that Putin invaded Georgia in an era of intense American overseas expeditions in the Middle East.)<\/span><\/p>\n<p><span style=\"font-weight: 400;\">To try and get at the heart of why Putin invaded Ukraine in 2014, <\/span><i><span style=\"font-weight: 400;\">Atlantic <\/span><\/i><span style=\"font-weight: 400;\">journalist Julia Ioffe did something bold: <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.theatlantic.com\/international\/archive\/2016\/03\/russia-syria-red-line-obama-doctrine-goldberg\/473319\/\"><span style=\"font-weight: 400;\">She asked a bunch of Russians.<\/span><\/a><\/p>\n<p><span style=\"font-weight: 400;\">What came from her conversations was not a sense that Putin was analyzing Obama\u2019s psyche for how his administration would react \u2014 a kind of reverse Kremlinology \u2014 but rather that Putin viewed the incursion as a purely Russian affair. Ukraine had been governed by a staunch ally of Moscow, and rabble rousers had ousted him in favour of a European stooge: So Moscow acted.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But that doesn\u2019t mean they didn\u2019t factor in how the West would react. Igor Korotchenko, who edits a Russian military magazine and serves as a reserve colonel, explained to Ioffe that\u00a0 \u201cWe didn\u2019t know how America would react, and we examined all scenarios \u2026 including American military intervention.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Evidently, Putin calculated the benefits \u2014 a nationalist cause to rally around, massive oil deposits in Crimea, access to the Black Sea, and mineral deposits near Donetsk \u2014 outweighed the consequences. Given that the World Bank estimates that the Russian economy grew from 2015 to 2018, perhaps his calculus was right.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Putin regime is counting on the fact that we consider the cost too high, or the drawbacks too great, to support a democratic, liberal state that wants to be free to make its own decisions \u2014 to join NATO, or not; to elect a reformer, or another kleptocrat; to modernize its society, or to fully become a vassal of neo-Soviet empire.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It should be a core tenet of Canadian foreign policy that we should leave people to make those decisions for themselves, whether that\u2019s Ukraine, <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.cbc.ca\/news\/politics\/haiti-canada-u-s-diplomats-core-group-1.6277103\"><span style=\"font-weight: 400;\">Haiti<\/span><\/a><span style=\"font-weight: 400;\">, or elsewhere. And we should make it clear that those decisions cannot be made at the barrel of a tank. To elucidate those consequences afterwards is too late. The cost to dissuade aggression rises exponentially once the tanks roll across the border \u2014 it\u2019s likely a price we\u2019re not willing to pay.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">So it\u2019s crucial that we outline the terms now. It\u2019s imperative that we point to all the <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.theglobeandmail.com\/politics\/article-navalny-aide-urges-canada-to-sanction-russian-oligarchs\/\"><span style=\"font-weight: 400;\">oligarch assets<\/span><\/a><span style=\"font-weight: 400;\"> that will be seized and liquidated if they allow their client, Vladimir Putin, to continue his nationalistic war of aggression. We must point to all of the <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.bnnbloomberg.ca\/mccreath-russian-energy-giant-lukoil-said-to-be-circling-canada-s-oil-patch-1.1559619\"><span style=\"font-weight: 400;\">oil and gas projects<\/span><\/a><span style=\"font-weight: 400;\"> that will be torpedoed. We should <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2020\/12\/14\/us\/politics\/russia-hack-nsa-homeland-security-pentagon.html\"><span style=\"font-weight: 400;\">target cyber infrastructure<\/span><\/a><span style=\"font-weight: 400;\"> being used to launch this hybrid war. All of the weight we are prepared to put behind <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.cbc.ca\/news\/politics\/ukraine-canada-nato-russia-1.6256718\"><span style=\"font-weight: 400;\">Ukraine\u2019s ascension to NATO<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">If this government wants to back up the arrogance it showed when Trudeau proclaimed \u201cCanada is back\u201d six years ago, it should start by defending a friend against a foe.<\/span><br \/>\n<span class=\"ctx-article-root\"><!-- --><\/span><\/p><\/div>\n<p><script async defer crossorigin=\"anonymous\" src=\"https:\/\/connect.facebook.net\/en_US\/sdk.js\"><\/script><\/p>\n<blockquote><p><strong><span style=\"color: #ff6600;\">If you liked the article, do not forget to share it with your friends.
