Having thoroughly perused it, we\u2019ve come to the following conclusion: it\u2019s gibberish.<\/p>\n<p><b>Up front:<\/b> The first thing you want to know when a global superpower releases official government documentation detailing its views on the use of artificial intelligence for military <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>lications is whether the signatory intends to develop <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/harvardpolitics.com\/robots-that-kill-the-case-for-banning-lethal-autonomous-weapon-systems\/\">lethal autonomous weapons systems<\/a> (LAWS).<\/p>\n<p><iframe loading=\"lazy\" src=\"https:\/\/fast.wistia.net\/embed\/iframe\/ozs2jfiyea?videoFoam=true&amp;autoPlay=true\" title=\"\" allowtransparency=\"true\" frameborder=\"0\" scrolling=\"no\" class=\"wistia_embed\" name=\"wistia_embed\" allowfullscreen=\"\" msallowfullscreen=\"\" width=\"100%\" height=\"100%\"><\/iframe><\/p>\n<p>China\u2019s position paper makes absolutely no mention of restricting the use of machines capable of choosing and firing on targets autonomously. Instead, it dances around the topic with obscuring language.<\/p>\n<p>Per <a rel=\"nofollow noopener\" target=\"_blank\" href=\"http:\/\/www.china-un.ch\/eng\/dbdt\/202112\/t20211213_10467517.htm\">the paper<\/a>:<\/p>\n<blockquote><p>In\u2002terms\u2002of\u2002law\u2002and\u2002ethics,\u2002countries\u2002need\u2002to\u2002uphold\u2002the\u2002common\u2002values\u2002of\u2002humanity,\u2002put\u2002people\u2019s\u2002well-being\u2002front\u2002and\u2002center,\u2002follow\u2002the\u2002principle\u2002of\u2002AI\u2002for\u2002good,\u2002and\u2002observe\u2002national\u2002or\u2002regional\u2002ethical\u2002norms\u2002in\u2002the\u2002development,\u2002deployment\u2002and\u2002use\u2002of\u2002relevant\u2002weapon\u2002systems.<\/p>\n<\/blockquote>\n<p>Neither the US or the PRC has any laws, rules, or regulations currently restricting the development or use of military LAWs.<\/p>\n<p><b>Background: <\/b><span>The paper\u2019s rhetoric may be empty, but there\u2019s still a lot we can glean from its contents.<\/span><\/p>\n<p><span>Research analyst Megha Pardhi, <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/asiatimes.com\/2021\/12\/behind-beijngs-proposal-to-regulate-military-applications-of-ai\/\">writing for the Asia Times<\/a>, recently opined it was intended to signal that China\u2019s seeking to \u201cbe seen as a responsible state,\u201d and that it may be concerned over its progress in the field relative to other superpowers.<\/span><\/p>\n<p><span>According to Pardhi:<\/span><\/p>\n<blockquote>\n<p><span>Beijing is likely talking about regulation out of fear either that it cannot catch up with others or that it is not confident of its capabilities. Meanwhile, formulating a few commonly agreeable rules on weaponization of AI would be prudent.<\/span><\/p>\n<\/blockquote>\n<p><b>Our take: <\/b><span>According to military leaders in China, the PRC\u2019s AI ambitions on the battlefield aren\u2019t <\/span><i><span>necessarily<\/span><\/i><span> focused on LAWS. <\/span><\/p>\n<p><span>In fact, Colonel Yuan-Chou Jin, an associate professor at the Graduate Institute of China Military Affairs Studies and the former director of the Army Command Headquarters\u2019 Intelligence Division, compares the PRC\u2019s planned implementation of AI to the Third Reich\u2019s use of Blitzkrieg tactics during World War II. <\/span><\/p>\n<p><span>Per <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/thediplomat.com\/2021\/12\/how-does-china-aim-to-use-ai-in-warfare\/\">an article<\/a> authored by Yuan-Chou Jin in The Diplomat:<\/span><\/p>\n<blockquote>\n<p><span>Looking back in history, Wehrmacht highlighted the Blitzkrieg in its frontal attack to beat the rivals based upon its relative advantage of speed during WWII. <\/span><\/p>\n<p><span>For Chinese familiar with martial arts, a relevant well-known phrase captures the same: \u201cThere is no impregnable defense, but for the swiftness.\u201d Speed in history has been strongly featured as a critical factor that determines the outcome of war.<\/span><\/p>\n<p><span>That is exactly the case of AI. One of the advantages of AI is to speed up military decision making. More specifically, AI is particularly fit for blitz tactics. In the scenario of the PLA waging a war against Taiwan, distance makes instant U.S. reinforcement difficult.<\/span><\/p>\n<\/blockquote>\n<p><span>Blitzkrieg tactics <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/heinonline.org\/HOL\/LandingPage?handle=hein.journals\/fora18&amp;div=30&amp;id=&amp;page=\">were effective during the second<\/a> World War because they effectively overwhelmed the enemy. It involved striking opponents\u2019 airbases in order to render their planes ineffective while they were still on the ground, and then high-speed armor crashing through previously \u201cimpassable\u201d areas to surprise unprepared infantry. <\/span><\/p>\n<p><span>The final act to every Blitzkrieg attack involved <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.goodreads.com\/book\/show\/8910.The_Second_World_War\">the lagging German infantry moving into the battlefield<\/a> as the armor moved out. There, the infantry could seek out and suppress any final bastions of resistance. <\/span><\/p>\n<p><span>Speed and decisiveness were the essential factors which drove the tactic\u2019s success. And, arguably, the only thing that could have made Blitzkrieg <em>faster<\/em> would have been handing over target acquisition and elimination duties to an AI. <\/span><\/p>\n<p><span>Despite the fact that neither the colonel\u2019s\u00a0article nor the PRC\u2019s position paper mention LAWs directly, it\u2019s apparent that what they <\/span><span><em>don\u2019t<\/em> say is what\u2019s really at the heart of the issue. <\/span><\/p>\n<p>The global community has every reason to believe, and fear, that both China and the US are actively developing LAWS.<\/p>\n<\/div>\n<blockquote><p><strong><span style=\"color: #ff6600;\">If you liked the article, do not forget to share it with your friends.
