Rather than distribute city COVID testing resources based on population, his administration prioritized neighborhoods that have \u201cborne the brunt of this pandemic due to structural racism,\u201d a Health Department representative told The Post.<\/p>\n<p>Meanwhile, the distribution of COVID medicine such as monoclonal antibodies \u201cwill consider race and ethnicity when assessing individual risk.\u201d<\/p>\n<p>But what is that risk? New York City is awash in federal aid.
