You\u2019re probably wrong<\/strong>&#8221;<\/p>\n<div>In the wake of <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.ft.com\/content\/a778224b-83d4-4679-8ebf-5bdb80e577a3\">surging<\/a> electric vehicle (EV) sales in China, it might seem that the Chinese market has already won the \u201c<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.forbes.com\/sites\/news\/who-will-win-the-ev-race-lessons-from-solar\">EV race<\/a>\u201d \u2013 meaning the race to secure global dominance of this new <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/technology\/\" data-internallinksmanager029f6b8e52c=\"4\" title=\"Technology\" target=\"_blank\" rel=\"noopener\">technology<\/a>. But this judgment seems premature.<\/p>\n<p>Most commentary focuses on <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/blogs.lse.ac.uk\/news\/ask-the-experts-is-china-winning-the-electric-vehicle-race\">Chinese strengths<\/a> in EV technology and production, or the size of China\u2019s EV market. But this misses crucial factors that will affect how, and even whether, China\u2019s EVs are adopted across the world.<\/p>\n<p>The question is not just whether China will dominate the global EV market, but also whether the EV can help China achieve the technological, economic, and geopolitical power it seeks. In other words, even if China gets good at making EVs, will EVs be good for China?<\/p>\n<p>The EV is a clear example of an emerging <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.g20-insights.org\/policy_briefs\/enabling-sustainable-fourth-industrial-revolution-g20-countries-can-create-conditions-emerging-technologies-benefit-people-planet\/\">industrial revolution<\/a>: one that combines <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.greenbiz.com\/article\/rethinking-carbon-new-economy\">low-carbon<\/a> and digital technology. So the country that takes the lead in producing and using EVs will likely be highly competitive on the world stage.<\/p>\n<p>Historical comparisons can help us understand what is at stake here. For example, consider the inseparability of the <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/world101.cfr.org\/historical-context\/world-war\/how-did-united-states-become-global-power\">global rise<\/a> of the US during the 20th century and its simultaneous domination of the traditional <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.history.com\/topic\/inventionsautomobiles\">car industry<\/a>.<\/p>\n<p>The US situation back then and the Chinese situation today share many similarities. In both cases, major technological change was h<a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>ening within each country in parallel with a rise in their geopolitical power. And just as the traditional car became not only the main form of citizen transport but also a key symbol of <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.lancaster.ac.uk\/staff\/dant\/by%20car.pdf\">social change<\/a> during the 20th century, so too will it be for the EV in the 21st.<\/p>\n<p>However, at the time of the mass adoption of the motorcar, the US enjoyed a unique position. It also helped that the car belonged to an entirely new industrial sector at that time, facing no established competition.<\/p>\n<p>None of these factors today apply to China regarding the EV. Most significant is China\u2019s almost total \u2013 and, if anything, worsening \u2013 absence of political acceptability and cultural attractiveness in overseas car markets, especially those of wealthy regions like <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.reuters.com\/business\/media-telecom\/lithuania-says-throw-away-chinese-phones-due-censorship-concerns-2021-09-21\/\">Europe<\/a>.<\/p>\n<p>China\u2019s ultimate domination of the EV sector would require Chinese EVs to compete successfully in these established markets. But these are already populated by some of the world\u2019s most advanced companies, including Toyota, <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/general\/\" data-internallinksmanager029f6b8e52c=\"3\" title=\"General\" target=\"_blank\" rel=\"noopener\">General<\/a> Motors, and Volkswagen, as well as consumers with high expectations.<\/p>\n<p>With the rise of car markets in developing countries like <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.es.kearney.com\/automotive\/article\/?\/a\/the-contribution-of-the-automobile-industry-to-technology-and-value-creation\">India<\/a>, it\u2019s possible that Chinese EVs could achieve success even without making much headway into markets in the West \u2013 but China\u2019s tricky political status will make it hard there, too.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"The_future_of_EVs\"><\/span>The future of EVs<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>This problem matters even more for EVs than for cars, because of the profound difference between the two. The car is a comparatively simple machine. It\u2019s basically an engine on wheels, with various additions to make it more enticing \u2013 and comfortable \u2013 for its driver and passengers. The EV, by comparison, is a totally new technology that\u2019s part of a much larger, unpredictable <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.iea.org\/reports\/global-ev-outlook-2019\">transition<\/a> in <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/theconversation.com\/e-scooters-bikes-and-urban-mobility-lessons-from-the-streets-of-paris-125619\">urban mobility<\/a>.<\/p>\n<p>Simply replacing cars with EVs will not solve congestion or <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/theconversation.com\/electric-cars-arent-enough-to-hit-climate-targets-we-need-to-develop-better-public-transport-too-171330\">transport inequalities<\/a> in society. And EVs will create challenging environmental problems of their own, such as the pollution created by producing and recycling <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/theconversation.com\/electric-vehicle-batteries-what-will-they-look-like-in-the-future-164263\">EV batteries<\/a>. Their digitization threatens to make the EV a vehicle for unprecedented levels of surveillance and control of people\u2019s mobility.<\/p>\n<p>In a 2015 experiment, two hackers were able to <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/naijacarnews.com\/maintenance-tips\/electric-car-security-can-your-ev-be-hacked-447\">take control<\/a> of a reporter\u2019s car and remotely direct its steering wheel. Situations like these could well generate fears around authoritarian control and reduced privacy, further diminishing Chinese EVs\u2019 appeal overseas.<\/p>\n<p>Finally, the motorcar emerged at the moment of discovery of a seemingly boundless energy source \u2013 <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/theconversation.com\/we-should-ban-all-new-oil-and-gas-fields-172905\">oil<\/a> \u2013 and when concern for the effect of its <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/theconversation.com\/heres-what-it-would-take-to-end-emissions-from-fossil-fuels-170815\">waste products<\/a> was largely absent.<\/p>\n<p>Today, in contrast, a major driver of the EV transition is its <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/theicct.org\/sites\/default\/files\/publications\/EV-life-cycle-GHG_ICCT-Briefing_09022018_vF.pdf\">sustainability<\/a>, meaning that the environmental impact of mass EV adoption will be closely scrutinized by customers and citizens worldwide. Chinese companies hoping to enter overseas markets seem to be <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/longreads.tni.org\/stateofpower\/understanding-chinese-companies-beyond-china-inc\">poorly prepared<\/a> to manage such controversy.<\/p>\n<p>Currently, therefore, the most likely scenario seems not to be unrivaled Chinese EV leadership. China will be a major player in the EV if only given the size of its domestic market and the level of government support it provides its EV industry.
