We tend to think Canada\u2019s lower ICU capacity has posed challenges, but the data shows some states are facing bigger challenges than Canadian provinces. On the whole, it\u2019s not clear that the American system is faring better.<\/p>\n<blockquote><p>This pandemic has revealed different deficiencies in each country. In Canada, it\u2019s the mostly public system with fewer hospital beds per capita than the U.S., and far fewer than some European countries, along with many fewer nurses. In the U.S., it\u2019s the mostly private system that costs way more than Canada\u2019s, leaves approximately 10 per cent of the population uninsured, and yields a lower life expectancy and more premature deaths.<\/p>\n<\/blockquote>\n<p>On thing that\u2019s clear in both countries: health workers, particularly nurses,\u00a0have been pushed to the brink.<\/p>\n<p><strong>Funding shortfall:<\/strong> Also at CBC, <strong>Aaron Wherry<\/strong> has <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.cbc.ca\/news\/politics\/health-care-pandemic-transfers-1.6307798\">a good analysis<\/a> of the policy debate to come. It seems clear we don\u2019t have the hospital capacity we should have.<\/p>\n<blockquote><p><strong>Frances Woolley,<\/strong> an economist at Carleton University, predicted that COVID-19\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/policyoptions.irpp.org\/fr\/magazines\/march-2020\/coronavirus-is-about-to-reveal-how-fragile-our-health-system-is\/\">would expose the fragility of the system<\/a>\u00a0back in March 2020. As Woolley wrote, Canada has <strong>the second-lowest number of acute care beds per capita<\/strong>\u00a0among nations in the Organisation for Economic Co-operation and Development (OECD) and nearly all of those beds tend to be filled. While the total number of acute care\u00a0beds has declined\u00a0broadly across advanced economies over the last 50 years as a result of changes in <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/technology\/\" data-internallinksmanager029f6b8e52c=\"4\" title=\"Technology\" target=\"_blank\" rel=\"noopener\">technology<\/a> and care, the especially\u00a0low number in Canada can be traced to \u201ca failure of funding levels to keep up with population growth,\u201d\u00a0Woolley argued.<\/p>\n<\/blockquote>\n<p>The best role for the federal government going forward, though, is up for debate. Some favour increased transfers, some want a greater role for private delivery and some propose an expansion of federal support for pharmacare and long-term care.<\/p>\n<p><strong>Doctor shortage:<\/strong> At the <em>Vancouver Sun<\/em>, <strong>Daphne Branham<\/strong> has <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/vancouversun.com\/news\/daphne-bramham-b-c-fights-to-maintain-the-barriers-that-keep-foreign-trained-doctors-from-working\">another interesting column<\/a> about the bureaucratic barriers that prevent internationally trained doctors from seeing patients in Canada even though we have a shortage of physicians.<\/p>\n<p><strong>Better masks:<\/strong> The <em>Globe<\/em> has <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.theglobeandmail.com\/canada\/british-columbia\/article-as-calls-for-better-masking-practices-increase-provinces-are-divided\/\">a good story<\/a> about N95 masks, which offer better protection from infection than the masks most Canadians have been wearing throughout the pandemic. Although they are better, they cost more, which may be why not all provinces are embracing them.<\/p>\n<p><strong>Too far:<\/strong> <strong>Robyn Urback,<\/strong> in the <em>Globe<\/em>, has <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.theglobeandmail.com\/opinion\/article-denying-health-care-to-the-unvaccinated-is-one-step-too-far\/\">a column<\/a> arguing that it would be wrong to deny health care to unvaccinated COVID patients.<\/p>\n<p><strong>No referendum: Philippe J. Fournier<\/strong>, <em>Maclean\u2019s<\/em> resident polling expert, takes a close look at a poll on regional resentment. It finds that <strong>Albertan separatism continues to poll better than Quebec separatism<\/strong>, which would seem to pour cold water on a theory that some have about Francois Legault\u2019s political plans.<\/p>\n<blockquote><p>This data should help put to rest persistent online rumours that <strong>Fran\u00e7ois Legault<\/strong> may secretly be preparing a third referendum on Quebec independence. Although polling has shown that Legault may be the most appreciated premier in the past decades in Quebec, his popularity and nationalist attitude has not translated into additional support for sovereignty.<\/p>\n<\/blockquote>\n<p><strong>Can fight:<\/strong> <strong>Maj.-Gen. Dany Fortin<\/strong> will be able to <strong>continue a legal fight<\/strong>\u00a0to have himself reinstated as the head of Canada\u2019s vaccine rollout task force will go ahead, CBC <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.cbc.ca\/news\/politics\/dany-fortin-appeal-goes-forward-1.6309122\">reports<\/a>.<\/p>\n<blockquote><p>The government, represented by the attorney <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/general\/\" data-internallinksmanager029f6b8e52c=\"3\" title=\"General\" target=\"_blank\" rel=\"noopener\">general<\/a>, had sought to cut short Fortin\u2019s appeal, arguing it was \u201cmoot\u201d\u00a0\u2014\u00a0 that the role he once held no longer exists. The Federal Court of Canada ruled in October of last year that Fortin should use the military grievance process to make his case, but his legal team appealed the ruling later that month.\u00a0 Fortin\u2019s legal team has argued that the military grievance process is the wrong venue because of how long it takes for cases to be resolved. CBC News reported last month that <strong>some military members have waited almost a decade<\/strong> to have the defence department process their grievances.<\/p>\n<p>Fortin was removed as head of the vaccine task force\u00a0in May 2021, and days later military police referred an investigation around sexual assault allegations to the Quebec prosecution service. He was formally charged in August with one count of sexual assault that relates to an alleged\u00a0incident in 1988.\u00a0 Fortin maintains he is innocent.<\/p>\n<\/blockquote>\n<p><strong>China strategy:<\/strong>\u00a0Foreign Affairs Minister <strong>Melanie Joly<\/strong> <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/globalnews.ca\/news\/8496485\/china-strategy-canada-joly-trudeau-beijing-coercive-diplomacy\/\">told Global<\/a> Sunday that she is\u00a0<strong>working on a new China strategy<\/strong>, which will be unveiled in the weeks and months ahead: \u201cThere\u2019s a growing influence of China in the world and every single country needs to take a decision as to what their relationship will be with China. That is why I was given the mandate to develop a strategy, which is called an Indo-Pacific strategy, because we need to see, yes, China, but also the region as a whole.\u201d<\/p>\n<section id=\"inread-wrapper-id-138324928\"\/>\n<div>\n<strong>Ukraine strategy:<\/strong> In <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.ctvnews.ca\/politics\/joly-won-t-rule-out-sending-weapons-to-ukraine-over-russian-military-presence-1.5732257\">an interview with CTV<\/a>, Joly did not rule out the possibility of Canada sending weapons to Ukraine as Russia amasses troops threatening its neighbour: \u201cThe most important thing right now is really to work with Ukrainians to deal with their security threats.
