href=\"https:\/\/www.wsj.com\/articles\/national-conservatism-socialist-progressives-woke-crt-patriotism-social-media-border-11636738833?mod=hp_opin_pos_1&amp;mod=article_inline\" class=\"icon none\">conservative values<\/a>\u00a0in the 2021 elections, but cultural issues won\u2019t grip as reliably for Republicans in the midterms.<\/p>\n<p> Virginia\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.wsj.com\/articles\/behind-the-numbers-of-the-virginia-gubernatorial-election-11635923354?mod=article_inline\" class=\"icon none\">exit polls<\/a>\u00a0indicated the economy was still the most important issue, but state and municipal politicians can do little more than steal jobs from other jurisdictions with generous incentives and rearrange who pays local taxes\u2014Virginia Gov. Glenn Youngkin\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/local\/virginia-politics\/youngkin-virgina-policy-proposals\/2021\/08\/30\/990c756c-0936-11ec-a6dd-296ba7fb2dce_story.html\" class=\"icon none\">promised to ax the regressive tax on groceries<\/a>.<\/p>\n<div class=\"paywall\">\n       The <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">social<\/a> issues that helped boost his campaign, a near miss for the Republican in New Jersey, and renaissance of reason about\u00a0public safety in New York\u00a0and\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.cnn.com\/2021\/11\/02\/politics\/minneapolis-defund-police-results\/index.html\" class=\"icon none\">Minneapolis<\/a>\u00a0are matters where state and local officials could turn things around\u2014what\u2019s taught and academic standards in public schools, street crime, and funding for the police.<\/p>\n<p><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.wsj.com\/articles\/voters-give-democrats-a-woke-up-call-republicans-youngkin-virginia-progressives-11636059748?mod=article_inline\" class=\"icon none\">Work-from-home and remote schooling<\/a>\u00a0offered parents an alarming window into how the American story and\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.fairfaxtimes.com\/articles\/yes-virginia-there-is-critical-race-theory-in-our-schools\/article_ba449c18-cf99-11eb-a719-4bfc9103236c.html\" class=\"icon none\">race<\/a>\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.washingtontimes.com\/news\/2021\/oct\/26\/fairfax-county-schools-critical-race-frame-work\/\" class=\"icon none\">relations<\/a>\u00a0are taught in public schools and\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.foxnews.com\/politics\/critical-race-theory-virginia-top-factor-important-fox-analysis\" class=\"icon none\">parents voted for change<\/a>.<\/p>\n<p>Youngkin\u2019s success was mirrored across the nation in\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.wsj.com\/articles\/schoolboard-revolt-schoolchoice-voting-virginia-glenn-youngkin-11636152881?mod=article_inline\" class=\"icon none\">school-board elections<\/a>.<\/p>\n<h6><span class=\"ez-toc-section\" id=\"The_going_gets_tough\"><\/span>The going gets tough<span class=\"ez-toc-section-end\"><\/span><\/h6>\n<p>Now it gets tough for Republicans in Virginia and conservatives elsewhere. Progressive values are deeply entrenched among\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.washingtontimes.com\/news\/2021\/oct\/26\/fairfax-county-schools-critical-race-frame-work\/\" class=\"icon none\">school administrators<\/a>\u00a0and\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/legalinsurrection.com\/2021\/07\/american-federation-of-teachers-goes-all-in-on-critical-race-theory\/\" class=\"icon none\">teachers unions<\/a>. Just like President Donald Trump in 2016, Youngkin\u2019s team will face a tough struggle altering the values and actions of bureaucrats.<\/p>\n<p>At the national level, congressmen and senators vote on what really matters for economic conditions in their locale.<\/p>\n<p>Congressional leaders Mitch McConnell and Kevin McCarthy and the broader Republican Party must recognize that the courts, at the states\u2019 provocations, will most influence <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.wsj.com\/articles\/supreme-court-permits-continued-enforcement-of-texas-six-week-abortion-ban-11642715257?mod=article_inline\" class=\"icon none\">abortion<\/a>,\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.reuters.com\/world\/us\/us-supreme-court-requires-biden-revive-trump-era-remain-mexico-immigration-2021-08-24\/\" class=\"icon none\">immigration<\/a>\u00a0and\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.justice.gov\/opa\/pr\/justice-department-files-lawsuit-against-state-georgia-stop-racially-discriminatory\" class=\"icon none\">election reform<\/a>\u00a0until Republicans can win the presidency and Congress together or attain veto-proof majorities in both houses.<\/p>\n<p>In 2022, those are not attainable, and Republican congressional candidates should hew to conservative cultural values but mostly focus on the economy. More specifically, discredit the potentially degrading effects of the Democrats\u2019 efforts to expand the welfare state and offer alternatives.<\/p>\n<p>With small recurring swings\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/news.gallup.com\/poll\/15370\/party-affiliation.aspx\" class=\"icon none\">Republicans and Democrats run about even among voters on party affiliation<\/a>\u00a0but about two-fifths call themselves independent.<\/p>\n<div id=\"cx-membership-tile\"><\/div>\n<p>Perceptions of economic conditions are\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.wsj.com\/articles\/why-biden-isnt-benefiting-from-a-strong-economy-11636548983?mod=article_inline\" class=\"icon none\">irrationally fused to party loyalty<\/a>. In October 2020, 55% of Republicans thought the economy was improving whereas 67% of Democrats said it was getting worse. As soon as Joe Biden became president, those numbers flipped, and similar patterns go back to the Obama presidency.<\/p>\n<p>According to a\u00a0University of Michigan survey, Republicans expect inflation to be 6.8% for 2022, while Democrats anticipate 3%\u2014they both can\u2019t be right.<\/p>\n<h6><span class=\"ez-toc-section\" id=\"Conditions_on_the_ground\"><\/span>Conditions on the ground<span class=\"ez-toc-section-end\"><\/span><\/h6>\n<p>Consequently, conditions on the ground\u2014as perceived by moderate white and minority swing voters\u2014will matter most. This comes down to winning\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/apnews.com\/article\/donald-trump-virginia-election-2020-campaign-2016-1e50b5d47eac70e65bed5be5b9fa7fa4\" class=\"icon none\">suburban<\/a>\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nbcnews.com\/politics\/elections\/how-white-women-helped-propel-republicans-victory-virginia-n1283153\" class=\"icon none\">women<\/a>,\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/thehill.com\/opinion\/campaign\/580453-latinos-are-the-new-swing-voters-what-are-democrats-going-to-do-about-it\" class=\"icon none\">Hispanics<\/a>\u00a0and Asians that moved markedly toward the\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.washingtontimes.com\/news\/2021\/nov\/9\/winsome-sears-jason-miyares-historic-wins-virginia\/\" class=\"icon none\">Republican camp for Youngkin<\/a>.<\/p>\n<p>If the election were held today, the Republican Party would be in great shape, because\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.wsj.com\/articles\/us-gdp-economic-growth-third-quarter-2021-11635371631?mod=article_inline\" class=\"icon none\">the Delta variant growth<\/a>, and now\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.wsj.com\/articles\/omicron-variant-is-expected-to-dent-global-economy-in-early-2022-11640631554?mod=article_inline\" class=\"icon none\">Omicron, are slowing the recovery<\/a>, <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.wsj.com\/articles\/us-inflation-consumer-price-index-december-2021-11641940760?mod=article_inline\" class=\"icon none\">inflation is ripping<\/a>\u00a0and\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.wsj.com\/articles\/schools-face-food-shortages-amid-supply-chain-disruptions-11640264402?mod=article_inline\" class=\"icon none\">school lunch programs<\/a>\u00a0and\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/local12.com\/news\/nation-world\/5-nationwide-grocery-shortages-that-could-impact-your-next-shopping-trip\" class=\"icon none\">grocery shelves<\/a>\u00a0are\u00a0short of domestically-produced items.<\/p>\n<p>As Omicron subsides, President Biden\u2019s infrastructure spending and the\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-10-17\/-2-7-trillion-in-crisis-savings-stay-hoarded-by-wary-consumers\" class=\"icon none\">trillions in stimulus dollars remaining in household<\/a>\u00a0and\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/fred.stlouisfed.org\/series\/TSDABSNNCB\" class=\"icon none\">business checkbooks<\/a>\u00a0will boost demand. Inflation of 4% or 5% would still be too high but a darn sight better than the 6% or 7% now feared.<\/p>\n<p><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/news.gallup.com\/poll\/355838\/americans-revert-favoring-reduced-government-role.aspx\" class=\"icon none\">Government regulation and interference in the marketplace are again less popular with voters,<\/a>\u00a0but the refundable child tax credits, paid family leave and other elements of the\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.msnbc.com\/rachel-maddow-show\/despite-gop-pushback-build-back-better-plan-remains-popular-n1283671\" class=\"icon none\">Build Back Better agenda still garners support<\/a>\u00a0because its programs would ease the pain.<\/p>\n<p>For the Republicans, the opportunity lies in explaining how they to intend shepherd the transition to a greener and fairer economy without curtailing petroleum production, boosting gasoline prices and further expanding the welfare state. \u00a0<\/p>\n<p>A critical component of the progressive Democratic strategy has been to convince Hispanics to align with blacks and progressive women in outrage against white men and cultivate a culture of victimhood and entitlement.<\/p>\n<h6><span class=\"ez-toc-section\" id=\"Hard_work\"><\/span>Hard work<span class=\"ez-toc-section-end\"><\/span><\/h6>\n<p>Hispanics\u2014coming to America more recently and from many different places\u2014are\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.washingtontimes.com\/news\/2021\/dec\/20\/progressives-re-think-hispanics-support-woke-polit\/\" class=\"icon none\">not so easily convinced<\/a>\u00a0to\u00a0support the progressive line\u00a0as are the disaffected among radical feminists, academics, the liberal media and followers of Black Lives Matters. Many like Passaic Mayor Hector C. Lora, a son of Dominican immigrants,\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.economist.com\/united-states\/2021\/11\/13\/a-large-minority-of-hispanic-voters-support-trump-populism\" class=\"icon none\">see hard work not big government as the key to minority success<\/a>.<\/p>\n<p>Youngkin\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.washingtontimes.com\/news\/2021\/nov\/9\/winsome-sears-jason-miyares-historic-wins-virginia\/\" class=\"icon none\">broke the code<\/a>\u00a0in Virginia by running with a Black woman for lieutenant governor and a Hispanic man for attorney <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/general\/\" data-internallinksmanager029f6b8e52c=\"3\" title=\"General\" target=\"_blank\" rel=\"noopener\">general<\/a> with compelling and inspiring conservative stories about an America that offers all opportunity not repression.<\/p>\n<p>Now Republicans must replicate that nationally to win over the Hector Loras and defang the victimization and retribution state.<\/p>\n<p>\u00a0<\/p>\n<p><em><strong>Peter Morici is an economist and emeritus business professor at the University of Maryland, and a national columnist.<\/strong><\/em><\/p>\n<h6><span class=\"ez-toc-section\" id=\"More_from_Peter_Morici\"><\/span>More from Peter Morici<span class=\"ez-toc-section-end\"><\/span><\/h6>\n<p>Stocks still look attractive even with the Fed tightening<\/p>\n<p>Generous child-care benefits won\u2019t save Biden\u2019s Democrats in November<\/p>\n<p>Why wait?
