But the technology appears poised for a leap forward in 2022.<\/p>\n<p>Companies including<span>\u00a0<\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/insideevs.com\/news\/553659\/mercedes-level3-autonomous-driving-2022\/\">Mercedes-Benz<\/a>,<span>\u00a0<\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.forbes.com\/wheels\/features\/bmw-7-series-level-3-autonomy\/\">BMW<\/a><span>\u00a0<\/span>and<span>\u00a0<\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.kbb.com\/car-advice\/self-driving-cars\/\">Honda<\/a><span>\u00a0<\/span>are bringing so-called Level 3 AVs to market that will let drivers take their hands off the wheel under specific conditions, and virtually every major auto manufacturer is testing self-driving systems.<\/p>\n<p>Automated vehicles hold tremendous promise. Cars that<span>\u00a0<\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.jdpower.com\/cars\/shopping-guides\/levels-of-autonomous-driving-explained\">handle most or all of the driving tasks<\/a><span>\u00a0<\/span>could be safer than human drivers, operate more efficiently and open up new opportunities for seniors, people with disabilities and others who can\u2019t drive themselves. But while attention has understandably<span>\u00a0<\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/theconversation.com\/after-tempe-fatality-self-driving-car-developers-must-engage-with-public-now-or-risk-rejection-93681\">focused on safety<\/a>, the potential environmental impacts of automated vehicles have largely taken a back seat.<\/p>\n<p>We study<span>\u00a0<\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/scholar.google.com\/citations?user=1LqIMYwAAAAJ&amp;hl=en\">automated vehicle technologies<\/a><span>\u00a0<\/span>and<span>\u00a0<\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/scholar.google.co.uk\/citations?user=8Xi0fvEAAAAJ&amp;hl=en\">how consumers are likely to use them<\/a>. In two recent studies, our research teams found two creative ways to assess the real-life impacts that automated vehicles could have on the environment.<\/p>\n<p>By analyzing drivers\u2019 use of partially automated vehicles and simulating the expected impact of future driverless vehicles, we found that both automated vehicle types will encourage a lot more driving. This will increase transportation-related pollution and traffic congestion, unless regulators take steps to make car <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/trip-and-travel\/\" data-internallinksmanager029f6b8e52c=\"10\" title=\"Trip &amp; Travel\" target=\"_blank\" rel=\"noopener\">travel<\/a> less appealing.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">Self-Driving Car Doomsday Scenario 3: Rich people buy dozens of cars and send them to run errands all day.<\/p>\n<p>\u2014 Queen Anne Greenways (@QAGreenways) <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/QAGreenways\/status\/682275436366151680?ref_src=twsrc%5Etfw\">December 30, 2015<\/a><\/p>\n<\/blockquote>\n<h2><span class=\"ez-toc-section\" id=\"More_miles_more_carbon_emissions\"><\/span>More miles, more carbon emissions<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Research has previously suggested that automated vehicles could cause people to drive more than they currently do, leading to<span>\u00a0<\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/escholarship.org\/uc\/item\/9g12v6r0\">more congestion, energy consumption and pollution<\/a>. Riding in a car as a passenger is much less stressful than driving, so people might be willing to sit through longer trips and battle more traffic if they can relax and do other things during the journey. The promise of a relaxed, comfortable commute to work could even make some people move farther away from their workplaces and accelerate suburban sprawl trends.<\/p>\n<p>People would also have the ability to send their cars on \u201czero-occupancy\u201d trips, or errands without passengers. For example, if you don\u2019t want to pay for parking downtown, at some point you may be able to send your car back home while you\u2019re at work and summon it when you need it. Convenient, but also twice the driving.<\/p>\n<p>This could be a big problem. The transportation sector is already<span>\u00a0<\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.epa.gov\/ghgemissions\/sources-greenhouse-gas-emissions\">the leading contributor to U.S. greenhouse gas emissions<\/a>. States like California with aggressive plans to combat climate change have recognized that<span>\u00a0<\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/ww2.arb.ca.gov\/resources\/documents\/carb-2017-scoping-plan-identified-vmt-reductions-and-relationship-state-climate\">reducing the number of vehicles miles that people travel<\/a><span>\u00a0<\/span>is a critical strategy. We found two innovative ways to use currently available technologies to study the real-world impacts of automated vehicles.<\/p>\n<p>In a study published in mid-2021, we surveyed 940<span>\u00a0<\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/doi.org\/10.7922\/G2XK8CVB\">people who drive partially automated vehicles<\/a>. Systems like<span>\u00a0<\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.tesla.com\/en_AE\/support\/autopilot-and-full-self-driving-capability\">Tesla\u2019s Autopilot<\/a><span>\u00a0<\/span>can assist with driving tasks and reduce the burden of driving, although to a lesser degree than fully automated vehicles will.<\/p>\n<p>We found that drivers who used Autopilot drove an average of<span>\u00a0<\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/itspubs.ucdavis.edu\/publication_detail.php?id=3408\">nearly 5,000 more miles per year than those who didn\u2019t<\/a>. These households<span>\u00a0<\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/doi.org\/10.1177\/03611981211052543\">increased their vehicle miles traveled by 60%<\/a><span>\u00a0<\/span>over their pre-chauffeur travel, and dramatically reduced their use of transit, bicycling and walking. Is there any way to reap its benefits without making climate change, air quality, and congestion worse?<\/p>\n<p>Requiring future automated vehicles to use zero-emission technology,<span>\u00a0<\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billTextClient.xhtml?bill_id=202120220SB500\">as California is doing<\/a>, can be a big help. But until the U.S. develops a<span>\u00a0<\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2021\/12\/08\/fact-sheet-president-biden-signs-executive-order-catalyzing-americas-clean-energy-economy-through-federal-sustainability\/\">100% carbon-free electricity system<\/a>, even electric cars will produce some upstream emissions from power generation. And all car travel causes<span>\u00a0<\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/ncst.ucdavis.edu\/project\/what-california-gains-reducing-car-dependence\">other harmful impacts<\/a>, such as water and air pollution from brake and tire wear, collisions with wildlife and traffic congestion.<\/p>\n<p>To prevent an explosion in driving and associated harms, regulators and communities need to send signals that driving isn\u2019t free. They could do this by putting a price on car travel \u2013 particularly on zero-occupancy trips.<\/p>\n<p>The main policies that have this effect today are<span>\u00a0<\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.eia.gov\/tools\/faqs\/faq.php?id=10&amp;t=5\">federal and state fuel taxes<\/a>, which currently average around 49 cents per gallon for gasoline and 55 cents per gallon for diesel fuel. But the impact of fuel taxes on drivers\u2019 behavior will decline with the adoption and spread of electric vehicles. This means that the transportation sector will need to develop new funding mechanisms for ongoing costs like maintaining roads.<\/p>\n<p>In place of fuel taxes, state and federal governments could adopt user fees or charges for the number of vehicle miles that drivers travel. Correctly pricing the cost of private vehicle travel could encourage travelers to consider cheaper and more efficient modes, such as public transit, walking and bicycling.<\/p>\n<p>These fees could be adjusted based on location \u2013 for example, charging more to drive into dense city centers \u2013 or other factors such as time of day, traffic congestion levels, vehicle occupancy, and vehicle type. We envision these as commercial companies, similar to Uber, Lyft, and other ride-sharing providers. Having a car available when needed could make it possible to forgo car ownership and could serve travel demand much more efficiently by essentially acting as on-demand transit. These networks could also help riders reach fixed-route public transportation services that operate on main transportation corridors.<\/p>\n<p>All of these policies will be most effective if they are adopted now, before automated vehicles are widespread.
