The internet is playing a crucial part in keeping people around the world informed about the war and its impact on human lives.<\/p>\n<p>For the first few days, DDoS (Distributed Denial of Service) attacks on Ukrainian websites dominated the <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/news\/\" data-internallinksmanager029f6b8e52c=\"2\" title=\"News\" target=\"_blank\" rel=\"noopener\">news<\/a>. More recent coverage has centered around Russia\u2019s censorship, and Big Tech\u2019s response to the war. All that has affected what the internet looks like in both countries.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Russias_tight_grip\"><\/span>Russia\u2019s tight grip<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>It\u2019s no secret that Russia has its internet following a controlled narrative spun by its authorities. Just before the invasion, Ukrainian President Volodymyr Zelensky addressed <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/CalNBC\/status\/1496643185648484353?s=20&amp;t=HsjBXPoX8pdtsFXVujqJJA\">Russian people through Telegram<\/a>, because it wasn\u2019t likely that the neighboring country\u2019s <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">media<\/a> would air his message to its citizens.<\/p>\n<p>On February 24, Russia\u2019s telecom regulator, Roskomnadzor, ordered local media to broadcast <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/sergimulero\/status\/1496814802827628551?s=20&amp;t=0vhnEfXtw4po-3Mc12m6uQ\">only state-verified information<\/a>. Two days later, it warned the press to refrain from referring to the attack on Ukraine as an <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.aljazeera.com\/news\/2022\/2\/26\/russian-regulator-warns-local-media-over-coverage-ukraine-war\">\u201cassault, invasion, or declaration of war\u201d<\/a> \u2014 or face penalties.<\/p>\n<p>Netblocks, an agency tracking internet disruptions all over the world, said that Russia had restricted access to Twitter and Facebook over the last few days. Both companies have <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/TwitterSupport\/status\/1497615384169566215?s=20&amp;t=TuyUNuIgCGNWXb_SLzkpxw\">acknowledged<\/a> <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/nickclegg\/status\/1497279120853590025?s=20&amp;t=GkehYBZL6H69TimwT3_LEg\">service disruptions<\/a>.<\/p>\n<p>Russia\u2019s argument is that some of these platforms are \u2018censoring\u2019 local media, citing YouTube\u2019s restrictions on state-owned channels RBC, TV Zvezda, and Sputnik.<\/p>\n<p>Amid all this, Russian users are trying to find ways to evade censorship. Privacy-focused browser Tor has a thread about tools that can help users <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/torproject\/status\/1497332774583242753?s=20&amp;t=TuyUNuIgCGNWXb_SLzkpxw\">jump restrictions<\/a> to get more information from the broader web.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">How to use Tor in Russia: <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/t.co\/6WgI1vVFMa\">https:\/\/t.co\/6WgI1vVFMa<\/a><\/p>\n<p>\u2014 The Tor Project (@torproject) <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/torproject\/status\/1497332774583242753?ref_src=twsrc%5Etfw\">February 25, 2022<\/a><\/p>\n<\/blockquote>\n<p>The team behind the open-source project said it\u2019s <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/SR2Comms\/status\/1497582082402537477?s=20&amp;t=TuyUNuIgCGNWXb_SLzkpxw\">deploying more bridges<\/a> that could be used to bypass the Russian firewall.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Big_Techs_slow_response\"><\/span>Big Tech\u2019s (slow) response<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Big Tech didn\u2019t spring into action until Russia blocked some of its services.<\/p>\n<p>After the country accused Meta of restricting its media, the company\u2019s global policy head, Nick Clegg, <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/nickclegg\/status\/1497279120853590025\">responded<\/a> by saying Russian authorities asked to stop third-party fact-checkers from verifying the information presented in some posts relating to the country. Some Russian ISPs are now restricting both Twitter and Facebook.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Ordinary Russians are using <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/Meta?ref_src=twsrc%5Etfw\">@Meta<\/a>&#8216;s <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>s to express themselves and organize for action. We want them to continue to make their voices heard, share what\u2019s happening, and organize through Facebook, Instagram, WhatsApp and Messenger. <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/t.co\/FjTovgslCe\">pic.twitter.com\/FjTovgslCe<\/a><\/p>\n<p>\u2014 Nick Clegg (@nickclegg) <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/nickclegg\/status\/1497279120853590025?ref_src=twsrc%5Etfw\">February 25, 2022<\/a><\/p>\n<\/blockquote>\n<p>In addition to that, the social media firm said it\u2019s <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/about.fb.com\/news\/2022\/02\/security-updates-ukraine\/\">regulating misinformation networks<\/a> targeting Ukraine, and banning such accounts across its apps.<\/p>\n<p>As mentioned earlier, YouTube has limited some of Russia\u2019s state-owned news channels.<\/p>\n<p>There are also some partial restraints, such as Google removing state-owned RT media\u2019s app from <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.usnews.com\/news\/world\/articles\/2022-02-27\/google-blocks-russias-rt-app-downloads-on-ukrainian-territory-says-rt\">the Ukrainian Play Store<\/a> and Meta restricting some <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/about.fb.com\/news\/2022\/02\/metas-ongoing-efforts-regarding-russias-invasion-of-ukraine\/\">Russian state media accounts<\/a> in Ukraine. Google Maps has also disabled <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.reuters.com\/technology\/google-temporarily-disables-google-maps-live-traffic-data-ukraine-2022-02-28\/\">live traffic information in Ukraine<\/a>, so as to stop broadcasting information about crowd density in different places for safety reasons.<\/p>\n<p>Platforms like Twitter, Facebook, and YouTube have also prohibited Russian media from running ads \u2014 but that won\u2019t really make a difference in short-term information flow.<\/p>\n<p>In our story last week, we highlighted Telegram\u2019s critical role in this war. This morning, the app\u2019s founder, Pavel Durov, <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/t.me\/durov_russia\/40\">said<\/a> that given the swathe of misinformation on the platform, it\u2019s not possible to moderate all that.<\/p>\n<p>As a result, the company briefly considered restricting the functionality of the channel in Russia and Ukraine. This could have major consequences, as many people in the world are relying on Telegram to get information about the on-ground situation.<\/p>\n<p>This leads us to severe criticism of how Big Tech has handled the situation.<\/p>\n<p>David Carroll, a professor of media design at Parsons School of Design, reprimanded the industry\u2019s slow and unprepared response.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Big Tech had no plan for:<br \/>\u2014genocide in the global south<br \/>\u2014foreign election interference<br \/>\u2014a global pandemic<br \/>\u2014ground war in Europe<br \/>They make up their own rules as they go. Because we let them get away with it.<\/p>\n<p>\u2014 David Carroll (@profcarroll) <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/profcarroll\/status\/1497777366730522629?ref_src=twsrc%5Etfw\">February 27, 2022<\/a><\/p>\n<\/blockquote>\n<p>Guillaume Chaslot, a former Google employee who worked on the video platform\u2019s recommendation algorithms, <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/gchaslot\/status\/1497176987470860288?s=20&amp;t=s-DaVHYf8ChKFbxZ17IP1Q\">accused the company of amplifying Russian propaganda<\/a> by amplifying state-media sponsored videos.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Right now one of the most promoted video on YouTube about Ukraine is, check notes, a 2015 video titled: <\/p>\n<p>&#8220;Why is Ukraine the West&#8217;s Fault?&#8221;<\/p>\n<p>\ud83e\udd2e\ud83d\ude31\ud83d\ude21<\/p>\n<p>All the details on that video and some of the hundreds of channels from which it&#8217;s recommended on my site:<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/t.co\/oE0z1PSuDi\">https:\/\/t.co\/oE0z1PSuDi<\/a><\/p>\n<p>\u2014 Guillaume Chaslot (@gchaslot) <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/gchaslot\/status\/1497176987470860288?ref_src=twsrc%5Etfw\">February 25, 2022<\/a><\/p>\n<\/blockquote>\n<p>US Senator <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/MarkWarner\/status\/1497314162841559040\">Mark Warner<\/a> wrote to major tech companies seeking a response about their efforts of limiting Russian misinformation campaigns.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Cyberattacks_galore\"><\/span>Cyberattacks galore<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>In this increasingly tense situation, there\u2019s no sign of cyberattacks slowing down in either country.<\/p>\n<p>According to a report by <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/venturebeat.com\/2022\/02\/27\/ukraine-border-control-hit-with-wiper-cyberattack-slowing-refugee-crossing\/\">VentureBeat<\/a>, Ukrainian border control was hit by a malware attack last Saturday in order to slow down the process of refugees crossing borders.<\/p>\n<p>Meta noted that a threat actor named <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/about.fb.com\/news\/2022\/02\/security-updates-ukraine\/\">Ghostwriter<\/a> is attacking prominent Ukrainian officials to gain control of their social media accounts, and spread misinformation.<\/p>\n<p>There have been plenty of attacks on Russian cyberspace as well. Last week, hacker collective Anonymous declared war against Putin, and claimed to have <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/2022\/feb\/27\/anonymous-the-hacker-collective-that-has-declared-cyberwar-on-russia\">taken down several government websites<\/a>.<\/p>\n<p>Ukraine\u2019s volunteer <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.wired.com\/story\/ukraine-it-army-russia-war-cyberattacks-ddos\/\">\u201cIT Army\u201d<\/a> is also working to attack Russian and Belarusian government websites and bank networks.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"The_way_ahead\"><\/span>The way ahead<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>While Big Tech is putting some restrictions on Russia, it will have to consider the risk of being banned in the country.<\/p>\n<p>Before the war, Russian authorities had already warned these companies to comply with a law that <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2022\/02\/26\/technology\/russia-censorship-tech.html\">required them to set up local legal entities<\/a>.<\/p>\n<p>A New York Times report published earlier this month noted that Russia has been developing new technologies \u2014 like throttling image load times \u2014 to create <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2021\/10\/22\/technology\/russia-internet-censorship-putin.html\">a tighter grip around its internet<\/a>, and control the information being published.<\/p>\n<p>As the war goes on, the country will demand more restrictions from companies to form a pro-Russia narrative. Today, the authorities asked <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.reuters.com\/technology\/russia-tells-google-restrict-ads-it-says-contain-inaccurate-information-2022-02-28\/\">Google to restrict ads<\/a> that contained incorrect information about Ukrainian casualties. That\u2019s a huge moderation task to determine what counts as \u201caccurate\u201d in this context.<\/p>\n<p>There\u2019s a possibility that a lot of these services might be restricted in Russia, and the people there might not be able to get accurate information about the war. In that case, they might just have to rely o<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.linkedin.com\/posts\/dimashvets_standwithukraine-ukraine-standwithukraine-activity-6903412827030458368-6TuG\">n notifications from apps<\/a>.<\/p>\n<p>Currently, the internet situation in both countries is contrasting.
