\n 2020 watch: Beware a 2000-Recount Repeat<\/strong><\/p>\n

\u201cAs a survivor of the 2000 recount,\u201d former George W. Bush Press Secretary Ari Fleischer at Fox News<\/a> warns of a repeat. If this November\u2019s election is close, as it likely will be, it could \u201ctest our nation\u2019s divisions in dangerous ways that go way beyond\u201d 2000. With near-even results, both candidates will accuse each other of cheating and go to court. \u201cThe absentee ballot count\u201d will be critical, and whoever\u2019s behind will demand that \u201cevery vote\u201d be counted, including potentially many ballots that have been invalidated. His opponent, meanwhile, will insist that \u201ceither rules matter and ballots get rejected\u201d or they \u201cget made up on the fly.\u201d Fact is, \u201cin-person voting remains the best\u201d way to conduct elections. And it can be done safely. States should focus on that rather than on \u201crisky mail-in voting.\u201d<\/p>\n

Business desk: A Cost-Free Economic Boost<\/strong><\/p>\n

At RealClearPolitics, Brian Johnson, head of industry-backed Recovery Coalition, says Congress can help the economy without spending any new money by letting companies cash in their Government Business Credits now. GBCs are \u201cearned by companies that develop innovative solutions\u201d or social<\/a> benefits, such as \u201cinvestments in underprivileged communities.\u201d The \u201cbillions\u201d owed them are \u201calready accounted for in the government\u2019s budget, so this isn\u2019t giving out new money.\u201d But companies have to wait up to 20 years to cash in, which might have \u201cmade sense at one point\u201d but not during the pandemic. \u201cCongress should let companies recall this interest-free loan,\u201d so they can keep employees working and \u201cinject money into our economy,\u201d without using tax dollars or adding debt. \u201cIt\u2019s a win-win-win.\u201d<\/p>\n

Urban beat: More Cops = Less Crime<\/strong><\/p>\n

Far from \u201cpunishing and removing bad cops,\u201d critics\u2019 \u201ccalls to defund police forces across the country\u201d will lead to smaller departments \u2014 and trigger \u201ca clear public-safety risk,\u201d University of Pennsylvania law professor Jonathan Klick and criminologist John MacDonald contend at City Journal. \u201cSocial-science<\/a> literature provides overwhelming evidence that bolstering police forces reduces crime,\u201d allowing \u201cdepartments to engage in community policing and proactive police strategies.\u201d Studies in such cities as Washington, London, Philadelphia and New Orleans have led experts to \u201ca basic consensus that more cops lead to less crime.\u201d Police forces do need \u201cinstitutional reforms\u201d to \u201cweed out bad cops,\u201d but defunding departments when most US cities remain \u201cunder-policed\u201d shouldn\u2019t be one of them.<\/p>\n

From the right: Will Biden Accept Defeat?<\/strong><\/p>\n

Establishment media who question whether \u201cPresident Trump will \u2018accept\u2019 the results of November\u2019s election\u201d haven\u2019t asked \u201canother, equally pressing question,\u201d observes the Washington Examiner\u2019s Byron York: Will \u201cDemocrats accept the results\u201d if Joe Biden loses? A report from the bipartisan \u201cTransition Integrity Project,\u201d a \u201csecretive\u201d group of \u201csome of the most ardently anti-Trump voices in media and politics,\u201d played out four different election scenarios, with Biden winning in two of them, Trump in one and unclear results in the fourth. \u201cIn only one\u201d of those cases did the losing candidate \u201crefuse to accept the result\u201d \u2014 and that candidate was Biden, not Trump. In that scenario, the group predicted \u201ca constitutional crisis,\u201d with Democrats threatening \u201csecession.\u201d So even \u201csome of the president\u2019s most passionate opponents,\u201d it seems, \u201cbelieve Democrats might willingly throw the Constitution aside\u201d to prevent a second Trump term.<\/p>\n

Libertarian: High Time for Home Tests<\/strong><\/p>\n

The Food and Drug Administration last week issued rules for at-home COVID-19 test kits. \u201cIt\u2019s about time,\u201d snarks Reason\u2019s Ronald Bailey. Most current tests take 10 to 15 days to deliver results, yet the FDA has dithered on app<\/a>roving at-home test kits. Fortunately, multiple companies have been working to come up with something and may \u201csoon deploy rapid at-home\u201d tests, with one likely ready in \u201clate summer or early fall.\u201d At-home tests aren\u2019t as accurate as lab tests, yet frequent, repeated testing can make up for that. Washington can provide 300 million Americans with \u201ckits costing $1 each\u201d for only \u201c$15.6 billion\u201d \u2014 a \u201cbargain\u201d when it\u2019s already spending trillions on its coronavirus response. If it does, Americans will finally have the \u201cconfidence\u201d to \u201cventure out of lockdown.\u201d<\/p>\n
