Senator Warren seizes on fears over crypto and sanctions with new bill  &#8220;<span class=\"ez-toc-section-end\"><\/span><\/h1>\n<p><img decoding=\"async\" src=\"https:\/\/images.cointelegraph.com\/images\/840_aHR0cHM6Ly9zMy5jb2ludGVsZWdyYXBoLmNvbS91cGxvYWRzLzIwMjItMDMvZjc2OTFjZGEtMDYzZS00MjZkLWIyNzAtZDhjMWQzNWI5Zjg4LmpwZw==.jpg\" \/><\/p>\n<div class=\"post-content\" data-v-128018ef>Democratic Senator Elizabeth Warren is preparing a bill to crack down on the use of crypto as a way to avoid economic sanctions. <\/p>\n<p>Warren\u2019s latest anti-crypto move comes alongside a push from the U.S. government to stamp out the possibility of Russia using crypto to skirt a host of economic sanctions placed on the nation. <\/p>\n<p>According to a March. 8 report from NBC <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/news\/\" data-internallinksmanager029f6b8e52c=\"2\" title=\"News\" target=\"_blank\" rel=\"noopener\">News<\/a>, one of the provisions of Warren\u2019s new crypto bill \u2014 which is still in draft form \u2014 will require local crypto exchanges to submit \u201cdetailed records\u201d to the Treasury Department of customers&#8217; identities and transfers to private crypto wallets. <\/p>\n<p>It also aims to \u201cforce companies to choose between doing business in the U.S. or with sanctioned people and entities by threatening secondary sanctions on foreign crypto exchanges.\u201d<\/p>\n<p>The Treasury Department\u2019s Financial Crimes Enforcement Network (FinCEN) is also working towards drafting similar requirements based on Warren\u2019s bill according to NBC.<\/p>\n<p>Ukraine&#8217;s deputy minister of digital transformation Alex Bornyakov has been calling for crypto exchanges to ban Russian users for the past week or so, however top crypto exchanges such as <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.binance.com\/en\/blog\/leadership\/ukraine-russia-sanctions-and-crypto-421499824684903532\">Binance<\/a>, <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/blog.coinbase.com\/using-crypto-tech-to-promote-sanctions-compliance-8a17b1dabd68\">Coinbase<\/a> and <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.cnbc.com\/2022\/03\/04\/kraken-wont-shut-down-russian-accounts-unless-legally-required-ceo.html\">Kraken<\/a> have all said they won&#8217;t implement a blanket ban but have emphasizing their commitment to being compliant with U.S. sanctions.<\/p>\n<p>Senator Warren has been highly skeptical of the sector for quite some time now, and in 2021 alone she labeled DeFi as the \u201cmost dangerous\u201d part of crypto, introduced a bill to study crypto\u2019s role in ransomware and slammed the Ethereum network for its high fees during a committee hearing. So it&#8217;s little surprise to industry observers she has seized the opportunity to push for tougher regulations.<\/p>\n<p>Warren, who was <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.warren.senate.gov\/imo\/media\/doc\/2022.03.01%20Letter%20to%20Treasury%20re%20OFAC%20crypto%20sanctions%20enforcement.pdf\">among a group of Senators <\/a>to write to Treasury Secretary Janet Yellen about the issue last week,\u00a0 noted on <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">Twitter<\/a> earlier today that her bill will \u201censure crypto isn&#8217;t used by Putin and his cronies to undermine our economic sanctions.\u201d<\/p>\n<blockquote class=\"twitter-tweet\">\n<p lang=\"en\" dir=\"ltr\">I&#8217;ll be speaking soon with <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/mitchellreports?ref_src=twsrc%5Etfw\">@Mitchellreports<\/a> on <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/MSNBC?ref_src=twsrc%5Etfw\">@MSNBC<\/a> about my new bill to ensure crypto isn&#8217;t used by Putin and his cronies to undermine our economic sanctions. His arguments did not address the question of individual Russians using crypto to evade sanctions however.<\/p>\n<p>Warren\u2019s regulatory push comes just a week after Federal Reserve Chair Jerome Powell and a group from the House of Representatives called for congressional action on crypto in relation to Russia. <\/p>\n<p>Powell stated that the situation with Russia emphasizes the need to introduce robust regulatory frameworks in the sector \u201cto prevent these unbacked cryptocurrencies from serving as a vehicle for terrorist financing and just <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/general\/\" data-internallinksmanager029f6b8e52c=\"3\" title=\"General\" target=\"_blank\" rel=\"noopener\">general<\/a> criminal behavior, tax avoidance and the like.&#8221;<\/p>\n<p><strong><em>Related: <\/em><\/strong><strong><em>Bitcoin stems losses after US bans Russian oil, gold heads to record highs<\/em><\/strong><\/p>\n<p>Earlier this week FinCEN sent out an alert for \u201call financial institutions to be vigilant against\u201d Russia\u2019s efforts to evade the U.S.\u2019s sanctions, as it outlined a <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/watch-movies-tv-seriess\/\" data-internallinksmanager029f6b8e52c=\"8\" title=\"Watch Movies &amp; TV Series\" target=\"_blank\" rel=\"noopener\">series<\/a> of red flags to be able to identify any evasion activity. <\/p>\n<p>The types of means listed included the use of corporate vehicles to obscure asset ownership and sources of funds, shell companies to conduct international wire transfers, use of third parties to shield identity and newly established accounts to send or receive funds from a sanction institution. The FinCEN alert stated:<\/p>\n<blockquote><p>\u201cIt is critical that all financial institutions, including those with visibility into CVC flows, such as CVC exchangers and administrators [&#8230;] identify and quickly report suspicious activity associated with potential sanctions evasion, and conduct <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>ropriate risk-based customer  due diligence or, where required, enhanced due diligence.\u201d<\/p><\/blockquote>\n<p><template data-name=\"subscription_form\" data-type=\"markets_outlook\"><\/template><\/div>\n<blockquote><p><strong><span style=\"color: #ff6600;\">If you liked the article, do not forget to share it with your friends.
