Kathy Hochul and the Legislature smack us with this new tax, they may want to check whether it actually works.<\/p>\n<p>Will it deliver on its promise to greatly reduce traffic congestion, improve air quality and address transit-revenue gaps?<\/p>\n<p>If you ask Londoners, certainly not.<\/p>\n<p>England\u2019s ancient capital, founded at the spot of one of Rome\u2019s notable traffic solutions, has become the global model for congestion pricing since implementing it two decades ago. But unlike its namesake bridge, the city\u2019s traffic scheme has not lived up to the hype, and now London is not only the most congested city in the United Kingdom, it is the\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.thestreet.com\/personal-finance\/cities-worst-traffic-world\">most congested city in the world.<\/a><\/p>\n<p>In 2021, London drivers lost an average of 148 hours to congestion, costing $1,211 per driver, as it topped the most recent\u00a0Global Traffic Scorecard\u00a0compiled by INRIX, a leading transportation-analytics firm. (If you\u2019re wondering, New York City is only the fifth-most congested city, just below Moscow.)<\/p>\n<p>This study isn\u2019t an outlier. Pre-COVID London was ranked among the worst traffic cities by the\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.cbsnews.com\/pictures\/worst-traffic-cities-in-the-world\/\">TomTom Traffic Index<\/a>, \u201cout-trafficking\u201d crowded cities like Shenzhen and Kuala Lumpur. An earlier 2019 <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.usnews.com\/news\/cities\/slideshows\/cities-with-the-worst-traffic-in-the-world\">Inrix\u00a0traffic analysis<\/a> further confirms London has more congestion than New York. Imagine that \u2014 the Empire State, the Big <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">App<\/a>le taking their cue from a city whose solution is worse than our problem. It turns out that people still need to get from point A to point B, despite their council, city and national government\u2019s best efforts. <\/p>\n<p>LTNs have been so unpopular, <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.msn.com\/en-in\/sports\/other\/two-thirds-of-residents-oppose-low-traffic-neighborhoods\/amp\/ar-AAOOoce\">two-thirds<\/a>\u00a0of South London residents polled demanded the streets be returned to normal. In nearby Ealing, the local council\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.lbc.co.uk\/news\/london-council-scraps-seven-low-traffic-neighbourhoods-after-public-backlash\/#:~:text=A%20London%20council%20has%20scrapped,increase%20traffic%20on%20neighbouring%20roads.\">scrapped<\/a>\u00a0seven LTNs after only one year.<\/p>\n<p>With congestion already a problem outside Manhattan business districts, are we now condemning our own adjacent neighborhoods to even worse conditions?<\/p>\n<p>Despite London\u2019s ballyhooed congestion charge, it\u2019s planning a massive restructuring. The CO2 from all the idling cars clogging the capital have spurred Mayor Sadiq Khan to propose scrapping the current\u00a0\u00a315 ($20) fee system altogether in favor of an entirely new scheme in which all London drivers would incur an initial surcharge and pay an existing \u201cUltra Low Emission Zone\u201d fee,\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.dailymail.co.uk\/news\/article-10412367\/Sadiq-Khan-plots-hit-motorists-London-pay-mile-charges.html\">plus pay-per-mile<\/a>\u00a0charges as needed.<\/p>\n<p>Nothing screams \u201cSuccess!\u201d or \u201cReplicate me!\u201d like London\u2019s leadership proposing a start-from-scratch overhaul because the system failed to meet its goals.<\/p>\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" loading=\"lazy\" width=\"1024\" height=\"683\" src=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/03\/12686110b.jpg?quality=90&amp;strip=all&amp;w=1024\" alt=\"Traffic on the A40 at Perivale in West London.\" class=\"wp-image-21553636\" srcset=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/03\/12686110b.jpg?quality=90&amp;strip=all&amp;w=2048 2048w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/03\/12686110b.jpg?quality=90&amp;strip=all&amp;w=1536 1536w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/03\/12686110b.jpg?quality=90&amp;strip=all 1024w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/03\/12686110b.jpg?quality=90&amp;strip=all&amp;w=512 512w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\"\/><figcaption>London is the most congested city in the world.<\/figcaption><figcaption><span class=\"credit\">Ben Cawthra\/Shutterstock<\/span><\/figcaption><\/figure>\n<p>Essentially, London may soon be charging motorists as if they were taxi passengers \u2014 except they will be driving themselves in their own cars, along streets their tax money already pays for.\u00a0We could chuckle about the absurdity of all this if only Democrats like President Joe Biden were not already pushing our own mileage-tax proposals here in the States.\u00a0<\/p>\n<p>The real reason London leaders are planning a vastly expanded tax structure on all vehicles may be far more cynical than saving the planet: The city desperately needs more revenue. Despite all the fees and fines it has collected since congestion pricing went into effect, the city\u2019s public transit and roadway agency, Transport for London (TfL), is going broke.<\/p>\n<p>As it stands, despite receiving a massive COVID bailout from the national government, TfL needs\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.transportxtra.com\/publications\/local-transport-today\/news\/70727\/tfl-gets-fourth-funding-bailout-after-agreeing-to-cost-saving-measures\">another $1.3 billion<\/a>\u00a0annually to operate in the black. Under this scheme, the state chooses which bridges and tunnels motorists must pay to cross to subsidize the public transportation of others. Just like London, a <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/watch-movies-tv-seriess\/\" data-internallinksmanager029f6b8e52c=\"8\" title=\"Watch Movies &amp; TV Series\" target=\"_blank\" rel=\"noopener\">series<\/a> of anti-car progressive lefties have pushed increases of these fees to satisfy MTA budget needs. In the past 30 years, those tolls have increased <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/new.mta.info\/document\/18936\">more than\u00a0375%<\/a>.
