Most of us know by now that violence has soared in New York City. What <em>is<\/em> shocking to the few remaining na\u00efve urban innocents who think that Gotham doesn\u2019t need proactive law enforcement is the revelation of an open secret: MoMA, a supposedly liberal arts institution, practices broken-windows policing.<\/p>\n<p>Gary Cabana, the stabbings suspect, wasn\u2019t a stranger to the gallery. But after he behaved in a disruptive manner twice this year, the museum\u00a0banished him, revoking his membership.\u00a0<\/p>\n<p>Cabana\u2019s earlier disorderly conduct didn\u2019t rise to felony level.\u00a0Yet MoMA banned him anyway. Why?<\/p>\n<p>First, nobody wants to be around a persistently disruptive patron. Unpredictable, uncivil behavior makes everyone miserable.\u00a0\u00a0<\/p>\n<p>Second, disorderly behavior often escalates to violence. Probably, and that was likely <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>arent during those incidents.\u00a0<\/p>\n<p>MoMA didn\u2019t worry itself overmuch about the \u201chelp he needs,\u201d though. It sacrificed the privilege of one disturbed person to safeguard the environment for everybody else.\u00a0(You can bet museum officials are glad that Cabana doesn\u2019t appear to be black.)\u00a0\u00a0<\/p>\n<p>After the stabbings, when the museum thought Cabana was lurking on the premises, it invited heavily armed police to swarm the place, even though there was a risk they would shoot and kill him.\u00a0<\/p>\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" loading=\"lazy\" width=\"1024\" height=\"683\" src=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/03\/215427916.jpg?quality=90&amp;strip=all&amp;w=1024\" alt=\"NYPD officers gather at the entrance of the Museum of Modern Art after a multiple stabbing incident on March 12, 2022.\" class=\"wp-image-21594990\" srcset=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/03\/215427916.jpg?quality=90&amp;strip=all&amp;w=2048 2048w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/03\/215427916.jpg?quality=90&amp;strip=all&amp;w=1536 1536w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/03\/215427916.jpg?quality=90&amp;strip=all 1024w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/03\/215427916.jpg?quality=90&amp;strip=all&amp;w=512 512w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\"\/><figcaption>NYPD officers gather at the entrance of the Museum of Modern Art after a multiple stabbing incident on March 12, 2022.<\/figcaption><figcaption><span class=\"credit\">REUTERS\/Andrew Kelly\/File Photo<\/span><\/figcaption><\/figure>\n<p>MoMA\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.moma.org\/about\/\">bills itself<\/a>\u00a0as \u201cinclusive\u201d and \u201ctolerant,\u201d a place where \u201cdiverse\u201d voices \u2014 even \u201cpolitical positions\u201d \u2014 are \u201cwelcome.\u201d Notice the museum\u00a0<em>doesn\u2019t\u00a0<\/em>say \u201call are welcome.\u201d They\u2019re not.\u00a0<\/p>\n<p>All this \u201cinclusion\u201d and \u201ctolerance\u201d (and everyone\u2019s pleasant, enriching day) depends on a foundation of rules to maintain order \u2014 backed, in the end, by the armed government.<\/p>\n<p>MoMA also keeps protesters out. Last year, it met a planned demonstration within the museum with armed police and\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2021\/04\/30\/arts\/moma-blocks-protesters-who-planned-to-demonstrate-inside.html\">shuttered doors<\/a>.\u00a0\u00a0<\/p>\n<aside class=\"single__inline-module alignleft\">\n    <\/aside>\n<p>As with Cabana\u2019s escalating behavior, museum officials seem to have absorbed the fact that \u201cpeaceful protests\u201d over the past two years have often grown destructive.\u00a0\u00a0<\/p>\n<p>This all makes sense. You can\u2019t run a large institution in an environment of chaos.\u00a0<\/p>\n<p>In this, MoMA is far less exclusive than many other elite institutions. If you have a municipal IDNYC card, you can get a free one-year membership (only\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.moma.org\/support\/membership-faq\">once every five years<\/a>).\u00a0\u00a0<\/p>\n<p>The private universities that boast of their \u201csafe spaces,\u201d by contrast, maintain their \u201cbest colleges\u201d rankings by keeping 90%-plus of the people who would like to go to school there out.\u00a0<\/p>\n<p>Even as MoMA sticks to its broken-windows-policing policy, though, New York City tolerates all sorts of chaos and disorder.\u00a0\u00a0<\/p>\n<p>Mayor Eric Adams is trying to fix that. But he\u2019s still hemmed in by Democratic state legislative leaders who resist any attempt at bail reform for big crimes and by district attorneys (particularly Manhattan\u2019s Alvin Bragg) and judges who resist\u00a0<em>any<\/em>\u00a0punishment for small crimes.\u00a0\u00a0<\/p>\n<p>The results of this approach were on display again last week. Even if police arrest suspects on \u201clow-level\u201d charges \u2014 increasingly rare \u2014 chronic lawbreakers face no deterrence.
