These systems can either monitor a driver\u2019s performance to detect if they are impaired, or test a driver\u2019s BAC to determine if it\u2019s above the legal limit.<\/p>\n<p>The US Department of Transportation has been given latitude to choose the type of system that manufacturers use, with a requirement for it to be installed in new cars by 2027.<\/p>\n<p>Similar efforts have been <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/austroads.com.au\/publications\/road-safety\/ap-r613-20\">recommended in Australia<\/a>, with Victoria reportedly being the only jurisdiction outside the US to <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.9news.com.au\/national\/australian-cars-could-soon-be-fitted-with-technology-that-sniffs-out-alcohol\/1f1d24a5-32b9-45bf-a3e6-97f0f5008aef\">trial the new technology<\/a>.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"How_driving_monitoring_systems_work\"><\/span>How driving monitoring systems work<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.mdpi.com\/1424-8220\/19\/11\/2574\">Driving monitoring and assistance systems<\/a> (DMAS) are largely automatic and unobtrusive, operating with little to no active driver input.<\/p>\n<p>These systems monitor things such as steering, braking and driving trajectory, enabling the car to \u201cinfer\u201d the driver\u2019s alertness and activate warnings or even corrective action, such as autonomous emergency braking, where necessary.<\/p>\n<p>More recent advancements in DMAS have focused on the driver specifically, using real-time video to track things such as head position, eyelid closure and eye gaze direction to detect driver impairment.<\/p>\n<p>In an emergency situation, these systems can also <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/rac.com.au\/car-motoring\/info\/in-car-driver-monitoring\">work together<\/a> to prevent a crash. The cameras can establish a driver\u2019s impairment, for example, while the automated driving technology steers the vehicle to safety.<\/p>\n<p>Such technologies have been been integrated into vehicles since the <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2007-09-07\/lexus-introduces-worlds-first-driver-monitoring-systembusinessweek-business-news-stock-market-and-financial-advice\">early 2000s<\/a>, primarily to monitor fatigue and distraction. Today, most new vehicles come with such systems and they\u2019ve become <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.subaru.com.au\/driver-monitoring-system\">increasingly sophisticated<\/a>.<\/p>\n<p>In the European Union, <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.prnewswire.com\/news-releases\/automotive-dms-driver-monitoring-system-research-report-2019-2020-301078002.html\">DMAS technology will be required<\/a> in all new cars from this July. <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/smarteye.se\/blogs\/driver-monitoring-dms-on-its-way-to-become-mandatory-in-vehicles-around-the-world\/\">China is also<\/a> well on its way to requiring it in all new vehicles.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"New_technologies_to_target_drink_driving_specifically\"><\/span>New technologies to target drink driving specifically<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Other technologies are being developed to target drink driving more specifically through detection systems that use alcohol sensors.<\/p>\n<p>One is a <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/dadss.org\/\">breath-based system<\/a> that can determine a driver\u2019s blood alcohol content from normal breathing in the car. Another is a <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/dadss.org\/\">touch-based system<\/a> that uses sensors in the ignition button or gear shift to determine a driver\u2019s blood alcohol content below the skin surface.<\/p>\n<p>If either system determines the driver is impaired or over the legal limit, it will take action. This could mean not allowing the car to start or move, giving the driver a warning or actively pulling the driver off the road.<\/p>\n<p>This new technology will be <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.theguardian.com\/business\/2021\/sep\/17\/automakers-technology-detect-drunk-drivers\">available<\/a> for open licensing in commercial vehicles later this year.<\/p>\n<p>Some critics have voiced concerns about the <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.autoblog.com\/2022\/02\/01\/aaa-study-driver-monitoring-system-advanced-driving-assist-semi-autonomous\/\">reliability of such systems<\/a>, as well as <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.consumerreports.org\/privacy\/driver-monitoring-systems-can-protect-drivers-and-privacy-a7714760430\/\">privacy issues<\/a> related to how driver data is collected and used.<\/p>\n<p>Others have decried the loss of freedom and inconvenience that might result from system failures.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"How_our_current_drink-driving_approach_is_failing\"><\/span>How our current drink-driving approach is failing<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Yet, this new technology may be a vast improvement on our current system for policing drink driving, which is expensive, unreliable and hasn\u2019t been effective in stamping out the problem.<\/p>\n<p>Australia and other countries rely largely on impairment tests following random or \u201cprobable cause\u201d police stops or from systematic police roadblocks. The very randomness of these interventions limits their effectiveness, especially in <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.aic.gov.au\/publications\/tandi\/tandi472\">non-urban environments<\/a>. Punitive measures such as prison time also <a rel=\"nofollow noopener\" target=\"_blank\" href=\"http:\/\/unsworks.unsw.edu.au\/fapi\/datastream\/unsworks:73779\/bin86ec8f26-9289-48ea-8d16-14e63595da81?view=true&amp;xy=01\">do not appear to have an impact<\/a>, particularly with repeat offenders.<\/p>\n<p>Additionally, the breath analysis tests used by police <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2019\/11\/03\/business\/drunk-driving-breathalyzer.html\">may be flawed<\/a> and are subject to human error.<\/p>\n<p>Our current enforcement methods can also infringe on people\u2019s rights and contribute to discriminatory practices through the <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.chicagotribune.com\/investigations\/ct-dui-checkpoints-chicago-met-20150507-story.html\">over-policing<\/a> of specific areas or minority groups.<\/p>\n<p>The current <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>roach is also unable to recognize the <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.aic.gov.au\/sites\/default\/files\/2020-05\/monograph55.pdf\">various cultural, socio-economic, demographic and other factors<\/a> that lead to harmful alcohol and drug use, impaired driving and subsequent interaction with the criminal justice system.<\/p>\n<p>For example, while Aboriginal and Torres Strait Islander peoples are less likely to drink alcohol than other Australians, those who do are more likely to <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.health.gov.au\/health-topics\/alcohol\/alcohol-throughout-life\/alcohol-and-aboriginal-and-torres-strait-islander-peoples\">drink at dangerous levels<\/a>, have significantly higher <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.aic.gov.au\/sites\/default\/files\/2020-05\/monograph55.pdf\">drink-driving conviction rates<\/a> and be <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/onlinelibrary.wiley.com\/doi\/full\/10.1111\/dar.13418\">over-represented<\/a> in alcohol-related road crashes.<\/p>\n<p><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/aodknowledgecentre.ecu.edu.au\/healthinfonet\/getContent.php?linkid=590984&amp;title=Review+of+the+harmful+use+of+alcohol+among+Aboriginal+and+Torres+Strait+Islander+people&amp;contentid=34063_1\">Research has suggested<\/a> a range of contributing factors for these higher rates, many of which are grounded in the long history of colonial violence, mistreatment and dispossession of First Nations peoples.<\/p>\n<p>While a passive driver impairment detection system will not directly address such causal factors, these technologies will at least reduce the likelihood of people\u2019s interactions with the criminal justice system and subsequent legal repercussions, which can have lifelong consequences.<\/p>\n<p>A reduced focus on reactive and punitive responses should create more opportunity for attention to <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">social<\/a>, cultural and health-based interventions. This is particularly relevant when we consider the role of alcohol dependence in drink driving, and the fact many drink drivers face a range of social, economic and health problems, especially repeat offenders.<\/p>\n<p>Technological design innovations have been used successfully to <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.aic.gov.au\/publications\/tandi\/tandi453\">prevent car thefts<\/a>. So, if the privacy concerns can be addressed and managed, these systems may be a way to curb drink driving at a reduced financial cost to communities, while also minimizing the harms caused by our current legal framework.<!-- Below is The Conversation's page counter tag.
