The Kremlin has propagandised Russian state <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">media<\/a>, and is trying to control the narrative <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/2022\/mar\/19\/russia-ukraine-infowar-deepfakes\">online too<\/a>.<\/p>\n<p>We\u2019ve seen a bombardment of \u201cimposter content\u201d circulating \u2013 including fake <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/news\/\" data-internallinksmanager029f6b8e52c=\"2\" title=\"News\" target=\"_blank\" rel=\"noopener\">news<\/a> reports and <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.wired.com\/story\/zelensky-deepfake-facebook-twitter-playbook\/\">deepfake videos<\/a> \u2013 while Ukranians and the rest of the world have scrambled to find ways to tell the real story of the invasion.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">A deepfake of Ukrainian President Volodymyr Zelensky calling on his soldiers to lay down their weapons was reportedly uploaded to a hacked Ukrainian news website today, per <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/Shayan86?ref_src=twsrc%5Etfw\">@Shayan86<\/a> <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/t.co\/tXLrYECGY4\">pic.twitter.com\/tXLrYECGY4<\/a><\/p>\n<p>\u2014 Mikael Thalen (@MikaelThalen) <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/MikaelThalen\/status\/1504123674516885507?ref_src=twsrc%5Etfw\">March 16, 2022<\/a><\/p>\n<\/blockquote>\n<p>The instant messaging <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a> Telegram has surfaced as one of the most important channels through which to do so. But what is it about Telegram that has millions flocking to it amid the chaos?<\/p>\n<h2><span class=\"ez-toc-section\" id=\"What_is_Telegram\"><\/span>What is Telegram?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Telegram is one of the most popular social apps in <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.similarweb.com\/apps\/top\/google\/store-rank\/ua\/all\/top-free\/\">Ukraine<\/a> and <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.similarweb.com\/apps\/top\/google\/app-index\/ru\/all\/top-free\/\">Russia<\/a>, and has been since before the invasion began. It\u2019s a free cloud-based app that allows users to send and receive messages, calls, photos, videos, audio and other files.<\/p>\n<p>The platform was first created in 2013 by Russian-born tech entrepreneur Pavel Durov \u2013 a figure who has butted heads with the <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/technology\/2022\/03\/05\/russia-facebook-block-putin-ban-roskomnadzor\/\">increasingly authoritarian<\/a> Russian state on numerous occasions.<\/p>\n<p>Now Telegram is providing some clarity in a foggy environment of (mostly Russian) disinformation. It has even been a go-to point of contact for Ukrainian President <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/t.me\/V_Zelenskiy_official\">Volodymyr Zelenskyy<\/a>.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"How_does_it_work\"><\/span>How does it work?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Telegram has several key features that make it an appealing option for communications relating to the war.<\/p>\n<p>It facilitates public and private groups of up to 200,000 users (where individuals can send messages and interact), and channels (which allow one-way broadcasting to channel subscribers).<\/p>\n<p>Through these groups and channels, organisations can reach hundreds of thousands of people with messages and audio\/video live streaming \u2013 all of which is encrypted and stored on the Telegram \u201ccloud\u201d.<\/p>\n<p>However, while both public and private communications on Telegram are encrypted, the default encryption setting is not end-to-end encryption, and instead happens on a client\/server basis.<\/p>\n<p>The data is stored (albeit in an encrypted form) on the cloud, and distributed across multiple data centres throughout the world. These centres are controlled by legal entities in various jurisdictions, and subject to the laws of those jurisdictions. This data <em>could<\/em> be decrypted, although doing so would be difficult.<\/p>\n<p>But Telegram does offer another layer of security through its \u201c<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/telegram.org\/faq#q-how-are-secret-chats-different\">secret chat<\/a>\u201d feature. When this is enabled, the communication between two users becomes end-to-end encrypted.<\/p>\n<p>This data isn\u2019t stored anywhere apart from the sender\u2019s and receiver\u2019s device. Not even Telegram can access it. Users can also set a \u201cself-destruct\u201d timer on secret chats. Once the timer ends, the communication disappears forever.<\/p>\n<p>Telegram claims to be even <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.engadget.com\/telegram-explained-2022-163035068.html\">more secure<\/a> than similar apps such as WhatsApp and Line.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">We&#8217;ve no issue with formalities, but not a single byte of private data will ever be shared with any government <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/t.co\/HZl5b4kWPt\">https:\/\/t.co\/HZl5b4kWPt<\/a><\/p>\n<p>\u2014 Pavel Durov (@durov) <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/durov\/status\/880114461075439616?ref_src=twsrc%5Etfw\">June 28, 2017<\/a><\/p>\n<\/blockquote>\n<p>One feature that differentiates it from WhatsApp is anonymous forwarding. When this is enabled, any message forwarded by a user is no longer traceable back to them. The message includes their display name in plain, unlinked text, but this display name can easily be changed or deleted.<\/p>\n<p>Also, while users do need a phone number to create a Telegram account, the number doesn\u2019t have to remain linked to the account (whereas a phone number will always remains linked to a WhatsApp account).<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Telegram_meets_politics_once_again\"><\/span>Telegram meets politics (once again)<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Telegram has a history of being leveraged as a protest tool in times of conflict and oppression.<\/p>\n<p>In 2020, people in Belarus <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.theguardian.com\/media\/2020\/nov\/07\/nobody-can-block-it-how-telegram-app-fuels-global-protest\">opposing<\/a> the Russian-supported authoritarian leader Alexander Lukashenko used the platform to organise a mass protest of around 100,000 people.<\/p>\n<p>It\u2019s likely similar actions have taken place in the context of the war on Ukraine. President Zelenskyy has openly used Telegram to <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.euronews.com\/next\/2022\/03\/07\/telegram-messaging-app-is-at-the-heart-of-the-ukraine-war-how-to-use-it-and-is-it-safe\">urge men<\/a> to take up arms and resist the invasion.<\/p>\n<p>Many Russians have also turned to the app for independent information, following the Kremlin\u2019s clamp down on free media. Russian journalist Ilya Varlamov <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.wsj.com\/articles\/telegram-thrives-amid-russias-media-crackdown-11647595800\">used Telegram<\/a> to live stream the invasion, and has acquired 1.3 million subscribers since the war began.<\/p>\n<p>According to <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/time.com\/6158437\/telegram-russia-ukraine-information-war\/\">Time<\/a>, there has been a 48% increase in the number of Russian subscribers on Telegram since February 24 when Russia\u2019s invasion began. Presumably the bulk of these people are looking for independent news. Western outlets including <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/t.me\/the_guardian_news\">The Guardian<\/a>, <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/t.me\/twsj_world\">The Wall Street Journal<\/a> and The Washington Post have also joined.\\<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Very happy to say that we have relaunched the <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/washingtonpost?ref_src=twsrc%5Etfw\">@washingtonpost<\/a>&#8216;s Telegram channel today to focus on the latest from the war in Ukraine.<\/p>\n<p>It&#8217;ll have reporting from our journalist on the ground, 24\/7 coverage from our global newsrooms and exclusive footage. <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/t.co\/GRNdxPe1qP\">https:\/\/t.co\/GRNdxPe1qP<\/a> <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/t.co\/xyARrW8CNp\">pic.twitter.com\/xyARrW8CNp<\/a><\/p>\n<p>\u2014 Sofia Diogo Mateus (@sofiadmateus) <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/sofiadmateus\/status\/1503658053127884800?ref_src=twsrc%5Etfw\">March 15, 2022<\/a><\/p>\n<\/blockquote>\n<p>Telegram is also valuable for Ukraine\u2019s military, as it can help circumvent Russian surveillance and conduct intelligence operations. Russia\u2019s penetration of Ukraine\u2019s telecommunication networks <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.politico.com\/news\/2022\/03\/07\/ukraine-phones-internet-still-work-00014487\">has been pervasive<\/a> during the invasion.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"The_double-edged_sword\"><\/span>The double-edged sword<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>As is the case with any powerful <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/technology\/\" data-internallinksmanager029f6b8e52c=\"4\" title=\"Technology\" target=\"_blank\" rel=\"noopener\">technology<\/a>, the privacy afforded by Telegram is also a problem in the wrong hands.<\/p>\n<p>The Russian government is running Telegram channels for state-affiliated media, including Sputnik and RT news, and has <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/time.com\/6158437\/telegram-russia-ukraine-information-war\/\">encouraged users<\/a> to turn to the app for pro-Kremlin content.<\/p>\n<p>Meanwhile, Russian bot accounts are spreading disinformation, often by posing as fake \u201cwar correspondents\u201d supporting the Kremlin\u2019s narrative.<\/p>\n<p>Historically, Telegram has been profiled for all the <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.straitstimes.com\/tech\/st-explains-telegram-popularity-perils-and-precautions\">wrong reasons<\/a>. End-to-end encryption has enabled illegal activity on the app (including by <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/theconversation.com\/how-social-media-was-key-to-islamic-states-attacks-on-paris-50743\">extremist groups<\/a> such as the Islamic State).<\/p>\n<p>One <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.breakinglatest.news\/health\/how-and-why-cybercrime-uses-the-telegram-messaging-app\/\">study<\/a> found the number of Telegram groups or channels shared in darkweb cybercrime and hacking forums increased from 172,035 in 2020, to more than one million in 2021.<\/p>\n<p>Telegram provides criminals and hackers the same opportunities as the Darknet, VPNs and proxy servers: all of these tools make it difficult to trace the location of a cybercriminal, and therefore hinder efforts to gather intelligence.<\/p>\n<p>For example, the private Telegram channel \u201ccombolist\u201d \u2013 on which hackers sold and circulated large amounts of <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/cdn.arstechnica.net\/wp-content\/uploads\/2021\/09\/telegram-ad.jpg\">stolen data<\/a> \u2013 had more than 47,000 users before it was taken down.<\/p>\n<p>And last year, a US non-profit group <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/technology\/2021\/01\/17\/apple-capitol-siege-telegram\/\">sued Apple<\/a> and demanded it remove Telegram from its app store (just as it removed Parler) for failing to prevent violent content spreading after the January 6 2021 Capitol attack. Telegram remains available on both the Apple and Google app stores.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Pressure_is_mounting\"><\/span>Pressure is mounting<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Telegram has a record of refusing calls to moderate content (perhaps due to Durov\u2019s libertarian view of how such technologies should be governed).<\/p>\n<p>Moreover, the way the platform is built means there is a limit to how much it can be moderated. In many cases, Telegram won\u2019t be aware of illegal activity until it is notified.<\/p>\n<p>And with end-to-end encryption, it\u2019s difficult to know just how much harmful content is making the rounds. Telegram can only intervene in a limited number of cases, and with narrow capacity.<\/p>\n<p>Still, it seems mounting threats and <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.vpnmentor.com\/blog\/cybercrime-on-telegram\/\">legal concerns<\/a> have started to chip away at Durov\u2019s resolve.<\/p>\n<p><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.bloomberglinea.com\/2022\/03\/21\/brazils-top-court-lifts-ban-on-telegram-after-content-removal\/\">A ban on Telegram was enacted<\/a> by Brazil\u2019s Supreme Court on Friday, in a bid to stop fake news spreading ahead of Brazil\u2019s October elections.<\/p>\n<p>The ban was lifted two days later, after Durov <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/qz.com\/2144847\/a-ban-in-brazil-made-telegram-change-its-stance-on-misinformation\/\">took actions<\/a> to comply with the court\u2019s requirements. He deleted posts by Brazilian President Jair Bolsonaro, removed one supporter account and promised the monitoring of others.<\/p>\n<p>Similarly, Germany threatened to shut down Telegram in February to prevent \u201chate and incitement\u201d from far-right groups and COVID conspiracists. It\u2019s <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.reuters.com\/world\/europe\/more-than-60-telegram-channels-blocked-germany-newspaper-2022-02-11\/\">reported<\/a> more than 60 channels were removed in response.<\/p>\n<p>It seems Telegram finds itself between a rock and a hard place. It\u2019s limited, by design, in how much it can filter content. Yet despite the social and enforcement challenges, it continues to be a lifeline for those resisting the Russian invasion.<!-- Below is The Conversation's page counter tag.
