It was most recently invoked in by Donald Trump, in 2020, <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/republicans-energycommerce.house.gov\/news\/blog\/president-trump-invokes-defense-production-act-to-support-covid-19-response\/\">to increase mask production during the pandemic<\/a>, and last year by Biden to <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.lawfareblog.com\/understanding-bidens-invocation-defense-production-act\">expand vaccination efforts<\/a>.<\/p>\n<p>Now, rising gas prices and supply chain challenges \u2014 especially following Russia\u2019s invasion of Ukraine \u2014 have made the president consider re-invoking the act.<\/p>\n<p>This push also comes as several senators sent Biden <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.markey.senate.gov\/imo\/media\/doc\/202203.23executiveactionsoneecleantechletter.pdf\">a letter<\/a> asking him to make use of executive powers, such as the DPA, to make the US less dependent on oil drilling abroad and support the country\u2019s climate goals.<\/p>\n<p>In a separate letter seen by <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-03-11\/senators-urge-biden-to-invoke-defense-act-for-battery-materials\">Bloomberg<\/a>, another group of senators urged Biden to accelerate EV battery production and reduce the country\u2019s dependence on China for the processing of minerals and raw materials.<\/p>\n<p>As per the letter:<\/p>\n<blockquote><p>In order to address the threats to our national security, we respectfully request that you invoke the Defense Production Act (DPA) to accelerate domestic production of lithium-ion battery materials, in particular graphite, manganese, cobalt, nickel, and lithium.<\/p>\n<\/blockquote>\n<p>In fact, the number of mineral commodities for which the US relies on imports \u2014 to meet more than a quarter of demand \u2014 has increased from 21 in 1954 to 58 in 2021,\u00a0according to <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2021\/06\/100-day-supply-chain-review-report.pdf\">the White House\u2019s June report<\/a> on the national supply chain.<\/p>\n<h3><span class=\"ez-toc-section\" id=\"What_could_the_DPA_do\"><\/span>What could the DPA do?<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>The move would open up federal funds for US mining companies that produce the materials \u2014 estimated at $750 million.<\/p>\n<p>Instead of loans or direct purchases for minerals, the funds would target feasibility studies, production at existing operations, or new advancements to improve productivity or safety.<\/p>\n<p>The draft of the executive order currently remains in a \u201cpre-decisional phase,\u201d awaiting for Congress <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>roval.<\/p>\n<p>If the act is passed, it\u2019ll signal Biden\u2019s most aggressive step to shift the country towards electric vehicles, followed by the infrastructure bill\u2019s $174 billion investment in EVs, and the target for zero-emission vehicles to reach 50% in nationwide sales by 2030.\n                        <\/p><\/div>\n<blockquote><p><strong><span style=\"color: #ff6600;\">If you liked the article, do not forget to share it with your friends.
