As Defence Minister <strong>Anita Anand<\/strong> signaled in a speech last month, the federal government is making a major multi-year investment in NORAD, the joint U.S.-Canada air and maritime defence command. The backbone of NORAD is a chain of radar stations that are nearing the end of their service life. Anand recently acknowledged that the Canadian military\u2019s stock of weapons it can donate has been largely depleted. The source said Ukrainian President <strong>Volodomyr Zelensky\u2019s<\/strong> top request of Prime Minister <strong>Justin Trudeau\u2019s<\/strong> government is for more arms.<\/p>\n<\/blockquote>\n<p>In the <em>Globe<\/em>, <strong>John Ibbitson<\/strong> <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.theglobeandmail.com\/politics\/article-canada-may-increase-its-defence-spending-but-that-doesnt-mean-its\/\">writes<\/a>, even if there is more money, it will likely not signify a shift from the traditional patterns of Canadian politics.<\/p>\n<blockquote><p><strong>Defence spending doesn\u2019t even register<\/strong> in polls of Canadian priorities, says <strong>Darrell Bricker<\/strong>, CEO of the polling firm Ipsos Public Affairs. (Mr. Bricker and I have collaborated on two books.) \u201cIt\u2019s not that people don\u2019t care,\u201d Mr. Bricker said. \u201cIt\u2019s that they don\u2019t know how to care.\u201d The military in Canada has such a small footprint that its well-being doesn\u2019t register with Canadians. Politicians don\u2019t prioritize it because no one raises the issue at the door. As <strong>Andrew Burtch<\/strong>, post-1945 historian at the Canadian War Museum, points out, \u201cIn Canada, when it comes down to a choice between guns or butter, butter tends to win.\u201d<\/p>\n<\/blockquote>\n<p><strong>Housing measure:<\/strong> The budget will make it <strong>illegal for foreigners to buy any residential properties<\/strong> in Canada for the next two years, CTV <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.ctvnews.ca\/politics\/federal-budget-to-include-ban-on-foreign-home-buyers-billions-for-housing-1.5850968\">reports<\/a>, part of a focus on housing affordability.<\/p>\n<blockquote><p>The government is set to follow through on a <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/watch-movies-tv-seriess\/\" data-internallinksmanager029f6b8e52c=\"8\" title=\"Watch Movies &amp; TV Series\" target=\"_blank\" rel=\"noopener\">series<\/a> of 2021 Liberal campaign commitments as part of the 2022 budget, including implementing a new \u201ctax-free First Home Savings Account\u201d that will allow Canadians under 40 to save up to $40,000 towards their first home. The overall housing package is expected to total approximately $10 billion over the next five years. The foreign buyers ban will apply to condos, apartments, and single residential units. Permanent residents, foreign workers, and students will be excluded from this new measure. Foreigners who are purchasing their primary residence here in Canada will be exempt.<\/p>\n<\/blockquote>\n<p><strong>No expulsion:<\/strong> Trudeau said Wednesday that he is hesitant to expel Russian diplomats because retaliation from the Kremlin would undermine the work performed by the Canadian embassy in Russia, the <em>Globe<\/em> <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.theglobeandmail.com\/canada\/article-trudeau-hesitant-to-expel-russian-diplomats-due-to-likely-cost-of\/?utm_medium=Referrer:+Social+Network+\/+Media&amp;utm_campaign=Shared+Web+Article+Links\">reports<\/a>: \u201cThere will always be a tit-for-tat approach from the Russians on this. I am just not sure the symbolic gesture of excluding Russian diplomats from what they are doing in Canada is worth the cost of losing our diplomats in Moscow.\u201d<\/p>\n<p><strong>Summoning:<\/strong> In Brussels on Wednesday, <strong>Melanie Joly<\/strong> said\u00a0Ottawa <strong>will summon Russia\u2019s ambassador<\/strong> over the reported massacre of civilians in Kyiv\u2019s suburbs, Global <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/globalnews.ca\/news\/8739880\/ottawa-summon-russia-ambassador-canada-bucha-killings-joly\/\">reports<\/a>.<\/p>\n<blockquote><p>Joly told reporters at NATO headquarters in Brussels on Wednesday that the ambassador will be shown photos of what happened in the Ukrainian capital\u2019s outskirts. \u201cCanada is very seized with what happened over the weekend, like mentioned. I instructed my deputy minister to summon the Russian ambassador in Ottawa to <strong>make sure he is presented with the images<\/strong> of what happened in Irpin and Bucha,\u201d Joly said. \u201cThere\u2019s a level of inhumanity in what we\u2019ve seen in Bucha.\u201d <strong>Oleg V. Stepanov<\/strong>, Russia\u2019s ambassador to Canada, was previously summoned on Feb. 24 \u2013 the day Russia invaded Ukraine. Kilgour was first elected as an MP for Edmonton\u2014Strathcona in 1979 as a member of the Progressive Conservative party. He quit the caucus of Prime Minister Brian Mulroney in 1990 because he opposed the implementation of the GST.
