Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>ointing that Albany chose to lift the cap on casinos, but not charter schools,\u201d said Eva Moskowitz, founder and CEO of Success Academy.<\/p>\n<p>\u201cAt a time when so many poor children of color are burdened with massive learning loss and families are fleeing the city in search of better schools, this is an astonishing omission.\u201d<\/p>\n<p>Critics of the privately operated schools that receive public funds noted that city charters are still slated for a boost in aid \u2014 of several hundreds of dollars per pupil, The Post previously reported.<\/p>\n<p>Advocates had also pushed lawmakers to include a change in its budget allowing dormant \u201czombie\u201d charters \u2014 schools that closed or never opened \u2014 to be reassigned to new schools to increase access without raising the charter cap.<\/p>\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" loading=\"lazy\" width=\"1024\" height=\"682\" src=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/04\/eric-adams-mayor.jpg?w=1024\" alt=\"NYC Mayor Eric Adams\" class=\"wp-image-21837473\" srcset=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/04\/eric-adams-mayor.jpg?quality=75&amp;strip=all&amp;w=1535 1536w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/04\/eric-adams-mayor.jpg?quality=75&amp;strip=all 1024w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/04\/eric-adams-mayor.jpg?quality=75&amp;strip=all&amp;w=512 512w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\"\/><figcaption>Mayor Eric Adams has been in support of charter schools in NYC.<\/figcaption><figcaption><span class=\"credit\">Matthew McDermott<\/span><\/figcaption><\/figure>\n<p>\u201cFailing to include the revival of \u2018zombie\u2019 charters in the budget is more than just a missed opportunity,\u201d said James Merriman, chief executive officer of the New York City Charter School Center, who urged officials to still pass the proposal this legislative session.<\/p>\n<p>\u201cIt\u2019s another door shut for families who are simply asking for a choice when it comes to their kids\u2019 education.\u201d<\/p>\n<p>Jacquelyn Martell of DFER NY echoed disappointment in the \u201czombie\u201d charters. \u201cThese are schools that are now fully ready to open up, they\u2019ve gone through the authorization process,\u201d she said.<\/p>\n<p>Those opposed argue the plan circumvents the cap and shortchanges students in DOE-operated schools, who share the funds and space with charters. <\/p>\n<p>\u201cThe legislators are right to make a record investment in traditional public schools \u2014 the schools that educate all students and operate with real transparency,\u201d said a UFT spokesperson.<\/p>\n<p>Also notably absent from the budget was an extension of mayoral control of city public schools.
