The EU\u2019s charging conundrum&#8221;<span class=\"ez-toc-section-end\"><\/span><\/h1>\n<div>\n                            Transitioning from traditional, gas-powered vehicles to electric vehicles (EVs) is widely considered one of the most important goals to reduce carbon emissions. In 2020, internal combustion engine powered vehicles were responsible for about <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/theicct.org\/transport-could-burn-up-the-eus-entire-carbon-budget\/\">one-fifth of Europe\u2019s carbon emissions<\/a>. It\u2019s unsurprising that the EU is pushing for a switch sooner rather than later, with an aim to <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.eca.europa.eu\/Lists\/ECADocuments\/SR21_05\/SR_Electrical_charging_infrastructure_EN.pdf\">reduce road transport emissions by 90% in 2050<\/a>.<\/p>\n<p>While ambitious, this does seem like an achievable goal. In a <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.eib.org\/en\/press\/all\/2022-058-when-shopping-for-a-new-car-two-thirds-of-europeans-say-they-will-opt-for-a-hybrid-or-electric-vehicle\">recent survey<\/a> carried out by the European Invest Bank, over two-thirds of Europeans say they will opt for a hybrid or electric vehicle for their next car. These are legitimate concerns, as public charging infrastructure access throughout Europe remains very much lopsided. Only three European countries \u2014 Germany, The Netherlands, and France \u2014 account for <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.intertraffic.com\/news\/infrastructure\/electric-vehicle-charging-2021-europe\/\">70% of public charging points across the Union<\/a>.<\/p>\n<p>The big question is how to fix this unequal distribution, and how to do it in an equitable and sustainable manner. The answer \u2018just throw money at building more chargers\u2019 might seem obvious, but the solution turns out to be a little more complicated.<\/p>\n<p>TNW spoke with experts from <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.chargeupeurope.eu\/\">ChargeUp Europe<\/a>, an alliance of charging point operators in Europe, and EV manufacturer, <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.polestar.com\/us\/\">Polestar<\/a>, to find out more.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"What_Europe_wants\"><\/span>What Europe wants<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>According to a <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/op.europa.eu\/webpub\/eca\/special-reports\/electrical-recharging-5-2021\/en\/\">2021 EU report<\/a> about charging infrastructure, \u201c[the] ultimate policy objective is to make electric vehicle charging as easy as filling a conventional vehicle tank, so that electric vehicles can <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/trip-and-travel\/\" data-internallinksmanager029f6b8e52c=\"10\" title=\"Trip &amp; Travel\" target=\"_blank\" rel=\"noopener\">travel<\/a> without difficulty right across the EU.\u201d<\/p>\n<p>The same report states that Europe\u2019s Sustainable and Smart Mobility Strategy identified the need for 3 million public charging points by 2030, with 1 million installed by 2025. This breaks down to around 3,000 public charging points every week until then (and this might be quite a large underestimation).<\/p>\n<p><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.acea.auto\/files\/Research-Whitepaper-A-European-EV-Charging-Infrastructure-Masterplan.pdf\">Cross-industry research conducted by McKinsey<\/a> for the European Automobile Manufacturers\u2019 Association (ACEA) found that 6.8 million public charging points will need to be installed by 2030 to reach the desired 55% reduction in vehicle CO2 reduction. According to their calculation,<\/p>\n<blockquote><p>\u2026 up to 14,000 public charging points for all vehicle segments would need to be installed EU-wide every week \u2013 compared to under 2,000 per week currently.<\/p>\n<\/blockquote>\n<p>The EU report notes that achieving this electric utopia is a chicken-and-egg problem. Because there is no central planning, these companies have to individually find new places for chargers, go through the process of applying for permits, and then hope grid operators have time to install new connections \u2014 a process that can take years and lead to rejection.<\/p>\n<p>Red tape is needlessly slowing down the rollout, Fishbone says, even though grid capacity is hardly ever an issue.<\/p>\n<blockquote><p>Europe\u2019s electricity generators say that capacity is not a problem. They\u2019re expecting 130 million electric vehicles by 2035 in Europe, and that should be fine.<\/p>\n<\/blockquote>\n<h2><span class=\"ez-toc-section\" id=\"Charging_frustrations\"><\/span>Charging frustrations<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Consumer-friendliness is another issue that the industry faces due to lack of regulation. Svensson is Strategy and Business Developer at Polestar, and is intimately involved with how the company tries to make their customer\u2019s lives easier.<\/p>\n<p>By offering Polestar drivers a card that works at different charging operators, some of this pain is relieved. But Svensson admits there\u2019s still a long way to go, largely because operators don\u2019t always share data.<\/p>\n<blockquote><p>Then you get the issue of availability and reliability of the charging points. Once you reach one, are there hundreds of others waiting in line? Is the charging point actually working?<\/p>\n<\/blockquote>\n<h2><span class=\"ez-toc-section\" id=\"One_charger_one_charger_%E2%89%A0_two_chargers\"><\/span>One charger + one charger \u2260 two chargers<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Another big issue is the charging speed. It takes a while to charge electric vehicles, especially for longer trips. At the moment, the EU directive is focused on the number of public charging stations per number of EV or per number of kilometers. First, (because of the reason mentioned above) a slow charger should count for less than a fast one. And second, because it gives more granular control over where investments in charging infrastructure should go.<\/p>\n<p>By setting targets based on the number of kilowatts of charging capacity available per EV, instead of the number of chargers, more investment would ultimately go to areas that are currently underserved, such as Southern and Eastern Europe.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"But_is_it_green\"><\/span>But is it green?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>But, it\u2019s important to note that not all charging points are created equal. Green electricity (produced with alternative energy) will have a much greater impact on reducing emissions than electricity produced with fossil fuels. Rather than simply pushing for more charging points, policymakers need to push for more green energy options when building out Europe\u2019s charging infrastructure.<\/p>\n<p>To raise awareness of this point amongst both policymakers and consumers, in Polestar\u2019s <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.polestar.com\/dato-assets\/11286\/1600176185-20200915polestarlcafinala.pdf\">2020<\/a> and <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.polestar.com\/dato-assets\/11286\/1630409045-polestarlcarapportprintkorr11210831.pdf\">2021<\/a> Life Cycle Assessment Reports, the company included research demonstrating the emissions cost of each of their vehicles throughout production and use based on the type of energy being used to charge the vehicle. While EVs cost more emissions to produce than ICE vehicles, their overall carbon footprint is significantly lower.<\/p>\n<p>As you can see here, when using an electricity mix it will take 78,000 km for their EV to break even. But, when using green, wind-based energy, it only takes 50,000 km. The company is now working on what they call the \u2018<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.polestar.com\/global\/sustainability\/climate-neutrality\/polestar-0-project\/\">Polestar 0 project<\/a>\u2019 aimed at producing a completely carbon neutral car by 2030.<\/p>\n<figure class=\"post-image post-mediaBleed aligncenter\"><img decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-1384406 js-lazy\" alt=\"Total amount of GHG emissions, depending on kilometres driven, from Polestar 2 (with different electricity mixes in the use phase in the diagram), and XC40 ICE. But policymakers are discussing potential options.<\/p>\n<p>For example, smart charging, in which charging is balanced based on grid capacity, price, and availability of (clean) energy, is one possible option. But this still requires a lot of work on open standards and interoperability. Mainly, will EVs currently on the market be compatible with these systems? Polestar put their Polestar 2 through an independent test lab to ensure it was <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.elaad.nl\/news\/succesvolle-tests-polestar-2-op-testlab-elaadnl\/\">compatible with smart charging<\/a>.<\/p>\n<p>Another open standard being discussed is called <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.umlaut.com\/en\/stories\/plug-and-charge-sounds-easy-but-its-not\">Plug and Charge<\/a>, which would do away with a lot of the consumer-friendliness issues. Under this standard, billing information would be stored in the vehicle itself, rather than in an app or on a key fob, and passed on to the charging point when plugged in. Of course, this raises a whole host of privacy and security issues which still need to be adequately resolved and standardized.<\/p>\n<p>While it will take time to build out the infrastructure and energy capture needed to meet demand, there are some things charging point operators can do now to provide more green energy options.<\/p>\n<p>Some actively offer green energy by buying up renewable energy credits.
