The\u00a0DOC has reported three deaths\u00a0so far this year at Rikers Island \u2014 a 10-facility jail complex home to more than 5,000 inmates, most of whom are accused of crimes and are detained there ahead of their trials.<\/p>\n<p>In 2015, Judge Swain approved a landmark\u00a0settlement\u00a0in response to a class action lawsuit in which the city committed to reforms at Rikers to resolve claims of correction officers using excessive force against inmates. At the peak of the crisis,\u00a0one in five correction workers didn\u2019t show up for work because they claimed to be sick, a top Department of Correction official told City Council members.<\/p>\n<p>Shocking photos of intake cells at Rikers Island between July and September that were obtained by The Post last October showed dozens of men crammed together for days in temporary holding cells. Filthy floors were sullied with rotten food, maggots, urine, feces and blood. Martin, the federal monitor overseeing the agency\u2019s court-ordered reform efforts, concluded city jails were plagued by \u201csystemic and deep-seated\u201d issues that have created a \u201cpervasive level of disorder and chaos.\u201d The cascading crisis prompted\u00a0then-Mayor Bill de Blasio to announce a plan\u00a0last September to crack down on absenteeism at the jail, among other measures.<\/p>\n<p>Two weeks later,\u00a0the federal monitor found\u00a0that the city had made \u201cno appreciable progress to ameliorate the\u00a0dangerous conditions in the jails.\u201d<\/p>\n<aside class=\"single__inline-module alignright\">\n    <\/aside>\n<p>On March 16 of this year,\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2022\/03\/16\/nyregion\/rikers-jail-violence-report.html\">a report filed in federal court\u00a0<\/a>revealed that absenteeism persisted and that the rate of violence in the Big Apple\u2019s jails was \u201cseven to eight times higher\u201d than rates observed in other correctional systems.<\/p>\n<p>The federal prosecutors working under Manhattan US Attorney Damian Williams say they have requested that the Department of Correction provide detailed measures they plan to take in response to the report, but have \u201cnot been provided with this level of detail.\u201d<\/p>\n<p>\u201c[W]e remain frustrated by the lack of specific information provided thus far on how the<br \/>Department and City intend to actually implement the recommendations and address the ongoing unsafe and dangerous conditions at the jails,\u2019 they said. <\/p>\n<p>Under Mayor Eric Adams and\u00a0new Department of Correction Commissioner Louis Molina, city lockups remain in a \u201cstate of crisis\u201d in which absences remain high and correction staff routinely uses \u201cunnecessary force,\u201d federal authorities charged.<\/p>\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" loading=\"lazy\" width=\"1024\" height=\"990\" src=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/04\/louis-molina.jpg?w=1024\" alt=\"Louis Molina\" class=\"wp-image-21960380\" srcset=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/04\/louis-molina.jpg?quality=75&amp;strip=all&amp;w=1536 1536w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/04\/louis-molina.jpg?quality=75&amp;strip=all 1024w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/04\/louis-molina.jpg?quality=75&amp;strip=all&amp;w=512 512w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\"\/><figcaption>Federal prosecutors allege that under the leadership of Louis Molina, corrections officers routinely use \u201cunnecessary force\u201d and absenteeism remains high. <\/figcaption><figcaption><span class=\"credit\">Gregory P. The Rikers Island crisis did not start [in] January, 2022.\u201d<\/p>\n<p>\u201cWe\u2019re going to look over the letter and find out what are the concerns and I think Commissioner Molina is moving in the right direction,\u201d he said. \u201cI\u2019m really proud of what he\u2019s doing.
