James Comer, the ranking member of the House Oversight and Reform Committee, sent a letter to the Treasury Department Thursday questioning why Elena Baturina has so far escaped the sanctions levied on Russians after the attack on Ukraine.\u00a0<\/p>\n<p>Baturina, the former wife of the late mayor of Moscow, Yuri Luzhkov, wired $3.5 million in 2014 to a bank account held by Rosemont Seneca Thornton, an investment company founded by President Biden\u2019s son.\u00a0\u200b<\/p>\n<p>\u201c\u200bIf\u200b \u200bthe United States is avoiding sanctioning certain Russian oligarchs because of concerns they may attempt to influence American policy by exploiting Hunter Biden\u2019s connection with his father\u200b \u2013\u00a0the President of the United States\u200b \u2013\u00a0the American people deserve to know it\u200b,\u201d the letter addressed to Treasury Secretary Janet Yellen says. \u200b\u00a0\u200b<\/p>\n<p>The missive, obtained exclusively by The Post, \u200bdirectly questioned whether Baturina \u2013 whose fortune is estimated at $1.4 billion \u2013 is \u201cbeing treated differently\u201d from other \u201cwealthy, politically-connected Russians\u201d because of her ties with the president\u2019s son.\u00a0\u00a0<\/p>\n<figure class=\"wp-block-image size-large is-style-default\"><img decoding=\"async\" loading=\"lazy\" width=\"1024\" height=\"683\" src=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/04\/gop-elena-baturina-sanctions-07.jpg?w=1024\" alt=\"James Comer.\" class=\"wp-image-21989751\" srcset=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/04\/gop-elena-baturina-sanctions-07.jpg?quality=75&amp;strip=all&amp;w=1536 1536w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/04\/gop-elena-baturina-sanctions-07.jpg?quality=75&amp;strip=all 1024w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/04\/gop-elena-baturina-sanctions-07.jpg?quality=75&amp;strip=all&amp;w=512 512w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\"\/><figcaption>The GOP group, led by Rep. TV Series\" target=\"_blank\" rel=\"noopener\">series<\/a> of articles in October 2020.\u00a0<\/p>\n<p>The blockbuster reports, based on messages and documents on a laptop Hunter Biden abandoned at a Delaware computer shop in 2019, show that he tried to exploit the political influence of his father, then the vice president in the Obama administration, to set himself up for lucrative paydays.\u00a0<\/p>\n<p>The letter says administration sanctions pinpointed \u201cRussia\u2019s Kremlin-connected business elite\u201d and their families over the Feb. 24 attack on Ukraine.\u00a0<\/p>\n<p>\u200b\u201dThough Russian counter-sanctions were largely expected, the inclusion of Hunter Biden and, notably, none of the other Biden children among the list of those sanctioned raises serious concerns about why Russia would believe Hunter Biden is a pressure point to exploit\u200b,\u201d the letter asks, adding that Hunter Biden is not a member of the administration or a government official and all that sets him apart is his connection to Baturina. <\/p>\n<figure class=\"wp-block-image size-large is-style-default\"><img decoding=\"async\" loading=\"lazy\" width=\"1024\" height=\"830\" src=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/04\/gop-elena-baturina-sanctions-06.jpg?w=1024\" alt=\"Russian President Vladimir Putin (L) gives an order to businessman, former Moscow's Mayor Yuri Luzhkov.\" class=\"wp-image-21989915\" srcset=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/04\/gop-elena-baturina-sanctions-06.jpg?quality=75&amp;strip=all&amp;w=1536 1536w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/04\/gop-elena-baturina-sanctions-06.jpg?quality=75&amp;strip=all 1024w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/04\/gop-elena-baturina-sanctions-06.jpg?quality=75&amp;strip=all&amp;w=512 512w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\"\/><figcaption>Russian President Vladimir Putin with former Moscow Mayor Yuri Luzhkov in 2016.<\/figcaption><figcaption><span class=\"credit\">Mikhail Svetlov\/Getty Images<\/span><\/figcaption><\/figure>\n<p>The Republicans also point out that while all of the names of sanctioned Russians haven\u2019t been released publicly, \u201cnotably missing\u201d from the list of those that have been made public by the Treasury Department is Baturina.\u00a0<\/p>\n<p>They note that the <a rel=\"nofollow noopener\" target=\"_blank\" href=\"http:\/\/\u200bhttps:\/\/home.treasury.gov\/news\/press-releases\/jy0705#:~:text=Today%20President%20Biden%20is%20issuing,well%20as%20the%20exportation%2C%20reexportation%2C\">Treasury Department <\/a>released a tally of 28 names \u2013 including Russian President Vladimir Putin \u2013 whom it considered \u201cRussian elite, proxies and oligarchs.\u201d<\/p>\n<p>The list includes 50 people \u2013 including the 28 names made public \u2013 considered \u201cpriorities for the United States,\u201d leaving 22 individuals unknown to the American public.\u00a0<\/p>\n<p>The Republicans want the Treasury Department to provide the following documents to the House committee no later than May 5:<\/p>\n<p>-The complete list of Russian citizens subject to U.S. sanctions.<\/p>\n<p>-All documents and communications during the Biden administration between and among the Treasury Department, the White House, and\/or the State Department regarding the decision to withhold 22 names from the list of sanctioned individuals\u200b.<\/p>\n<p>-All documents and communications since Biden took office between and among the Treasury Department, the White House, and\/or the State Department regarding Elena Baturina, Hunter Biden, and Rosemont Seneca Partners.<\/p>\n<p>Other lawmakers who signed the letter include: Reps.
