Investigators believed there were \u201creasonable grounds\u201d to think fraud may have been committed, but <strong>a lack of clarity in federal rules<\/strong> that apply to accepting gifts stood in the way.<\/p>\n<p>The relevant section of the Criminal Code has a provision which allows officials to accept benefits if they have written consent from the head of their branch of government. RCMP Corporal <strong>Michael Kiperchuk<\/strong> said in a briefing note to his superiors that \u201can investigation and prosecution under this section may not be in the public interest if it cannot be definitely determined whether or not Mr. Trudeau can simply <strong>provide consent to himself<\/strong>.\u201d<\/p>\n<p><strong>Convoy inquiry:<\/strong>\u00a0Trudeau called Monday for the establishment of an inquiry into the invocation of the Emergencies Act, CBC <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.cbc.ca\/news\/canada\/ottawa\/emergencies-act-inquiry-justin-trudeau-1.6430084\">reports<\/a>.<\/p>\n<blockquote><p>\u201cThis includes the evolution of the convoy, the impact of funding and disinformation, the economic impact, and efforts of police and other responders prior to and after the declaration,\u201d the release said. <strong>Paul Rouleau<\/strong> has been named as the commissioner heading the inquiry. He was first appointed as an Ontario Superior Court justice in 2002 and then joined the Ontario Court of Appeal in 2005.<\/p>\n<\/blockquote>\n<p>Critics say the inquiry should be more focused on holding the government to account.<\/p>\n<blockquote><p>\u201cThe Liberal government is doing everything in their power to ensure this inquiry is unsubstantial and fails to hold them accountable,\u201d said a joint statement from Conservative MPs <strong>Raquel Dancho, Dane Lloyd<\/strong> and <strong>G\u00e9rard Deltell<\/strong>. The Canadian Civil Liberties Association \u2014 which is suing the federal government over its decision to invoke the act \u2014 said the inquiry <strong>does not appear to be focused on government accountability<\/strong>.<\/p>\n<\/blockquote>\n<p><strong>Accountability?<\/strong> In the <em>Toronto Sun<\/em>, <strong>Anthony Furey<\/strong> <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/torontosun.com\/opinion\/columnists\/furey-the-inquiry-is-about-holding-trudeau-to-account-not-the-convoy\">argues<\/a> that the inquiry as conceived is a recipe for a cover-up.<\/p>\n<blockquote><p>There\u2019s also no acknowledgement on their part that the inquiry should consider the question of whether Trudeau was even right to take this unprecedented step. The <strong>Liberals would clearly prefer this to be a trial of others<\/strong> \u2014 of the convoy participants and of the Conservative opposition, especially <strong>Pierre Poilievre<\/strong>, who is now gaining popularity by the day as he tours the nation for his Conservative leadership campaign.<\/p>\n<\/blockquote>\n<p><strong>Tried together:<\/strong> Furey points out that an inquiry doesn\u2019t need to consider the guilt of convoy participants, because criminal trials will assess that. We learned a little about one such trial Monday, when prosecutors said that four men accused of conspiring to murder RCMP officers at the Coutts border protests will be tried together, CBC <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.cbc.ca\/news\/canada\/calgary\/coutts-border-protest-conspiracy-to-murder-trials-1.6430369?__vfz=medium%3Dsharebar\">reports<\/a>.<\/p>\n<blockquote><p><strong>Chris Lysak, Chris Carbert, Anthony Olienick<\/strong> and <strong>Jerry Morin<\/strong> each face charges of conspiracy to murder, possession of a weapon and mischief. On Monday, the four, as well as 10 others facing less serious charges, made brief appearances in Lethbridge court as defence lawyers and prosecutors move the cases forward.<\/p>\n<\/blockquote>\n<p>Two of the men have ties to Diagolon, a white supremacist group.<\/p>\n<p><strong>National security:<\/strong> In the <em>Star<\/em>, <strong>Susan Delacourt<\/strong> <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.thestar.com\/politics\/political-opinion\/2022\/04\/25\/how-much-did-the-trucker-convoy-threaten-canadas-security-we-may-never-really-know.html?source=newsletter\">focuses<\/a> on the national security questions to be raised, and the difficulty of considering them and sharing conclusions given that\u00a0Rouleau has been instructed\u00a0 to \u201ctake all steps necessary to prevent any disclosure of information to persons or bodies other than the Government of Canada that would be injurious to international relations, national defence or national security.\u201d<\/p>\n<blockquote><p>A reckoning for the convoy protest \u2014 and the government\u2019s response to it \u2014 is crucial. If it is true that Canada\u2019s national security was truly at risk, as the U.S. ambassador and prime minister\u2019s security adviser have more than hinted, there are <strong>bigger questions to confront<\/strong> than simply whether the emergency legislation was justified. One big, looming question: how to make sure Canada\u2019s democracy isn\u2019t tested that way again.<\/p>\n<\/blockquote>\n<p><strong>Get ready, Ottawa:<\/strong> While Canadian institutions wrestle with fallout from the convoy, Ottawa is bracing for a motorcycle convoy on Friday, the Post <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/nationalpost.com\/news\/canada\/convoy-organizer-warns-of-free-for-all-if-police-ban-protest-from-downtown-ottawa\">reports<\/a>. Organizer <strong>Neil Sheard<\/strong> says in a <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">YouTube<\/a> video that there will be a \u201cfree-for-all\u201d Friday if Ottawa police don\u2019t allow hundreds of protesters to bring their bikes onto the streets around Parliament Hill.<\/p>\n<p><strong>DND trouble:<\/strong> An advisory panel on systemic racism and discrimination within the Canadian military warned Monday that the threat from neo-Nazism, white supremacy and right-wing extremism is getting worse, APTN <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.aptnnews.ca\/national-news\/military-involvement-in-racist-extremist-activity-growing-at-an-alarming-rate-report\/\">reports<\/a>.<\/p>\n<p>\u201cIn addition to sexual misconduct and domestic violence, hate crimes, extremist behaviours and affiliations to white supremacy groups are growing at an alarming rate in both Canada and its Defence Team,\u201d the report says. \u201cIt is becoming increasingly covert, and technological advances such as Darknet and encryption methods pose significant challenges in detecting these members.\u201d<\/p>\n<p><strong>Calls in UN:<\/strong> AFN National Chief <strong>RoseAnne Archibald<\/strong> asked the UN on Monday to launch an investigation into Canada\u2019s possible role in violations of human rights associated with residential schools, CBC <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.cbc.ca\/news\/politics\/afn-national-chief-united-nations-requests-investigation-1.6430318\">reports<\/a>. Archibald wants the UN Special Rapporteur on the rights of Indigenous Peoples to probe Canada\u2019s role in the residential school system: \u201cI don\u2019t call them schools anymore because no school I ever attended had children buried in unmarked graves.
