Law enforcement agencies push for requiring crypto firms to share transaction data with investigators and for clarifying the terms on which digital assets can be seized.\u00a0<\/p>\n<p>On April 28, local <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/news\/\" data-internallinksmanager029f6b8e52c=\"2\" title=\"News\" target=\"_blank\" rel=\"noopener\">news<\/a>paper Izvestia\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/iz.ru\/1326188\/evgenii-kuznetcov-valerii-voronov\/schetnaia-rasplata-minfin-soglasilsia-s-trebovaniiami-silovikov-k-zakonu-o-kripte\">reported<\/a> on the content of the review notes that the security service and police ministry filed to the Finance Ministry\u2019s draft of the bill \u201cOn digital currency\u201d. Some of the propositions were reportedly accepted by the Ministry, while others were turned down. <\/p>\n<p>The Finance Ministry endorsed the FSB\u2019s suggestion to oblige crypto service providers to share\u00a0 information not only with courts, but also with crime investigators. It also agreed that it was necessary to clarify a set of requirements for storing crypto transactions data. <\/p>\n<p>Another remark came from the MVD, which noted that the bill lacks procedural details on crypto assets\u2019 seizure and storage. The Federal Tax Service (FNS) also contributed a proposition to tighten the requirements for non-licensed exchanges and wallets \u2014 advertising such services would be illegal. These recommendations were accepted by the Finance Ministry as well.<\/p>\n<p>What the Ministry did not accept was the FSB\u2019s proposal of mandatory transaction of any mined currencies to licensed exchanges, as well as the <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>lication of anti-money laundering (AML) legislation to mining. <\/p>\n<p><em><strong>Related: Russia to include crypto into its tax code: Here is what the rules might look like<\/strong><\/em><\/p>\n<p>The Finance Ministry called the \u201cexcessively detailed and tight regulation\u201d unfeasible at this point, as it might scare away crypto users and investors. The FNS&#8217; idea to disallow the banks to make crypto transactions with non-licensed entities merited a further discussion, the Ministry commented. <\/p>\n<p>According to the head of the State Duma&#8217;s Financial Market Committee, Anatoly Aksakov, the final draft of the \u201ccrypto bill\u201d is expected to be introduced to the Parliament in May. <\/p>\n<p>Last week, Reuters <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.reuters.com\/technology\/how-crypto-giant-binance-built-ties-russian-fsb-linked-agency-2022-04-22\/\"><\/a><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.reuters.com\/technology\/how-crypto-giant-binance-built-ties-russian-fsb-linked-agency-2022-04-22\/\">reported<\/a>\u00a0that the regional head of crypto exchange Binance agreed to supply Russia&#8217;s financial intelligence unit, Rosfinmonitoring, with customer data potentially related to donations to the opposition activist Alexei Navalny.
