Instead, Adams won considerable praise from parents for expanding the program.<\/p>\n<p>His heart is clearly in the right place, but the details of his vision are off, as state Sen. John Liu (D-Queens) has insightfully suggested in recent press interviews.\u00a0<\/p>\n<p>The first flaw: The only two criteria for qualifying into Adams\u2019 G&amp;T \u2014 teachers\u2019 recommendations for pre-kindergarteners and grades for third-graders \u2014 are\u00a0<em>subjective<\/em>. They may suit teachers\u2019 pets just fine, but as one parent asked: What if the teacher doesn\u2019t\u00a0like\u00a0my child? Some may harbor ill will toward kids of other backgrounds, as well.<\/p>\n<p>We need\u00a0<em>objective<\/em>\u00a0measures. We must restore G&amp;T admissions by\u00a0standardized tests. Are Adams and his Department of Education interested in identifying fast learners for G&amp;T \u2014 or not?\u00a0<\/p>\n<p>The DOE can\u2019t feign ignorance; it already created a farce in \u201cselective\u201d middle and high-school admissions, where meaningless \u201cacademic\u201d criteria mask a pure lottery. Now it\u2019s doing something just like that with G&amp;T.<\/p>\n<p>A genuine G&amp;T program that uses\u00a0valid\u00a0criteria should admit\u00a0<em>all<\/em>\u00a0qualified students.\u00a0But no <em>genuine<\/em> G&amp;T uses lotteries. The Chinese American Citizens Alliance Greater New York led the first parents\u2019\u00a0G&amp;T\u00a0rally\u00a0against de Blasio\u2019s schoolhouse shenanigans\u00a0on the steps of City Hall in July 2018. At that rally, City Councilman Robert Holden (D-Queens) introduced a bill, mirrored by William Colton in the Assembly and Tony Avella in the state Senate, to mandate expanded G&amp;T.\u00a0<\/p>\n<p>Their bill would require\u00a0at least one G&amp;T program in each school district, plus\u00a0an Honors Program\u00a0in every school above a certain size. The G&amp;T program would admit by standardized testing, while the Honors Program could use other academic measures the DOE deems valid.\u00a0<\/p>\n<p>Neither would use lotteries, and both would run from elementary through middle school, with entry points in each grade; yes, 4-year-olds would be tested (that clearly works, based on the track record of the old G&amp;T program), but so would students at every grade thereafter. That would open up opportunities for students to qualify later.<\/p>\n<aside class=\"single__inline-module alignleft\">\n    <\/aside>\n<p>That\u2019s the kind of G&amp;T program that truly serves the fastest learners throughout the city, at any age and no matter students\u2019 race, background or ZIP code.\u00a0<\/p>\n<p>Adams deserves much credit for supporting G&amp;T, boldly standing up to race-baiting educrats with their dumbing-down agenda. He has listened to exasperated families, as they protested in rallies or fled the public schools (120,000-plus in the past five years). Yet his\u00a0G&amp;T execution\u00a0is flawed. He should instead implement the Holden\/Colton\/Avella G&amp;T proposal.<\/p>\n<p>The flaws in his plan show that, as well-intentioned as he may be, his DOE can go off the rails. Yet Adams\u2019 willingness to heed parents\u2019 wishes, as well as his ability to work with others, including at the state level, bode well for the schools.
