Kathy Hochul signed legislation Wednesday ending a practice that blocks students from accessing transcripts, even when needed to finish their degrees or land jobs that could help pay back those debts.<\/p>\n<p>\u201cTranscripts are critical for students to continue pursuing their educational and career goals,\u201d Hochul said in a statement.\u00a0<\/p>\n<p>\u201cTo hold transcripts hostage until outstanding debts are paid is an unfair, predatory practice that prevents our students from reaching their full potential.\u201d<\/p>\n<p>An estimated\u00a06.6 million students nationwide couldn\u2019t get their transcripts\u00a0from colleges and universities due to unpaid <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/sr.ithaka.org\/publications\/solving-stranded-credits\/\">bills as low as $25 or less<\/a>, according to the national education <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/news\/\" data-internallinksmanager029f6b8e52c=\"2\" title=\"News\" target=\"_blank\" rel=\"noopener\">news<\/a>room The Hechinger Report. <\/p>\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" loading=\"lazy\" width=\"1024\" height=\"682\" src=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/05\/college-transcript-withholding.jpg?w=1024\" alt=\"College transcript\" class=\"wp-image-22141791\" srcset=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/05\/college-transcript-withholding.jpg?quality=75&amp;strip=all&amp;w=1535 1536w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/05\/college-transcript-withholding.jpg?quality=75&amp;strip=all 1024w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/05\/college-transcript-withholding.jpg?quality=75&amp;strip=all&amp;w=512 512w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\"\/><figcaption>The practice barred students with debt from accessing their transcripts even if they needed to finish their degree or land a job.  <\/figcaption><figcaption><span class=\"credit\">Getty Images\/iStockphoto<\/span><\/figcaption><\/figure>\n<p>The outlet found those unpaid bills sometimes stemmed from costs students weren\u2019t aware of, from room and board fees to parking or library fines.<\/p>\n<p>\u201cTranscripts are a record of a students\u2019 education \u2014 they are not and were never meant to be tools for debt collection,\u201d said state Sen. Kevin Thomas of Long Island, a former legal services attorney who sponsored the bill to stop the practice. <\/p>\n<aside class=\"single__inline-module alignleft\">\n    <\/aside>\n<p>\u201cTranscript withholding is a disruptive, counter-productive, and harmful practice that prevents students from being able to transfer credits, re-enroll in school to finish their degrees, or obtain jobs that could help them pay their balances,\u201d he said.<\/p>\n<p>The law applies to New York private and public colleges and universities alike, and comes amid a national conversation about how to address student loan debt.<\/p>\n<p>President Biden said this week he has \u201cnot yet\u201d decided the amount of\u00a0student debt\u00a0he would forgive \u2014\u200b as White House press secretary\u00a0Jen Psaki said a decision might not come until the end of August.\u00a0\u200b<\/p>\n<p>Hochul has signaled that she wanted to end transcript ransoming since the State of the State Address in January. <\/p>\n<p>\u201cI was proud to make ending transcript withholding a top priority and took action to end this practice at SUNY and CUNY in January,\u201d she said.\u00a0\u201cToday, we put an end to this abhorrent policy for all higher education institutions to ensure a level playing field for New York\u2019s students.\u201d\n                        <\/p><\/div>\n<blockquote><p><strong><span style=\"color: #ff6600;\">If you liked the article, do not forget to share it with your friends.
