\u201csevere and potentially life-threatening\u201d despite Mayor Eric Adams\u2019 effort to make progress at the facilities during the first few months in office, a new federal monitor reform report says.<\/p>\n<p>The 30-page blueprint for reform was ordered up by Chief Judge Laura Taylor Swain last month\u00a0\u2014 telling Department of Corrections Commissioner Louis Molina that she expected  \u201creal progress.\u201d<\/p>\n<p>The \u201caction plan\u201d outlines numerous changes \u2014 many of which have been suggested over the years \u2014 to fix the issues inside the jails.<\/p>\n<p>\u201cThe conditions in the jails continue to be of grave concern,\u201d federal monitor Steve Martin writes.<\/p>\n<p>Among the top fixes, Martin says the DOC needs to still address staffing issues with roughly 1,100 staffers calling out each day.<\/p>\n<p>Martin concedes under the new administration that the number of people calling out since has improved, with that figure ballooning to 2,500 last year, but says the current levels are still \u201cfar too high.\u201d<\/p>\n<figure class=\"wp-block-image size-large is-resized\"><img decoding=\"async\" loading=\"lazy\" calls for are:<\/p>\n<ul>\n<li>A June 30 deadline for DOC to resolve its a massive backlog of disciplinary cases.<\/li>\n<li>A deadline for the department to implement security recommendations including the development of a \u201chousing and management strategy\u201d for inmates that have engaged in serious acts of violence and \u201cpose a heightened security risk to the safety of other incarcerated individuals and staff.\u201d<\/li>\n<li>\u201cA new citywide recruitment campaign to find qualified candidates for the following positions: (1) individuals with correctional expertise to serve in leadership positions, (2) attorneys and support staff for the Trials and Legal Division, (3) staff to backfill civilian roles.\u201d<\/li>\n<\/ul>\n<p>Martin\u2019s report also offers an optimistic take on the new administration\u2019s focus to reform the jails, saying Molina and he  \u201chad frequent and substantive communications.\u201d<\/p>\n<p>\u201cWhile several actions in the early days of the current administration\u2019s tenure were cause for concern (i.e., termination of the Disciplinary Manager without a bona fide reason and a concerning lack of transparency), as discussed in more detail in the section below, the City and the Department have since taken concrete steps,\u201d the federal monitor writes.<\/p>\n<figure class=\"wp-block-image size-large\"><img and making a timeline to fix the doors at the Robert Davoren Complex.<\/p>\n<p>Martin says the admin will \u201cface obstacles\u201d but \u201d\u00a0if the City and the Department <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>roaches them with the courage to meet each obstacle creatively, aggressively, and with the requisite perseverance.\u201d<\/p>\n<p>Mayor Adams said in a statement that he
