The problem with free speech isn\u2019t censorship, it\u2019s algorithms&#8221;<span class=\"ez-toc-section-end\"><\/span><\/h1>\n<div>\n                            Imagine there is a public speaking square in your city, much like the ancient Greek agora. Here you can freely share your ideas without censorship.<\/p>\n<p>But there\u2019s one key difference. Someone decides, for their own economic benefit, who gets to listen to what speech or which speaker. And this isn\u2019t disclosed when you enter, either. You might only get a few listeners when you speak, while someone else with similar ideas has a large audience.<\/p>\n<p>Would this truly be free speech?<\/p>\n<p>This is an important question because the modern agoras are <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">social media<\/a> platforms \u2013 and this is how they organize speech. Social media platforms don\u2019t just present users with the posts of those they follow, in the order they\u2019re posted.<\/p>\n<p>Rather, algorithms decide what content is shown and in which order. In <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/journals.sagepub.com\/doi\/abs\/10.1177\/02683962211013358\">our research<\/a>, we\u2019ve termed this \u201calgorithmic audiencing\u201d. And we believe it warrants a closer look at the debate about how free speech is practiced online.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Our_understanding_of_free_speech_is_too_limited\"><\/span>Our understanding of free speech is too limited<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>The free speech debate has once more been ignited by <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/news\/\" data-internallinksmanager029f6b8e52c=\"2\" title=\"News\" target=\"_blank\" rel=\"noopener\">news<\/a> of Elon Musk\u2019s plans to <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/independentaustralia.net\/business\/business-display\/twitter-will-be-a-platform-of-free-speech--if-elon-musk-says-so,16322\">take over Twitter<\/a>, his promise to reduce content moderation (including by <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.theguardian.com\/technology\/2022\/may\/10\/elon-musk-pledges-overturn-twitter-ban-donald-trump\">restoring<\/a> Donald Trump\u2019s account) and, more recently, speculation he might <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.abc.net.au\/news\/2022-05-17\/elon-musk-twitter-takeover-lower-bid-fake-accounts\/101073656\">pull out<\/a> of the deal if Twitter can\u2019t prove the platform isn\u2019t inundated with bots.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Free speech is essential to a functioning democracy.<\/p>\n<p>Do you believe Twitter rigorously adheres to this principle?<\/p>\n<p>\u2014 Elon Musk (@elonmusk) <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/elonmusk\/status\/1507259709224632344?ref_src=twsrc%5Etfw\">March 25, 2022<\/a><\/p>\n<\/blockquote>\n<p>Musk\u2019s <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>roach to free speech is typical of how this issue is often framed: in terms of <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.newyorker.com\/magazine\/2020\/10\/19\/why-facebook-cant-fix-itself\">content moderation, censorship<\/a>, and matters of deciding what speech can enter and stay on the platform.<\/p>\n<p>But <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/journals.sagepub.com\/doi\/abs\/10.1177\/02683962211013358\">our research<\/a> reveals this focus misses how platforms systematically interfere with free speech on the audience\u2019s side, rather than the speaker\u2019s side.<\/p>\n<p>Outside the social media debate, free speech is commonly understood as the \u201c<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.mtsu.edu\/first-amendment\/article\/328\/abrams-v-united-states\">free trade of ideas<\/a>\u201d. Speech is about discourse, not merely the right to speak. Algorithmic interference in who gets to hear which speech serves to directly undermine this free and fair exchange of ideas.<\/p>\n<p>If social media platforms are <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.facebook.com\/notes\/mark-zuckerberg\/a-privacy-focused-vision-for-social-networking\/10156700570096634\/\">\u201cthe digital equivalent of a town square\u201d<\/a> committed to defending free speech, as both <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.wired.com\/story\/zuckerberg-defends-free-speech-even-when-speech-false\">Facebook\u2019s Mark Zuckerberg<\/a> and <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.economist.com\/business\/2022\/04\/30\/elon-musk-is-taking-twitters-public-square-private\">Musk argue<\/a>, then algorithmic audiencing must be considered for speech to be free.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"How_it_works\"><\/span>How it works<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Algorithmic audiencing happens through algorithms that either amplify or curb the reach of each message on a platform. This is done by design, based on a platform\u2019s monetization logic.<\/p>\n<p>Newsfeed algorithms amplify content that keeps <a rel=\"nofollow noopener\" target=\"_blank\" href=\"http:\/\/opentranscripts.org\/transcript\/algorithmic-spiral-silence\/\">users the most \u201cengaged\u201d<\/a> because engagement leads to more user attention on <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.technologyreview.com\/2020\/10\/23\/1011119\/the-weirdly-specific-filters-campaigns-are-using-to-micro-target-you\/\">targeted advertising<\/a>\u00a0and more data collection opportunities.<\/p>\n<p>This explains why some users have large audiences while others with similar ideas <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2020\/10\/29\/technology\/dan-bongino-has-no-idea-why-facebook-loves-him.html\">are barely noticed<\/a>. Those who speak to the algorithm achieve the widest circulation of their ideas. This is akin to <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/firstmonday.org\/article\/view\/4901\/4097\">large-scale social engineering<\/a>.<\/p>\n<p>At the same time, the workings of Facebook\u2019s and Twitter\u2019s <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.scientificamerican.com\/article\/its-time-to-open-the-black-box-of-social-media\/\">algorithms remain largely opaque<\/a>.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"How_it_interferes_with_free_speech\"><\/span>How it interferes with free speech<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Algorithmic audiencing has a material effect on public discourse. While content moderation only applies to harmful content (which makes up a <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.wired.com\/story\/facebooks-deceptive-math-when-it-comes-to-hate-speech\/\">tiny fraction of all speech<\/a> on these platforms), algorithmic audiencing systematically applies to all content.<\/p>\n<p>So far, this kind of interference in free speech has been overlooked, because it\u2019s unprecedented. It was not possible in traditional media.<\/p>\n<p>And it is relatively recent for social media as well. In the early days, messages would simply be sent to one\u2019s follower network, rather than subjected to algorithmic distribution. Facebook, for example, only started filling newsfeeds with the <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/technology\/interactive\/2021\/how-facebook-algorithm-works\/\">help of algorithms<\/a> that optimize for engagement in 2012, after it was publicly listed and faced increased pressure to monetize.<\/p>\n<p>Only in the past five years has algorithmic audiencing really become a widespread issue. At the same time, the extent of the issue isn\u2019t fully known because it\u2019s almost impossible for researchers to gain access <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.scientificamerican.com\/article\/its-time-to-open-the-black-box-of-social-media\/\">to platform data<\/a>.<\/p>\n<p>But we do know addressing it is important since it can drive the proliferation of harmful content such as <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2017\/04\/25\/magazine\/can-facebook-fix-its-own-worst-bug.html?login=email&amp;auth=login-email\">misinformation and disinformation<\/a>.<\/p>\n<p>We know such content <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/medium.com\/cybersecurity-for-democracy\/far-right-news-sources-on-facebook-more-engaging-e04a01efae90\">gets commented on and shared more<\/a>, attracting further amplification. <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/techcrunch.com\/2020\/10\/30\/facebook-group-recommendations-election\/\">Facebook\u2019s own research<\/a> has shown its algorithms can drive users to join extremist groups.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"What_can_be_done\"><\/span>What can be done?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Individually, Twitter users should heed <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/mashable.com\/article\/elon-musk-jack-dorsey-twitter-algorithm\">Elon Musk\u2019s recent advice<\/a> to re-organize their newsfeeds back to chronological order, which would curb the extent of algorithmic audiencing being applied.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Very important to fix your Twitter feed:<\/p>\n<p>1. Tap home button.<br \/>2. Tap stars on upper right of screen.<br \/>3. Select \u201cLatest tweets\u201d.<\/p>\n<p>You are being manipulated by the algorithm in ways you don\u2019t realize.<\/p>\n<p>Easy to switch back &amp; forth to see the difference.<\/p>\n<p>\u2014 Elon Musk (@elonmusk) <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/elonmusk\/status\/1525612988115320838?ref_src=twsrc%5Etfw\">May 14, 2022<\/a><\/p>\n<\/blockquote>\n<p>You can also do this <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.businessinsider.com\/facebook-social-media-switch-feed-chronological-timeline-2021-11\">for Facebook<\/a>, but not as a default setting \u2013 so you\u2019ll have to choose this option every time you use the platform. It\u2019s the same case <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.popsci.com\/diy\/how-to-make-instagram-feed-chronological\/\">with Instagram<\/a> (which is also owned by Facebook\u2019s parent company, Meta).<\/p>\n<p>What\u2019s more, switching to chronological order will only go so far in curbing algorithmic audiencing \u2013 because you\u2019ll still get other content (apart from what you directly opt-in to) which will target you based on the platform\u2019s monetization logic.<\/p>\n<p>And we also know only a fraction of users ever change <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/uxplanet.org\/the-power-of-defaults-992d50b73968\">their default settings<\/a>. In the end, regulation is required.<\/p>\n<p>While social media platforms are private companies, they enjoy far-ranging privileges to moderate content on their platforms under <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2021\/03\/25\/technology\/section-230-explainer.html\">section 230 of the US\u2019s Communications Decency Act<\/a>.<\/p>\n<p>In return, the public expects platforms to facilitate a free and fair exchange of their ideas, as these platforms provide the space <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.theguardian.com\/commentisfree\/2018\/sep\/15\/facebook-twitter-social-media-public-discourse\">where public discourse happens<\/a>. Yet, so far it has hardly been part of the debate at all \u2013 with the focus squarely on content moderation.<\/p>\n<p>Any serious regulation will need to challenge platforms\u2019 entire business model since algorithmic audiencing is a direct outcome of <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2020\/01\/24\/opinion\/sunday\/surveillance-capitalism.html\">surveillance capitalist logic<\/a> \u2013 wherein platforms capture and commodify our content and data to predict (and influence) our behavior \u2013 all to turn a profit.<\/p>\n<p>Until we are regulating this use of algorithms, and the monetization logic that underpins it, speech on social media will never be free in any genuine sense of the word.<!-- Below is The Conversation's page counter tag.
