At least one neighbor saw her shoving the child in a laundromat. \u201cShe was always screaming at her kids so loud it would startle you,\u201d another neighbor said, \u201cIt was like, Why are you screaming at your kids like that?\u201d\u00a0Police made 14 visits to the home on complaints of domestic violence.\u00a0<\/p>\n<p>Police say that the girl and her sister seemed unharmed and did not contact the\u00a0Administration for Children\u2019s Services. And no one has said whether the mother received any kind of mental health evaluation. No one ever seemed to consider whether\u00a0these girls could safely remain in a home\u00a0with someone who was clearly disturbed.\u00a0<\/p>\n<p>We have learned in recent years how the mental-health crisis in this country has contributed to <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/live\/2022\/05\/15\/nyregion\/shooting-buffalo-ny\">mass shootings like the one in Buffalo<\/a> and <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/amsterdamnews.com\/news\/2022\/03\/24\/nycs-homeless-population-grows-amid-mental-health-crisis-that-predominately-affects-people-of-color\/\">widespread homelessness<\/a>, but there is little acknowledgment of how untreated mental illness among parents is affecting children in their care.\u00a0<\/p>\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"682\" src=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/05\/shememe-cato2.jpg?w=1024\" alt=\"Cato was charged with second-degree murder after the death of her 9-year-old daughter. Mango<\/span><\/figcaption><\/figure>\n<p>According to the <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.acf.hhs.gov\/sites\/default\/files\/documents\/cb\/afcarsreport28.pdf\">most recent federal data<\/a>, of children removed from their homes and placed in foster care, 13% of the cases involved a caretaker\u2019s \u201cinability to cope.\u201d Another 41% of cases involved a caretaker\u2019s drug or alcohol abuse, which often masks mental illness or occurs alongside it. And 5% involved a parent simply abandoning a child \u2014 probably a sign that the parent is not all there.\u00a0<\/p>\n<p>In many of these cases the system has tried to provide services for parents \u2014 therapy, psychotropic medications, etc. \u2014 in order to get the family back together. If only we gave them adequate housing or more cash, <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.bronxdefenders.org\/rise-magazine-poor-parenting-when-poverty-is-confused-with-neglect\/\">they would be able to care for their children<\/a>. But many of the parents who find themselves in homeless shelters are there because of mental illness and\/or substance abuse. The same issues that are preventing them from holding down a job or paying their rent are also preventing them from properly feeding or clothing their children or getting them medical attention when they need it. It is tempting to believe that money can solve these problems but the issues are much more difficult and will often involve monitoring the well-being of children over the long term.\u00a0<\/p>\n<p>And yet, our society seems to be moving<em> further away<\/em> from treating mental illness and its harmful effects seriously. First, it is all but impossible to place a dangerous person in an institution or even take someone who is homeless off the street. De-institutionalization efforts dating back to the 1970s have raised the bar for keeping someone against their will or even forcing them to medicate so high that even parents worried about their adult children harming themselves or others cannot have them committed. An article in this week\u2019s <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2022\/05\/17\/magazine\/antipsychotic-medications-mental-health.html\">New York Times magazine<\/a> fawns over a new movement against medicating people who are psychotic. \u201cWhat psychiatry terms psychosis, the Hearing Voices Movement refers to as nonconsensus realities,\u201d the article states. Nonconsensus realities? Yes, that\u2019s right. We are just supposed to treat hallucinations as a reality we can\u2019t all agree on.<\/p>\n<p>According to advocates in the Hearing Voices Movement, \u201cunusual beliefs\u00a0[should not be]\u00a0monitored, corrected,\u00a0[or]\u00a0constrained.\u201d\u00a0<\/p>\n<p>Why would we want to correct \u201cunusual beliefs\u201d? Like beliefs that your 9-year-old child should be punished with an electrical cord for her sins?
