“#Chelsea homeless camp thrives despite de Blasio vowing action<\/strong>”<\/p>\n

\n An encampment of homeless people has taken hold of a Chelsea street corner, making life a drug-infested hell for area business owners and residents \u2014 despite Mayor Bill de Blasio learning of it nearly three weeks ago and vowing action \u201cright away.\u201d<\/span><\/p>\n

About 15 to 20 vagrants have dug in at West 24th Street and Sixth Avenue, with some constructing makeshift shelters out of flower pots, plastic kiddie gates or shopping carts.<\/p>\n

The group has grown exponentially since the coronavirus \u2014 from just two people pre-pandemic \u2014 but only one woman among them was seen wearing a mask by a Post reporter.<\/span><\/p>\n

As the encampment has expanded, it\u2019s clogged entrances to businesses already scraping to get by during the economic downturn, and deterred would-be customers and neighborhood residents alike from venturing into the intersection, locals said.<\/p>\n

\u201cI have a lot of customers that complain. They don\u2019t want to come down this block,\u201d said Richard Charlton, owner of Sixth Avenue\u2019s A Access Locksmith.<\/p>\n

\u201cThey came when we were closed [during the pandemic] and they never left,\u201d Charlton continued. \u201cThey just kept on coming.\u201d<\/p>\n

Charlton, whose store was shuttered between March and June, said it was disheartening to weather one storm only to return to another.<\/p>\n

\u201cI was almost at the brink of shutting down,\u201d he said. \u201cIt\u2019s overwhelming to be shut down for so long \u2014 business is slow \u2014 and to come back to this? It\u2019s discouraging.\u201d<\/p>\n

The vagrants come and go throughout the day, but often return to bed down at night.<\/p>\n

Early Tuesday, the owner of The Corner Cafe arrived to find a couple conked out once again on his deli\u2019s doorstep.<\/p>\n

Fed up with picking up after the homeless, he simply threw up his hands and went home without opening for the day, despite tanking sales.<\/p>\n

\u201cEvery morning I come here, I have to fight with these guys to get off my steps,\u201d the owner, who declined to be identified by name, told The Post on Wednesday. \u201cI was angry and frustrated. But now I just give up. I don\u2019t have the energy to fight them anymore.<\/p>\n

\u201cThese people killed my business,\u201d he said. \u201cThe customers don\u2019t want to come.\u201d<\/p>\n

The owner said his daily cleanups after the group include sweeping aside used syringes, and Charlton said he has seen them openly \u201csmoking crack and shooting up.\u201d<\/p>\n

A Post reporter observed one resident of the encampment smoking what app<\/a>eared to be crack, and another member of the group acknowledged that some among them use drugs.<\/p>\n

\u201cThey take drugs and they pass out. They overdose,\u201d said a woman who gave her name as Sharon and described herself as the \u201cmother\u201d of the group. \u201cI call the ambulance and they go to the hospital, but they come right back.\u201d<\/p>\n

The Post on Tuesday witnessed Sharon break up a fight in which a baseball bat-wielding vagrant threatened a female camp member named Poeta, accusing her of stealing his bag.<\/p>\n

Poeta \u2014 half of the couple that sleeps on the stairs of The Corner Cafe \u2014 alleged that residents of apartments overlooking the encampment \u201cthrow hot water on us.<\/p>\n

\u201cWe call the police, but they don\u2019t do nothing,\u201d she said.<\/p>\n

A nearly non-existent city response is one thing on which the homeless and business owners can agree.<\/p>\n

The encampment was one of three highlighted to de Blasio in a press briefing nearly three weeks ago.<\/p>\n

Hizzoner vowed to do \u201cwhatever it takes\u201d to \u201chave it addressed right away,\u201d but the camp remains very much thriving.<\/p>\n

\u201cWe call 311 so many times and they don\u2019t come,\u201d said Sam Fernando, a worker at 725 Video.<\/p>\n

\u201cThey block the door. I ask them nicely to move and they want to fight,\u201d he said of the vagrants. \u201cThey harass the customers. How can you do business in an environment like this?\u201d<\/p>\n

The owner of The Corner Cafe said he\u2019s called the police \u201calmost 20 to 30 times\u201d over the past two months for various issues with the encampment.<\/p>\n

When the police would respond at all, the homeless simply moved away until the cops took off, then circled back, he said.<\/p>\n

The NYPD\u2019s Homeless Outreach Unit was disbanded last month \u2014 its approximately 85 cops reassigned to combat rising shootings \u2014 with the city preferring that other departments deal with the indigent.<\/p>\n

A Sanitation Department car visited the intersection Wednesday, but a worker simply snapped photos of the scene.<\/p>\n

\u201cWe clean up and they come back every day,\u201d said the worker.<\/p>\n

\u201cThey just want us to take pictures every day,\u201d he added, in an apparent reference to DSNY higher-ups.<\/p>\n

The camp is just the latest in a series<\/a> of recent failures by the city to address New York\u2019s homeless problem.<\/p>\n

An East Village encampment was dismantled by sanitation workers last month only to be rebuilt in less than 24 hours.<\/p>\n

And the plan to move residents of packed congregate shelters into hotels amid the coronavirus has brought an influx of drug users and convicted sexual predators to the Upper West Side.<\/p>\n

City Hall did not immedia<\/a>tely respond to a request for comment on what steps are being taken to address the Chelsea encampment, and why it remains three weeks after being presented to the mayor.<\/p>\n

Even Sharon, the group\u2019s \u201cmother,\u201d acknowledged that the city needs to take action, for the sake of all involved.<\/p>\n

\u201cYou have nice people living here, they have children,\u201d she said, referring to Chelsea. \u201cThey are scared to walk out here.<\/p>\n

\u201cI expect it to get worse unless the city steps in.\u201d\n <\/p><\/div>\n
