That restriction will impose on the city an unproven education reform whose primary champion is also its most direct beneficiary, the United Federation of Teachers, the union representing the city\u2019s public-school teachers.<\/p>\n<p>The bill was introduced by Senate Education Committee Chairman John Liu (D-Queens) the last week of the Legislative session and passed shortly before lawmakers decamped from Albany \u2014 the Assembly vote took place just after midnight. The bill\u2019s adoption came just as the final New York City budget talks were heating up \u2014 specifically over funding cuts for schools set to occur under a formula that ties dollars to enrollment.\u00a0<\/p>\n<p>The state\u2019s class-size mandate was paired with a bill granting Mayor Adams\u00a0a limited, two-year extension of mayoral control\u00a0over city schools. That control is viewed primarily as the ability to choose the school chancellor and appoint most members of the panel overseeing broad education policy in the system.<\/p>\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"682\" src=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/06\/eric-adams-7.jpg?w=1024\" alt=\"Eric Adams\" class=\"wp-image-22617108\" srcset=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/06\/eric-adams-7.jpg?quality=75&amp;strip=all&amp;w=1535 1536w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/06\/eric-adams-7.jpg?quality=75&amp;strip=all 1024w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/06\/eric-adams-7.jpg?quality=75&amp;strip=all&amp;w=512 512w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\"\/><figcaption>Albany also only granted New York City Mayor Eric Adams control over city schools for two more years. <\/figcaption><figcaption><span class=\"credit\">Steven Hirsch<\/span><\/figcaption><\/figure>\n<p>But what does control over schools mean if not the ability to direct dollars to them or decide how to staff classrooms? The new statutory class-size mandate does both.<\/p>\n<p>The UFT has long sought smaller class sizes, which make it easier on teachers and require higher staffing levels (i.e., more union members and fees). Yet those are the only things the mandate will reliably achieve, based on surveys of the research on class size and educational achievement.<\/p>\n<p>A 2018 review of 148 reports from 41 countries, for example,\u00a0found some evidence of a \u201cvery small effect\u201d on reading performance (equal to a 53% chance that a randomly selected student from a small class would outperform one from a larger class) and \u201cno significant effect\u201d on math achievement; indeed, \u201ca possible adverse impact\u201d could not be ruled out.<\/p>\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" loading=\"lazy\" width=\"1024\" height=\"682\" src=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/06\/empty-class.jpg?w=1024\" alt=\"Empty classroom\" class=\"wp-image-22617078\" srcset=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/06\/empty-class.jpg?quality=75&amp;strip=all&amp;w=1535 1536w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/06\/empty-class.jpg?quality=75&amp;strip=all 1024w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/06\/empty-class.jpg?quality=75&amp;strip=all&amp;w=512 512w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\"\/><figcaption>The teachers unions have been advocating for a cap on classroom size. <\/figcaption><figcaption><span class=\"credit\">Getty Images\/iStockphoto<\/span><\/figcaption><\/figure>\n<p>And in the real world, the cost of class-size reduction must be weighed against other reforms that are potentially more effective and less costly. That includes measures to improve teacher quality and accountability, which unions typically resist.<\/p>\n<p>In any case, reduced class sizes are\u00a0<em>already<\/em>\u00a0a reality in Gotham. It didn\u2019t take a law. The city\u2019s public-school classrooms\u00a0are roomier\u00a0now than two years\u00a0ago because tens of thousands of parents voted with their feet to dis-enroll their kids. During COVID, <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.empirecenter.org\/publications\/ny-school-enrollment-change\/\">public-school enrollment in Gotham fell by more than 7%<\/a>. And the mayor\u2019s budget office\u00a0forecasts further declines.\u00a0<\/p>\n<p>New York City spent the most per pupil ($28,828) of any of the nation\u2019s 100 largest school systems\u00a0in 2020, according to federal data released last month.\u00a0A sizable portion of each city school\u2019s financing is (appropriately) tied to enrollment. But\u00a0<a>those schools<\/a>\u00a0that students fled during COVID were, in effect, spared funding cuts for two years, because the city redirected about $500 million of funds their way \u2014 including temporarily available federal pandemic relief dollars.<\/p>\n<aside class=\"single__inline-module alignleft\">\n    <\/aside>\n<p>In the handshake budget agreement he announced yesterday with City Council Speaker Adrienne Adams, the mayor finally drew a line in the sand, insisting that $215 million in enrollment-driven funding cuts go through, because the city can\u2019t afford to keep funding empty seats. Yet the class-size mandate undermines such efforts by stipulating teacher-student ratios. It requires Gotham\u2019s schools to retain and increase most types of instructional staff, thus forcing big cuts elsewhere in school budgets; city education officials preliminarily estimated it would cost\u00a0roughly $500 million a year to implement just the K-5 portion of the mandate, and about $1 billion for all classrooms. \u00a0\u00a0<\/p>\n<p>Liu\u2019s bill also gives the unions control concerning the specific class-size reduction plan the city is to draw up, which \u201cshall be developed in collaboration with the collective bargaining units representing teachers and the principals and signed off on by the chancellor and the presidents of each bargaining unit.\u201d Proposed exemptions from the mandate are also subject to a union veto.<\/p>\n<p>Power without accountability is dangerous.
