Hochul\u2019s office. But how will this play out on the ground? Cultivation warehouses are likely to appear in industrial districts like in Jamaica and Red Hook, while a \u201cliquor store model\u201d will emerge once dispensaries <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.timesunion.com\/projects\/2022\/ny-legalized-pot-timeline\/\">are officially legalized in late 2022<\/a>. Most dispensaries will be owned by members of the neighborhoods in which they are located \u2014 rather than major <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.politico.com\/news\/2022\/01\/22\/big-weed-brink-scoring-political-wins-527604\">\u201cBig Cannabis\u201d<\/a> players.\u00a0 \u201cMom-and-pop-shops really connected to the community,\u201d said Chris Alexander, Executive Director of the <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/cannabis.ny.gov\/\">New York State Office of Cannabis Management<\/a> and NYC\u2019s unofficial \u201ccannabis czar.\u201d \u201cYou\u2019re not going to see 20 or 30 dispensaries owned by the same conglomerate. And at the center this change will be a new MOCA itself, designed by architect Maya Lin and Ralph Applebaum Associates. Upon completion in 2025, the new building will expand the museum\u2019s footprint from 12,000 to 68,000 square feet. The beloved Chinatown Community Center at<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.thinkchinatown.org\/70-mulberry\"> 70 Mulberr<\/a>y, which burned down in January 2020, will also be reborn, thanks to $170 million in city funding. Maasbach hopes a future Chinatown\u00a0means a safer Chinatown \u2014 and New York City \u2014for its Asian population.\u00a0 \u201cI\u2019m a tough-and-tumble Queens girl,\u201d she adds, \u201cand I haven\u2019t ridden the subway since February 2020. Meanwhile, 2025 will see the first watts of power generated by the proposed <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.empirewind.com\/\">Empire Wind<\/a> off-shore energy farm, which are expected to<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.utilitydive.com\/news\/empire-wind-pushes-opening-of-new-yorks-first-offshore-wind-farm-to-2026\/608282\/\"> reach the city\u2019s grid in 2026<\/a>. Palitz cites the recently opened<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/sandsofpersianyc.com\/\"> Sands of Persia<\/a> in Astoria \u2013 a booze-less hookah and dessert bar \u2013 as an example of NYC nightlife\u2019s lower-key future. Without the worry of alcohol, \u201cit\u2019s easier to be flirtatious and explore yourself,\u201d she said. And get ready for a night out in Queens, Staten Island or Brooklyn\u2019s further reaches. \u201cThe outer boroughs will continue to take over because this where young people and artists live\u201d said<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.instagram.com\/the_danielnardicio\/\"> Daniel Nardicio<\/a>, gay nightlife\u2019s reigning royal. As happened near Wall Street, new apartments won\u2019t pop up \u201cin 1980s [office] buildings with massive floor-plates, but in older pre-war buildings that were more narrow and too cramped for modern offices. There are plenty of buildings like that in Midtown as well,\u201d he explained. \u201cBut there\u2019ll need to be zoning allowances and financial incentives so we could get affordable [into these conversions]. Ideally you could pay for an Uber or<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2022\/03\/24\/business\/uber-new-york-taxis.html\"> Lyft<\/a> with that account as well.\u201d Kaufman is also bullish on the potential for driverless vehicles, citing a <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.researchgate.net\/publication\/313504714_Comparison_of_Light_Rail_Streetcar_Against_Shared_Autonomous_Vehicle_Fleet_for_Brooklyn-Queens_Connector_in_New_York_City\">proposal<\/a> to replace low-ridership bus routes running 24\/7 with door-to-door transport \u201cespecially in neighborhoods where people feel unsafe\u201d through a network of autonomous vehicles, which would operate at lower costs and higher efficiency. The real sign of transport innovation, however, is a better way to <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/trip-and-travel\/\" data-internallinksmanager029f6b8e52c=\"10\" title=\"Trip &amp; Travel\" target=\"_blank\" rel=\"noopener\">travel<\/a> from Manhattan to NYC airports. Gov. Hochul recently announced<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.ny1.com\/nyc\/all-boroughs\/transit\/2022\/04\/27\/q70-bus-to-laguardia-to-be-free-while-other-transit-options-studied--hochul-says\"> free rides on the Q70 bus<\/a> to LaGuardia while other, longer-term options are studied. But Kaufman says this is far from enough: \u201cIdeally, we extend the N train to LaGuardia. Or a ferry to LaGuardia. It\u2019s on the water. They can be moved and become the anchor tenant for revitalization in a neighborhood,\u201d said Andrew Kimball, the recently-appointed president of the NYC Economic Development Corporation (EDC). This is already taking place thanks to the EDC\u2019s new <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.cbsnews.com\/newyork\/news\/new-york-city-agencies-revitalizing-the-economy\/\">City Agencies Revitalizing the Economy (C.A.R.E.) strategy<\/a>, which was announced in April. \u201cWe have a glut of City agencies in Manhattan and in a few outer borough cores, like Downtown Brooklyn or Long Island City,\u201d Kimball said. \u201cThose agencies need more space, and they can be moved. So they then become the anchor tenant in a new commercial project.\u201d The first such project has already broken ground,<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/edc.nyc\/press-release\/mayor-adams-announces-care-strategy-create-jobs-hubs-across-nyc-city-offices\"> a new mixed-use building in East New York t<\/a>hat will house more than 1,100 employees from DSS\u2019 Human Resources Administration along with some 80,000 square feet of private-market commercial space. These types of development solutions \u201ccould also come to Jamaica, Staten Island, or the South Bronx,\u201d Kimball said.
