{"id":47579,"date":"2020-08-16T04:35:00","date_gmt":"2020-08-16T01:35:00","guid":{"rendered":"https:\/\/en.buradabiliyorum.com\/new-york-shampoo-assistant-bill-is-dripping-with-special-interests\/"},"modified":"2020-08-16T04:35:00","modified_gmt":"2020-08-16T01:35:00","slug":"new-york-shampoo-assistant-bill-is-dripping-with-special-interests","status":"publish","type":"post","link":"https:\/\/buradabiliyorum.com\/en\/new-york-shampoo-assistant-bill-is-dripping-with-special-interests\/","title":{"rendered":"#New York shampoo assistant bill is dripping with special interests"},"content":{"rendered":"<p>&#8220;<strong>#New York shampoo assistant bill is dripping with special interests<\/strong>&#8221;<\/p>\n<div>\n                        A state bureaucrat wants to mandate 500 hours of training for anyone who shampoos hair at a beauty salon or barbershop \u2014 but something about her push for the bizarre new requirement just doesn\u2019t wash.<\/p>\n<p>That\u2019s because she is also a beauty school owner, The Post has found, as is a second member of the state board that licenses salon workers.<\/p>\n<p>A third person on the panel runs a membership and lobbying group for the cosmetology school industry.<\/p>\n<p>That\u2019s out of four total board members.<\/p>\n<p>If their training-before-shampooing mandate passes, hair washers would have to spend an average of $13,354 on beauty school each to secure a \u201cshampoo assistant\u201d license.<\/p>\n<p>Requiring such licenses could turn on a gushing spigot of hundreds of millions of dollars for beauty school owners across the state, possibly benefiting board chairwoman Michelle D\u2019Allaird Brenner, who is pushing the state Assembly to <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>rove the measure.<\/p>\n<p>Member Anthony Fiore also owns a school and could potentially profit, as well.<\/p>\n<p>As could Anthony Civitano, who serves as executive director of the American Association of Cosmetology Schools.<\/p>\n<p>New York state currently has 22,997 hair salons and 4,847 barbershops \u2014 all of which could be impacted if the proposed bill becomes law.<\/p>\n<p>If just one shampoo assistant from each business had to pay for training, the total learn-to-lather classwork cost could top $370 million.<\/p>\n<figure id=\"attachment_16142774\"><img alt=\"Shampoo assistant Evelyn Moquette shampoos hair at Astor Place Hairstylists, at Astor Place.\" data- data- height=\"441\" width=\"662\"><\/img><figcaption><span>Shampoo assistant Evelyn Moquette shampoos hair at Astor Place Hairstylists.<\/span><span>Helayne Seidman<\/span><\/figcaption><\/figure>\n<p>And with just 61 such schools in the state, each would be awash in cash \u2014 with a potential average of more than $6 million per school in extra revenue.<\/p>\n<p>A pricy license mandate would put the \u201csham\u201d in shampoo, say people who already wash hair for a living.<\/p>\n<p>\u201cIt\u2019s simple shampoo. Anyone can do it,\u201d said Evelyn Moquete, 45, who has worked as a shampoo assistant at Greenwich Village\u2019s iconic Astor Place Hairstylists for six years.<\/p>\n<p>\u201cI don\u2019t think I should have to go to school for a simple shampoo. My family needs me and my grandchildren.\u201d<\/p>\n<p>D\u2019Allaird Brenner, who chairs the state\u2019s Division of Licensing Services advisory committee and owns the Aesthetic <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/sciencee\/\" data-internallinksmanager029f6b8e52c=\"5\" title=\"Science\" target=\"_blank\" rel=\"noopener\">Science<\/a> Institute, made no apologies for the arrangement.<\/p>\n<p>\u201cOur businesses thrive on the fact that these students need these hours in order to get a license and to work,\u201d she told The Post. \u201cWe would surely be negatively impacted if there was any lack of licensure requirement.\u201d<\/p>\n<figure id=\"attachment_16142777\"><img alt=\"Co-owner John Vezza outside Astor Place Hairstylists, at Astor Place.\" data- data- height=\"441\" width=\"662\"><\/img><figcaption><span>Co-owner John Vezza outside Astor Place Hairstylists.<\/span><span>Helayne Seidman<\/span><\/figcaption><\/figure>\n<p>\u201cThere was a time that many states looked at delicensing our profession altogether. For us, it would have been just a disaster,\u201d she added.<\/p>\n<p>Fiore, who owns Capri Cosmetology Learning Center, with outlets in Nanuet and Newburgh, said of the proposal, \u201cI wasn\u2019t even aware of it.\u201d<\/p>\n<p>\u201cI\u2019m not pushing anything,\u201d he said.<\/p>\n<p>The average tuition and fees for a cosmetology course in the state is $13,354, according to an industry estimate, though it\u2019s less at D\u2019Allaird Brenner\u2019s school in Latham, which charges $9,600.<\/p>\n<p>Meanwhile, a trade group for the schools enjoys a friendly connection to the bill\u2019s backer in the Assembly.<\/p>\n<p>Assemblywoman Carrie Woerner, (D-Saratoga Springs), who co-sponsored the bill, employs Christopher Garofano, 25, as her legislative director.<\/p>\n<figure id=\"attachment_16142783\"><img alt=\"Chris Garofano\" data- data- height=\"441\" width=\"662\"><\/img><figcaption><span>Chris Garofano<\/span><span><a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">Facebook<\/a><\/span><\/figcaption><\/figure>\n<p>Garofano\u2019s father, Todd, serves as executive director of the Salon &#038; Spa Professionals of NYS, a nonprofit that reps cosmetology schools. Garofano\u2019s mother, Hollene, previously served as a director of the organization.<\/p>\n<p>Todd Garofano said he presented the shampoo-assistant bill to Woerner\u2019s office and worked with her chief of staff, Mark Luciano. He said his son had nothing to do with the initiative.<\/p>\n<p>Lisa Knepper, an expert on licensing requirements at the nonprofit Institute for Justice, noted research showing that the more a state\u2019s cosmetology board is dominated by industry professionals, the stiffer barriers to entry become.<\/p>\n<p>\u201cOne of the interests that have a lot of sway traditionally are cosmetology schools and barbering schools,\u201d Knepper told The Post.<\/p>\n<p>The state also expects to take its cut with applications, fees and fines from assistants and salons.<\/p>\n<p>Trade groups said that they were merely trying to clarify existing law by codifying the new title of shampoo assistant, and that doing so would protect salons and barbershops.<\/p>\n<p>\u201cThere are people in the state right now who have hired \u2018shampoo assistants\u2019 who are being fined now for doing it.
