want the Ukrainian army to push back the Russians to its preinvasion borders.\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.washingtonexaminer.com\/opinion\/editorials\/supporting-ukraine-doesnt-mean-re-fighting-the-crimean-war\" class=\"icon none\">Retaking the Crimea<\/a>\u00a0as\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/thehill.com\/opinion\/national-security\/3495609-us-ukraine-need-to-agree-on-goals\/\" class=\"icon none\">President Volodymyr Zelensky aspires<\/a>, is a terribly remote prospect absent direct NATO military engagement.<\/p>\n<div class=\"paywall\">\n       Defense Secretary Lloyd Austin has said the United States hopes the war weakens\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/world\/2022\/04\/25\/russia-weakened-lloyd-austin-ukraine-visit\/\" class=\"icon none\">Russia\u2019s ability to pursue more land grabs<\/a>\u00a0but an equally important objective should be to send China the message that invading Taiwan or similar adventures in the Pacific would come at terribly high costs.<\/p>\n<p>Unfortunately, the\u00a0Ukrainian\u00a0army is simply outnumbered and\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.wsj.com\/articles\/ukraine-fears-defeat-in-east-without-surge-in-military-aid-11655092861\" class=\"icon none\">outgunned<\/a>. President Joe Biden has refused to equip Ukrainian soldiers with\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.wsj.com\/articles\/new-u-s-guided-rockets-strengthen-ukraines-hand-against-russia-11656698614\" class=\"icon none\">longer range rockets<\/a>, artillery and intelligence to reach inside Russia, strike Moscow\u2019s military leaders, and cripple its supply chain.<\/p>\n<h4><span class=\"ez-toc-section\" id=\"NATO_is_losing_the_long_game\"><\/span>NATO is losing the long game<span class=\"ez-toc-section-end\"><\/span><\/h4>\n<p>America and allies have chosen a white-glove war by relying on\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.bbc.com\/news\/world-europe-60125659\" class=\"icon none\">economic sanctions<\/a>\u00a0and leaving Ukrainian soldiers to suffer\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.bbc.com\/news\/world-europe-61742736\" class=\"icon none\">unsustainable losses<\/a>\u00a0and civilians to bear indiscriminate bombing and war crimes.<\/p>\n<p>NATO is losing the long <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/game\/\" data-internallinksmanager029f6b8e52c=\"7\" title=\"Game\" target=\"_blank\" rel=\"noopener\">game<\/a>\u2014the sanctions war and the contest for European public support.<\/p>\n<p>Western sanctions will\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-06-01\/sanctions-deal-russian-consumer-economy-worst-hit-since-pandemic\" class=\"icon none\">shrink Russian GDP by 10% this year<\/a>\u00a0and stifle long-term growth. But for\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.foreignaffairs.com\/articles\/russian-federation\/2022-06-21\/can-putin-survive\" class=\"icon none\">a people<\/a>\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.wsj.com\/articles\/in-russias-biggest-cities-ukraine-war-fades-to-background-noise-11656670347\" class=\"icon none\">complicit<\/a>\u00a0with President Vladimir Putin\u2019s quest to re-create the\u00a0empire\u00a0of\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/2022\/jun\/10\/putin-compares-himself-to-peter-the-great-in-quest-to-take-back-russian-lands\" class=\"icon none\">Peter the Great<\/a>, those are proving bearable sacrifices.<\/p>\n<p>Popular support for the war in Russia is\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.atlanticcouncil.org\/blogs\/ukrainealert\/more-than-three-quarters-of-russians-still-support-putins-ukraine-war\/\" class=\"icon none\">holding up<\/a>, and the invasion enjoys the\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.wsj.com\/articles\/putin-orthodox-church-ally-kirill-russian-support-for-war-11653495434\" class=\"icon none\">blessings of the Russian Orthodox Church<\/a>.<\/p>\n<p>European and American sanctions on Russian oil are only partially curtailing exports, as those get rerouted to\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-06-13\/russia-s-crude-flows-to-asia-take-hold-near-unprecedented-levels\" class=\"icon none\">China, India and elsewhere in Asia<\/a>. That process has raised prices<br \/>\n        CL00,<br \/>\n        <bg-quote field=\"percentchange\" format=\"0,000.00%\" channel=\"\/zigman2\/quotes\/209723049\/delayed\" class=\"negative\">-1.72%<\/bg-quote><br \/>\n       enough that\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.energyintel.com\/00000181-629c-dc60-afe3-eaffd9db0000\" class=\"icon none\">Moscow\u2019s oil revenues are increasing<\/a>\u00a0and more than adequate to finance its invasion indefinitely.<\/p>\n<p>U.S. and European energy policies are maddening. The\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.bloomberg.com\/opinion\/articles\/2022-06-09\/netherlands-groningen-gas-field-offers-opportunity-to-loosen-putin-energy-grip\" class=\"icon none\">Dutch are shutting down the largest natural gas field in the EU<\/a>, and Biden\u2019s\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.wsj.com\/articles\/biden-crusade-for-green-energy-oil-venezuela-saudi-arabia-solar-panels-cost-emissions-11655038751\" class=\"icon none\">war on U.S. oil and gas<\/a>\u00a0will significantly curtail U.S. LNG exports to Europe.<\/p>\n<div id=\"cx-membership-tile\"><\/div>\n<h4><span class=\"ez-toc-section\" id=\"Mood_for_appeasement\"><\/span>Mood for appeasement<span class=\"ez-toc-section-end\"><\/span><\/h4>\n<p>Meanwhile, Russia\u2019s counter sanctions\u2014slowly turning the screws by\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.politico.eu\/article\/russia-halts-gas-supply-to-the-netherlands\/\" class=\"icon none\">cutting off<\/a>\u00a0or\u00a0reducing\u00a0natural\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/apnews.com\/article\/russia-ukraine-france-italy-european-union-39f69052043b910e6880086da9528bf3\" class=\"icon none\">gas<\/a>\u00a0<br \/>\n        NG00,<br \/>\n        <bg-quote field=\"percentchange\" format=\"0,000.00%\" channel=\"\/zigman2\/quotes\/210189548\/delayed\" class=\"positive\">+1.59%<\/bg-quote><br \/>\n       exports to most EU consumers\u2014promise a cold winter,\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.wsj.com\/articles\/some-european-factories-long-dependent-on-cheap-russian-energy-are-shutting-down-11655112927\" class=\"icon none\">shuttered factories<\/a>,\u00a0and unemployment.\u00a0\u00a0<\/p>\n<p>Russia\u2019s blockade of Black Sea ports is\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.wsj.com\/articles\/ukraine-is-struggling-to-export-its-grain-and-heres-why-11654421400?no_redirect=true&amp;mod=mhp\" class=\"icon none\">limiting Ukrainian grain exports<\/a>\u00a0and driving up European and U.S. inflation. It\u2019s imposing terrible hardships and creating\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/voxeu.org\/article\/war-ukraine-world-food-prices-and-conflict-africa\" class=\"icon none\">destabilizing consequences<\/a>\u00a0in developing countries forced to compete financially as global markets ration scarce grain<br \/>\n        W00,<br \/>\n        <bg-quote field=\"percentchange\" format=\"0,000.00%\" channel=\"\/zigman2\/quotes\/210389638\/delayed\" class=\"positive\">+3.02%<\/bg-quote><br \/>\n       and other foodstuffs.<\/p>\n<p>In contrast to the solidarity of the Russian people,\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.washingtontimes.com\/news\/2022\/jun\/15\/western-solidarity-tested-europeans-divided-over-i\/\" class=\"icon none\">European popular support for continued aid to Ukraine does not match sentiment for a negotiated peace<\/a>\u2014polite words for <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>easement.<\/p>\n<p>Granted, sentiments vary. In Poland defeating Putin remains a high priority, but about half of the German and Italian public favor im<a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">media<\/a>te peace.<\/p>\n<p>The bottom line is political leaders in Europe are losing the war on the home front.<\/p>\n<p>After U.S. midterm elections, it could prove unsettling to see how much a new Republican majority or a\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.wsj.com\/articles\/oregon-joe-manchin-lost-his-2022-midterm-primary-kurt-schrader-mcleod-skinner-blue-dogs-moderate-democrat-inflation-abortion-11653427554\" class=\"icon none\">barricaded progressive caucus<\/a>\u00a0in the House backs Biden\u2019s expensive, tightly circumscribed support for Ukraine. And how much opposition wells up among Republican aspirants for the White House.<\/p>\n<p>In Asia, China is becoming\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-06-12\/china-alarms-us-with-new-private-warnings-to-avoid-taiwan-strait\" class=\"icon none\">more assertive in its warnings to U.S. military that the Taiwan Straits are not international waters<\/a>\u2014something U.S. policy does not concede. And Beijing could interpret that the U.S. reluctance to risk its military in the Ukrainian conflict indicates the Americans will have little stomach for a sustained conflict to defend Taiwan.<\/p>\n<p>To maintain popular support and discourage Chinese aggression, war aims and supporting domestic policies must be clear and strategies must make sense, but Biden offers neither.\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2022\/05\/31\/opinion\/biden-ukraine-strategy.html\" class=\"icon none\">Merely stating<\/a>\u00a0we will accept no peace terms unacceptable to Ukrainians is ridiculous when Zelensky says he wants to retake the Crimea.<\/p>\n<p>The Europeans and Americans need to realign their domestic fossil-fuel strategy to a wartime footing\u2014while continuing to build wind and solar capacity quickly.<\/p>\n<h4><span class=\"ez-toc-section\" id=\"Break_the_Black_Sea_blockade\"><\/span>Break the Black Sea blockade<span class=\"ez-toc-section-end\"><\/span><\/h4>\n<p>NATO can\u2019t invade Russia and overthrow Putin, but it can crack the agricultural commodities embargo, increase domestic natural gas production and equip the Ukrainian army with the\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/2022\/jun\/06\/ukraine-needs-many-more-rocket-launchers-from-west-says-adviser\" class=\"icon none\">materiel<\/a>\u00a0and intelligence to destroy Russia\u2019s supply chain and target critical infrastructure and military leaders inside Russia.<\/p>\n<p>NATO could relieve pressure on its economies by\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.bloomberg.com\/opinion\/articles\/2022-05-29\/russia-ukraine-war-break-putin-s-blockade-of-black-sea-wheat-ports\" class=\"icon none\">organizing naval convoys for Ukraine\u2019s grain<\/a>\u00a0and guaranteeing the security of Ukrainian Black Sea ports. It could position substantially more troops in Poland, the Baltics and elsewhere along its eastern flank to occupy the resources of Russian military planners.
