This is embarrassing to the Council.\u201d<\/p>\n<p>Education law mandates that the Panel for Educational Policy \u2014 the citywide school board of mostly mayoral appointees \u2014\u00a0approve a yearly estimated education budget\u00a0before the City Council vote.
