But the goal is ultimately to \u201cexpand the pool of people\u201d who enter the construction field.<\/p>\n<p>\u201cIt\u2019s overwhelmingly male, and we need to expand the range of people more,\u201d Herbert said. \u201cWe need more women on the job.\u201d<\/p>\n<p>Only 11% of workers employed in the construction industry are women, according to a 2021 <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.bls.gov\/cps\/cpsaat18.htm\" class=\"icon none\">estimate<\/a> by the Bureau of Labor Statistics. <\/p>\n<p>Immigration is another key way to bring more workers on board to build more homes, Herbert said. \u201cGoing back 20 years, we built two million homes a year in the early 2000s,\u201d Herbert said \u201cAnd a lot of that was through immigration.\u201d<\/p>\n<p>Immigrants comprised roughly a quarter of all construction workers in 2021, according to <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/eyeonhousing.org\/2021\/03\/states-and-construction-trades-most-reliant-on-immigrant-workers\/\" class=\"icon none\">the National Association of Home Builders<\/a>. The number is more pronounced in states like California and Texas. Texas also has the highest <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/eyeonhousing.org\/2022\/07\/hispanics-comprise-61-of-the-construction-workforce-in-texas\/\" class=\"icon none\">share<\/a> of Hispanic workers in the construction labor force, at 61%, followed by California, at 55%. <\/p>\n<p>Herbert said immigration reform would be a way to expand the supply of workers available for builders to call on to meet demand.<\/p>\n<p>In addition to a shortage of building materials from doors to transformers, the labor shortage has been a key contributor to the slowness of building new homes in the U.S. Demand has skyrocketed, with more millennials entering prime household formation years, a <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.jchs.harvard.edu\/sites\/default\/files\/reports\/files\/Harvard_JCHS_State_Nations_Housing_2022.pdf\" class=\"icon none\">study<\/a> by Harvard\u2019s Joint Center for Housing Studies found recently.<\/p>\n<p>According to the study, households under the age of 35 posted the largest increase in home ownership rates of any group between early 2020 and early 2022.<\/p>\n<div id=\"cx-membership-tile\"><\/div>\n<p>And even though the number of homes under construction is \u201cthe highest ever,\u201d Herbert said, \u201cit\u2019s not because we\u2019re building so many homes \u2026 it\u2019s because it\u2019s taking so long to build.\u201d<\/p>\n<p>Construction on new homes in the U.S. fell 14.4% in May, according to the last report by the Commerce Department.
