\n Rats are running rampant and dangerously under-prepared snowplow drivers could hit New York\u2019s streets thanks to recent city budget cuts, a sanitation union boss told The Post.<\/p>\n

\u201cI realize the city is tight with money, but they\u2019ve made moves in this agency that are dangerous moves,\u201d Uniformed Sanitationmen\u2019s Association President Harry Nespoli said in an exclusive interview.<\/p>\n

Like other municipal agencies, the Department of Sanitation was subject to substantial spending cuts in the most recent fiscal year budget, as the city stares down the barrel of a $9 billion revenue shortfall created in part by the coronavirus.<\/p>\n

At the DSNY, the cutbacks included a reduction in weekday basket truck pickups from curbside garbage bins, saving about $2.5 million.<\/p>\n

\u201cThose baskets on the corners now are going to get filled and overflow quicker. Rats are coming out in the daytime,\u201d Nespoli said, noting that vermin and rotting trash can cause public health problems.<\/p>\n

He also said DSNY Commissioner Kathryn Garcia has told him there\u2019s no money to train 963 new workers on how to operate plows on city streets.<\/p>\n

The snow training includes drivers covering the routes before the flurries fly, learning where to put the snow and how to use the equipment.<\/p>\n

The mileage covered by city plows during storms equals a trip<\/a> from New York to California and back, Nespoli said, underscoring the need for operators to know what they\u2019re doing.<\/p>\n

\u201cRight now we\u2019re not prepared,\u201d said Nespoli, who represents 6,500 members and chairs the powerful Municipal Labor Committee.<\/p>\n

\u201cWhen do you put a dollar [value] on a life or trying to keep people safe?\u201d he continued. \u201cTraining is very important.\u201d<\/p>\n

The last time a mayor ignored Nespoli\u2019s advice about the importance of training his workers to combat blizzards was during the Bloomberg era, when the Christmas blizzard of 2010 saw many outer-borough side streets go unplowed and bystanders were forced to push a snowbound ambulance.<\/p>\n

A DSNY spokesman said that snow training hasn\u2019t been specifically cut, but that it involves overtime hours, the funding for which is uncertain.<\/p>\n

\u201cThe fiscal year 2020-2021 budget involved difficult choices across the City, including at Sanitation, but the safety and wellbeing of our sanitation workers is paramount, and we hope the federal government will step in to support critical operations,\u201d said agency spokesman Joshua Goodman.<\/p>\n

\u201cRegardless of what happ<\/a>ens, all New Yorkers must work together to keep our streets clean \u2013 remember, homeowners and businesses are responsible for cleaning 18 inches from the curb, and throwing household or business trash in corner baskets is against the law,\u201d Goodman said.<\/p>\n

The agency already saved $52 million in snow removal costs thanks to last year\u2019s mild winter \u2014 but that wasn\u2019t enough to spare it cuts this year.<\/span><\/p>\n

Other Sanitation Department cuts include the suspension of its composting program (saving $24.5 million), stopping the collection of e-waste like old computers ($3.4 million), and reducing recycling outreach ($2.9 million).<\/p>\n

The effects of the overall spending cuts have already been apparent across the city, including in several parks and playgrounds, where trash has gathered and grass has overgrown.\n <\/p><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<\/div>\n
