The developer\u2019s 3 WTC and 4 WTC are 90 percent and 100 percent leased, respectively. Critics, including former Mayor Bill de Blasio and several elected officials, are demanding that the\u00a0entire residential portion \u2014 some 1,200 planned apartments \u2014 be used as \u201caffordable\u201d\u00a0housing, a requirement that would be\u00a0un-affordable to the developers.<\/p>\n<p>The current plan calls for about 25% of the units to be set aside for lower-income tenants. The gripes\u00a0will be aired at several planned public hearings.<\/p>\n<p>It\u2019s a sure bet that both new skyscrapers will rise one day.
