Despite the shortage of housing in the U.S., it\u2019s been challenging for builders to quickly ramp up production to meet demand.<\/p>\n<p>That\u2019s because of a variety of factors \u2014 from navigating lumber tariffs to a shortage of labor. And with interest and mortgage rates rising, on top of inflation making building materials more expensive, homebuilder sentiment has plunged, as would-be buyers take a pause.\u00a0<\/p>\n<div class=\"paywall\">\n       To illustrate the five key drivers that influence homebuilders, the National Association of Home Builders\u2019 chief economist Robert Dietz shared a list of  the \u201c5 L\u2019s\u201d of homebuilding with MarketWatch.<\/p>\n<p>Every single one of these factors is presenting a challenge to builders at the moment, and that in turn is putting pressures on homebuyers, renters and others caught up in America\u2019s housing sector. <\/p>\n<h6><span class=\"ez-toc-section\" id=\"Labor\"><\/span>Labor<span class=\"ez-toc-section-end\"><\/span><\/h6>\n<p>It\u2019s tough to find construction workers. So much so that one Harvard expert said the solution to fixing the shortage was to entice more women to join the construction sector, and to reform immigration laws so more immigrants could get construction jobs, too.<\/p>\n<p>The construction industry needs about 650,000 more workers on top of the normal pace of hiring to meet demand this year, according to <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.abc.org\/News-Media\/News-Releases\/entryid\/19255\/abc-construction-industry-faces-workforce-shortage-of-650-000-in-2022\" class=\"icon none\">analysis<\/a> by Associated Builders and Contractors.\u00a0\u00a0<\/p>\n<p>In 2023, the industry will need 590,000 more new workers to keep pace with demand, even after assuming construction spending growth slows.<\/p>\n<p>\u201cLabor is a bloodbath,\u201d Brian Tucker, who owns Tucco Home Improvements in Peyton, Colorado. His company does contracting and remodeling work.<\/p>\n<p>\u201cIt\u2019s hard to find anyone who is willing to work, and even then, it\u2019s $30 an hour,\u201d Tucker added, \u201cwhich is not feasible for hauling drywall out of homes.\u201d<\/p>\n<div id=\"cx-membership-tile\"><\/div>\n<h6><span class=\"ez-toc-section\" id=\"Lumber_and_other_materials\"><\/span>Lumber (and other materials)<span class=\"ez-toc-section-end\"><\/span><\/h6>\n<p>Lumber prices remain elevated. They\u2019ve been on a wild ride over the last year, hitting new highs and then plunging sharply. But overall, the increase in softwood lumber prices have added $14,345 to the price tag of the average new single-family home, the NAHB estimated <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/eyeonhousing.org\/2022\/07\/since-pandemic-onset-lumber-products-have-added-14k-to-house-price-51-to-rent\/\" class=\"icon none\">in a blog post<\/a>, and $5,511 to the market value of an average new apartment.\u00a0<\/p>\n<p>If you\u2019re renting, your household\u2019s paying an additional $51 a month in rent for your new apartment, thanks to lumber.<\/p>\n<h6><span class=\"ez-toc-section\" id=\"Lending\"><\/span>Lending<span class=\"ez-toc-section-end\"><\/span><\/h6>\n<p>Interest rates affect homebuilders\u2019 and developers\u2019 borrowing costs. And with the Federal Reserve hiking rates four times since March, that\u2019ll increase expenses for builders, on top of homeowners.<\/p>\n<p>\u201cHigher rates affect supply and demand,\u201d Dietz said.\u00a0 <\/p>\n<p>\u201cThe demand impact is obvious,\u201d he added. Higher mortgage rates are pushing would-be homeowners to wait on buying a home. That\u2019s also affecting demand, which in turn, slows homebuilders\u2019 businesses. The average rate on the 30-year fixed-rate mortgage was 5.3% for the week ending July 28, according to Freddie Mac.\u00a0<\/p>\n<p>But higher interest rates also \u201cmeans the cost of builder and developer loans increase, which make it more expensive to develop land and build homes,\u201d Dietz stressed. \u201cPeople often forget this.\u201d<\/p>\n<h6><span class=\"ez-toc-section\" id=\"Laws\"><\/span>Laws<span class=\"ez-toc-section-end\"><\/span><\/h6>\n<p><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/eyeonhousing.org\/2021\/05\/regulation-now-accounts-for-93870-of-the-average-new-home-price\/\" class=\"icon none\">Regulations<\/a> \u2014 from zoning <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>rovals to fees to labor requirements \u2014 can also add to builders\u2019 costs. But it hasn\u2019t always been this way, which most Americans know.<\/p>\n<p>Christopher Herbert, managing director of Harvard\u2019s Joint Center for Housing Studies, recalled in an interview with MarketWatch that in 2006, homebuilders built more homes than needed.\u00a0<\/p>\n<p>But after the Great Recession, the regulatory environment shifted. Jurisdictions became more restrictive, and\u00a0 \u201cthere\u2019s a lot more caution on the financing side,\u201d he explained.<\/p>\n<h6><span class=\"ez-toc-section\" id=\"Lotsland\"><\/span>Lots\/land<span class=\"ez-toc-section-end\"><\/span><\/h6>\n<p>Lastly, builders need developed lots to build on, but there\u2019s been a shortage of that.
