Credit: Rebecca Clements, Author provided<br \/>\n            <\/figcaption><\/figure>\n<\/p><\/div>\n<\/div>\n<p>In the popular Japanese <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/watch-movies-tv-seriess\/\" data-internallinksmanager029f6b8e52c=\"8\" title=\"Watch Movies &amp; TV Series\" target=\"_blank\" rel=\"noopener\">TV series<\/a> <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.netflix.com\/tudum\/articles\/how-is-old-enough-made\">Old Enough<\/a>, very young children are sent out into their neighborhood on their first solo errand. The release of this long-running series on Netflix this year <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/slate.com\/business\/2022\/04\/old-enough-netflix-do-japanese-parents-really-send-toddlers-on-errands.html\">created<\/a> a <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.theguardian.com\/tv-and-radio\/2022\/apr\/07\/old-enough-the-japanese-tv-show-that-abandons-toddlers-on-public-transport\">buzz<\/a> among Western viewers about children <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/trip-and-travel\/\" data-internallinksmanager029f6b8e52c=\"10\" title=\"Trip &amp; Travel\" target=\"_blank\" rel=\"noopener\">travel<\/a>ing around their neighborhoods on their own when only two to four years old.<\/p>\n<section class=\"article-banner first-banner ads-336x280\">\n         <!-- \/4988204\/Phys_Story_InText_Box --><\/p>\n<\/section>\n<p><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.newyorker.com\/culture\/on-television\/the-gentle-thrills-of-old-enough-a-show-about-toddlers-running-errands\">Some viewers<\/a> felt it would be challenging, if not impossible, in their own neighborhoods to give children such liberty. <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.npr.org\/sections\/goatsandsoda\/2022\/04\/20\/1093153651\/a-4-year-old-can-run-errands-alone-and-not-just-on-reality-tv\">Many<\/a> expressed longing for a time when children in their countries had similar freedoms. <\/p>\n<p>Another popular TV show, Bluey, depicts the realities of children&#8217;s transport in Australia today. The family&#8217;s young children are mostly seen traveling in the back seats of their parents&#8217; 4x4s, roaming only houses or childcare centers. <\/p>\n<p>In <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/iview.abc.net.au\/video\/CH2003Q015S000\">one episode<\/a>, the father recalls a time when at age 10 he and his peers roamed freely on BMX bikes around a holiday town. His children are shocked that he walked alone to a campsite shower block (<i>&#8220;hey, it was the 80s!&#8221;<\/i>).<\/p>\n<p>The contrasts with Japan raise the question: how can we rethink our cities so children can once again get around safely on their own and benefit from diverse neighborhood experiences?<\/p>\n<p><b>The cultures and policies are different<\/b><\/p>\n<p><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/14733285.2018.1453923\">For decades<\/a> in Japan, <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/ajph.aphapublications.org\/doi\/full\/10.2105\/AJPH.2012.300913?casa_token=-rThDoWBCnoAAAAA%3AlQEQLQypJIXnH32jLvdmuzTJMGC5LpcBts-G-HMMiwllm_Csu53FppDVrEZCMBhmzyLx-DrU\">roughly 98%<\/a> of children have walked or cycled to and from school. Even <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.smh.com.au\/politics\/federal\/walking-home-from-kindergarten-should-be-childs-play-20120228-1u0uj.html\">kindergarten kids<\/a> manage the trip on their own. Children&#8217;s levels of independent mobility are <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/westminsterresearch.westminster.ac.uk\/item\/98xyq\/children-s-independent-mobility-an-international-comparison-and-recommendations-for-action\">among the highest in the world<\/a>.<\/p>\n<figure class=\"mb-4\" itemscope=\"\" itemtype=\"http:\/\/schema.org\/VideoObject\">\n    <meta itemprop=\"name\" content=\"Our kids are no longer \u2018free range\u2019\"\/><br \/>\n    <meta itemprop=\"url\" content=\"https:\/\/www.youtube.com\/watch\/?v=qA_AUMxSZUM\"\/><br \/>\n    <meta itemprop=\"description\" content=\"Old Enough is an eye-opener for viewers outside Japan.\"\/><br \/>\n    <meta itemprop=\"uploadDate\" content=\"2022-08-04T06:28:33-04:00\"\/><br \/>\n        <meta itemprop=\"embedUrl\" content=\"https:\/\/www.youtube.com\/embed\/qA_AUMxSZUM\"\/><br \/>\n    <meta itemprop=\"thumbnailUrl\" content=\"https:\/\/img.youtube.com\/vi\/qA_AUMxSZUM\/maxresdefault.jpg\"\/><\/p>\n<p>             <iframe loading=\"lazy\" title=\"Reality Show Has Toddlers Running Errands Alone\" width=\"640\" height=\"360\" src=\"https:\/\/www.youtube.com\/embed\/qA_AUMxSZUM?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><figcaption class=\"text-darken text-low-up mt-4\" itemprop=\"caption\">Old Enough is an eye-opener for viewers outside Japan.<\/figcaption><\/figure>\n<p>The <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/2022\/may\/27\/astonishing-errands-old-enough-japanese-creator-on-the-child-star-tv-hit\">social practice of &#8220;first errands&#8221;<\/a> gently initiates children into community participation. In Old Enough, community members keep an eye on the children and  help them along the way as they complete their errands. The youngsters develop confidence to navigate their local neighborhoods.<\/p>\n<p>Beyond personal and community values, what changes might make this possible for our own children? Our research on Japanese and Australian cities explores <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S0966692318302795\">multiple factors<\/a> that make cities child-friendly.<\/p>\n<p>In many Japanese cities\u2014<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/journals.sagepub.com\/doi\/abs\/10.2304\/gsch.2011.1.3.226\">though not all<\/a>\u2014urban policies support low-traffic neighborhoods with people-centered streets. People can walk to nearby shops and services because <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.youtube.com\/watch?v=wfm2xCKOCNk&amp;t=306s\">mixed-use zoning<\/a> creates a neighborhood blend of housing, retail and public services, while transit-oriented design means communities are built around public transport hubs. <\/p>\n<p>Japan&#8217;s <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.reinventingparking.org\/2014\/06\/japans-proof-of-parking-rule-has.html\">parking policies<\/a> also reduce neighborhood car traffic. A <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/B9780128152652000066\">nationwide ban<\/a> on overnight street parking is strictly enforced. Street parking is <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/B9780128146941000166\">especially<\/a> <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S0016718506001758\">risky<\/a> for young children. <\/p>\n<p>Most buildings are exempt from minimum parking regulations and many homes and businesses have no parking. They lease nearby off-street spaces if needed. Parking lots in cities like Tokyo are typically small (the size of one housing plot or less) and some use space-efficient car-stacking <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/technology\/\" data-internallinksmanager029f6b8e52c=\"4\" title=\"Technology\" target=\"_blank\" rel=\"noopener\">technology<\/a>.<\/p>\n<p>Because of these policies, many Japanese urban neighborhoods function like &#8220;<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.routledge.com\/Supergrid-and-Superblock-Lessons-in-Urban-Structure-from-China-and-Japan\/Chen\/p\/book\/9780367478889\">superblocks<\/a>.&#8221; Most car traffic and parking is around main roads. Inner-neighborhood streets have very low speed limits (often around 20km\/h) and are relatively car-free. <\/p>\n<p>Cars are &#8220;guests&#8221; passing through neighborhoods that belong to walkers and cyclists. Credit: PhD work by Rebecca Clements, adapted from Google Maps, Author provided<br \/>\n            <\/figcaption><\/figure>\n<\/p><\/div>\n<\/div>\n<p><b>Our streets were once the domain of children<\/b><\/p>\n<p>Australian children had <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.elsevier.com\/books\/children-s-active-transportation\/larouche\/978-0-12-811931-0\">similar freedoms<\/a> before we became a car-based society. <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.jstor.org\/stable\/23289971\">In the early 20th century<\/a>, children as young as four were able to venture out on their own.  <\/p>\n<p>While children&#8217;s ability to get about on their own in their local neighborhood <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nuffieldfoundation.org\/sites\/default\/files\/files\/7350_PSI_Report_CIM_final.pdf\">varies widely<\/a> <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.tandfonline.com\/doi\/abs\/10.1080\/14733285.2014.952186\">by country<\/a>, in Australia independent mobility has plummeted in only a generation or two. What parents once did unthinkingly, their children now cannot contemplate.<\/p>\n<p><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.tandfonline.com\/doi\/abs\/10.1080\/14733285.2015.1082083?journalCode=cchg20\">Only about 20%<\/a> of children were driven to school in the 1970s. By 2003, it was nearly 70%. Australia&#8217;s overall rates of walking and cycling to and from school <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.activehealthykids.org\/wp-content\/uploads\/2022\/03\/Australia-report-card-long-form-2022.pdf\">haven&#8217;t improved<\/a> since then.<\/p>\n<p>School drop-off chaos is a recent phenomenon. <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC6267483\">Common reasons given<\/a> by parents include increased distances to school and other destinations, and fears of abduction or even others&#8217; judgments. Escorting children on their travels is often seen <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/apo.org.au\/node\/306341\">as solely the responsibility of parents<\/a>, and not <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.abc.net.au\/everyday\/when-can-kids-walk-to-school-and-play-outside-alone\/11770324\">the community as in Japan<\/a>.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p lang=\"en\" dir=\"ltr\">&#8220;Back to Normal.&#8221; <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/hashtag\/Sydney?src=hash&amp;ref_src=twsrc%5Etfw\">#Sydney<\/a> Pic from friend S who&#8217;s &#8220;Stuck in traffic&#8221; as 2,000 kids get dropped at <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/hashtag\/school?src=hash&amp;ref_src=twsrc%5Etfw\">#school<\/a> by car. Credit: PhD work by Rebecca Clements, Author provided<br \/>\n            <\/figcaption><\/figure>\n<\/p><\/div>\n<\/div>\n<p>&#8220;[\u2026] the occupation, by moving and parked automobiles, of larger portions of the streets, thus detracting from their safety and depriving children of the privilege of quiet and open spaces for play.&#8221;<\/p>\n<p>Since then, zoning, <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.youtube.com\/watch?v=kMnEyLfqGbw\">road rules<\/a> and even responses to unsafe roads such as  <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.amazon.com\/Design-Childhood-Material-Shapes-Independent\/dp\/1632866358\">playgrounds<\/a> have deprived children of the freedom to experience their neighborhood on their own. <\/p>\n<p><b>Many good reasons to reverse the trend<\/b><\/p>\n<p>Allowing children freedom to move safely around their neighborhoods has <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.elgaronline.com\/view\/edcoll\/9781789900460\/9781789900460.00048.xml\">well-established benefits<\/a>. These include physical and mental health, sense of belonging and place, <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">social<\/a>ization and <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.icevirtuallibrary.com\/doi\/abs\/10.1680\/muen.2001.145.2.191\">participation in public life<\/a>, and even <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/onlinelibrary.wiley.com\/doi\/full\/10.1111\/jpc.15754\">meaningful climate action<\/a>. <\/p>\n<p>People-oriented streets also have <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/doi.org\/10.1136\/bmj.n443\">community-wide benefits<\/a>: improved public health and safety, better air quality, less noise, more green space, reduced heat and flooding, and more equitable communities because of non-car transport options.<\/p>\n<p>The contrast between Australian cities and Japan, and our suburbs of the not-so-distant past, raises challenging questions.
