Up to 87,000\u00a0more\u00a0IRS agents\u00a0in the \u201cInflation Reduction Act\u201d President Joe Biden\u00a0signed Tuesday is troubling. And the IRS stockpile of 4,600 guns and 5 million rounds of ammunition is downright unnerving.<\/p>\n<p>How many of the new agents will be packing heat? Democrats won\u2019t say.<\/p>\n<p><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.openthebooks.com\/assets\/1\/6\/Militarization_Data_for_Imaging_FINAL_31.pdf\">The IRS\u00a0arsenal\u00a0of 4,600 guns<\/a> includes 3,282 pistols, 621 shotguns, 539 rifles, 15 fully automatic weapons and four revolvers. It\u2019s unclear who agents plan to shoot at. A recent IRS job posting says <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>licants must <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/web.archive.org\/web\/20220804060409\/https:\/www.jobs.irs.gov\/resources\/job-descriptions\/irs-criminal-investigation-special-agent\">\u201cbe willing to use deadly force.\u201d<\/a><\/p>\n<p>Democrats voted in lockstep to take $80 billion from taxpayers to supersize the IRS. A possible 87,000 new agents are a force larger than the combined personnel on all 11 US aircraft carriers. Four times the number of Border Patrol agents. The agency got into the policing business in 1919 and over time became abusive, conducting\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.youtube.com\/watch?v=3JyZu-Ic0lA\">armed raids<\/a>\u00a0on innocent small businesses exposed in 1997 and 1998 congressional hearings.<\/p>\n<p>Democrats won\u2019t tell you there are significant criminal-justice ramifications to giving the IRS this much money and power.<\/p>\n<p>As inspector <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/general\/\" data-internallinksmanager029f6b8e52c=\"3\" title=\"General\" target=\"_blank\" rel=\"noopener\">general<\/a> reports detail, the IRS doesn\u2019t respect your privacy or the concept of due process. Evidence-handling <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.atr.org\/irs-caught-storing-critical-evidence-break-rooms\/\">practices are\u00a0abysmal.<\/a> Handing the IRS a huge pile of cash won\u2019t change the agency\u2019s culture.<\/p>\n<p>The IRS\u2019s official government watchdog, the Treasury Inspector General for Tax Administration, has flagged severe problems with IRS gun management in numerous audits over the years.<\/p>\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\">\n<span class=\"embed-youtube\" style=\"text-align:center; display: block;\"><iframe loading=\"lazy\" title=\"Small business owner describes armed IRS raid\" width=\"640\" height=\"360\" src=\"https:\/\/www.youtube.com\/embed\/3JyZu-Ic0lA?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/span>\n<\/p>\n<\/figure>\n<p>\u201cThere is no national level review of firearms training records to ensure that all special agents meet the qualification requirements,\u201d\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.treasury.gov\/tigta\/auditreports\/2018reports\/201830046fr.pdf\">TIGTA noted in a 2018\u00a0report.<\/a> \u201cSpecial agents not properly trained in the use of firearms could endanger the public, as well as their fellow special agents, and expose the IRS to possible litigation over injuries or for damages.\u201d<\/p>\n<p>Another <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/web.archive.org\/web\/20130213114703\/https:\/www.treasury.gov\/tigta\/auditreports\/2012reports\/201230104fr.pdf\">TIGTA\u00a0report\u00a0found <\/a>that in a three-year period (fiscal years 2009 to 2011), IRS agents fired their guns accidentally on more occasions than they fired them intentionally.<\/p>\n<aside class=\"single__inline-module alignleft\">\n<\/aside>\n<p>Some accidental discharges went unreported. Three out of the four such unreported cases\u00a0\u201cmay have resulted in property damage or personal injury.\u201d\u00a0The details of these specific incidents are redacted.\u00a0And afterward, the agency didn\u2019t even ensure that all involved agents received re<a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">media<\/a>l training.<\/p>\n<p>As the IRS deploys tens of thousands of new agents, expect fishing-expedition audits of small businesses. Corner stores, bodegas, barbershops and cash-intensive enterprises should be on alert because the agency has proven to be a bit slippery when approaching small-business owners.<\/p>\n<p>A <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.treasury.gov\/tigta\/auditreports\/2017reports\/201730025fr.pdf\">2017 inspector general\u00a0report<\/a>, for example,\u00a0detailed the ways in which IRS agents violated taxpayer rights and due process when investigating Americans for allegedly violating the $10,000 cash-reporting requirements.\u00a0It seized assets before it even interviewed property owners.\u00a0<\/p>\n<p>The report noted that agents would chat up owners without telling them they were being formally investigated. And failed to read them their rights:\u00a0\u201cIn only five of the 229 interviews conducted, noncustodial statements of rights, such as the right to remain silent, were provided.\u201d<\/p>\n<p>A sample of the cash investigations showed that actual tax-law violations were rare. TIGTA found:\u00a0\u201cOf the 252 legal source cases, tax law violations were identified by\u201d criminal investigation in just 21 \u2014 a mere 8%.<\/p>\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" loading=\"lazy\" width=\"1024\" height=\"683\" src=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/08\/AP22083569884056.jpg?w=1024\" alt=\"The outside of the Internal Revenue Service building in Washington, May 4, 2021.\" class=\"wp-image-23488482\" srcset=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/08\/AP22083569884056.jpg?quality=75&amp;strip=all&amp;w=2048 2048w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/08\/AP22083569884056.jpg?quality=75&amp;strip=all&amp;w=1536 1536w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/08\/AP22083569884056.jpg?quality=75&amp;strip=all 1024w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/08\/AP22083569884056.jpg?quality=75&amp;strip=all&amp;w=512 512w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\"\/><figcaption>A 2018 report found that IRS \u201cspecial agents not properly trained in the use of firearms.\u201d<\/figcaption><figcaption><span class=\"credit\">AP\/Patrick Semansky<\/span><\/figcaption><\/figure>\n<p>IRS agents jumped to conclusions and failed to consider reasonable explanations and defenses.\u00a0<\/p>\n<p>An audit can easily take two to three years and\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.youtube.com\/watch?app=desktop&amp;v=NC7yE9lXmtU\">weigh heavily<\/a>\u00a0on a small company. Time, money, stress. America\u2019s small businesses have been battered by politicians over the past three years. A fishing-expedition audit could mean lights out for some. With more agents, you\u2019ll see more law-abiding small-business owners give up and write a check to settle an IRS bill they don\u2019t legally owe, just to get the agency off their back. \u00a0\u00a0<\/p>\n<aside class=\"single__inline-module alignright\">\n    <\/aside>\n<p>Every single Democratic congressman and senator\u00a0voted to supersize the IRS \u2014 even the \u201cmoderates.\u201d No Republican voted for the bill. And every single Senate Democrat voted against\u00a0an amendment limiting increased audits to taxpayers earning more than $400,000.<\/p>\n<p>The bill contains 14 times the amount of funding for \u201cenforcement\u201d \u2014 such as audits \u2014 as for \u201ctaxpayer services\u201d \u2014 such as answering the phone. It even provides money for new cars for agents, though the inspector general found the fleet is\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.atr.org\/irs-unit-has-more-cars-agents-and-fails-ensure-cars-are-used-official-business\/\">already too large<\/a>\u00a0and the IRS can\u2019t prove the cars are used strictly for official business.<\/p>\n<p>In other words, it failed its own audit.<\/p>\n<p>The law also shovels more taxpayer money toward new IRS \u201coffice rent\u201d though\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.atr.org\/irs-chief-53-of-agents-work-from-home-full-time\/\">53% of IRS employees<\/a>\u00a0never set foot into an office because they \u201cwork from home.\u201d\u00a0How many of these are expected to pack heat and \u201cbe willing to use deadly force\u201d?<\/p>\n<p>Biden and the\u00a0Democrats say\u00a0they\u2019re simply targeting the rich and corporations.\u00a0But there are\u00a0only\u00a0700 or so\u00a0billionaires.\u00a0The rest of the country is you and me.<\/p>\n<p><em>Grover Norquist is president of Americans for Tax Reform.<\/em>\n                        <\/div>\n<blockquote><p><strong><span style=\"color: #ff6600;\">If you liked the article, do not forget to share it with your friends.
