A further ten million yearly subscribers automatically received discounted tickets.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A whopping one in five buyers had never used public transport before.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, as I previously anticipated, the primary beneficiaries of the scheme were urban dwellers with access to public transport at regular intervals. The research found that ticket purchases were twice as common in urban areas.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Around 10% of 9-euro ticket users left their car at least once in favor of the bus or train. Excuse me if I find this a little underwhelming.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The research did find that new ticket buyers saved 15 kilometers per week in car travel while existing transport users saved 8km.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Still, <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.agora-verkehrswende.de\/fileadmin\/Veranstaltungen\/2022\/9Euro-Ticket\/RWI_Andor_Webinar_Agora_Verkehrswende_9_Euro_Ticket.pdf\"><span style=\"font-weight: 400;\">research<\/span><\/a><span style=\"font-weight: 400;\"> by the RWI-Leibniz Institute for Economic Research in Essen, also showed that car driving increased among 9-euro ticket buyers by an average of 18 kilometers per week in June compared to April \u2014\u00a0 possibly as a result of improved summer weather.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">So it\u2019s an improvement, but I\u2019d be more interested to see the figures at other times of the year when people are holidaying less, and inclement weather makes waiting for public transport less <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>ealing.\u00a0<\/span><\/p>\n<h2><span class=\"ez-toc-section\" id=\"What_was_the_environmental_impact_of_the_E9_ticket\"><\/span><strong>What was the environmental impact of the \u20ac9 ticket?\u00a0<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p><span style=\"font-weight: 400;\">The average saving in greenhouse gases (CO2 equivalents) is around 600,000 tons of CO2 per month: around 1.8 million tons of CO2 in the campaign period. This equates to <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.epa.gov\/energy\/greenhouse-gas-equivalencies-calculator#results\"><span style=\"font-weight: 400;\">over 387,845 gasoline-powered passenger vehicles<\/span><\/a><span style=\"font-weight: 400;\"> driven for one year.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Analysis by traffic data company Tomtom for the German Press Agency shows that 23 out of 26 German cities had <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.zmescience.com\/science\/germanys-9-month-long-public-transit-ticket-seems-to-be-working\/\"><span style=\"font-weight: 400;\">a reduction in traffic congestion<\/span><\/a><span style=\"font-weight: 400;\">, a leading cause of air pollution during rush hour \u2014 up to 14% in cities like Hamburg and Wiesbaden.<\/span><\/p>\n<h2><span class=\"ez-toc-section\" id=\"Additional_social_benefits\"><\/span><strong>Additional social benefits\u00a0<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p><span style=\"font-weight: 400;\">The \u20ac9 ticket increased regional and weekend travel, especially for people who usually can\u2019t afford long-distance travel.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Plus, one of the biggest wins of the ticket was a significant reduction in fare evasion, a problem that has plagued the city for decades. In 2008, Udo Plessow, warden of Berlin\u2019s Pl\u00f6tzensee correctional facility, <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.thelocal.de\/20081215\/16145\/\"><span style=\"font-weight: 400;\">told<\/span><\/a><span style=\"font-weight: 400;\"> The Local that:\u00a0<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">At least 155 of our 480 inmates have been jailed in lieu of payment for fare dodging\u2026 Actually, we have more than that, but when the men are sentenced because of another crime as well, they don\u2019t get registered for fare dodging separately.<\/span><\/p>\n<\/blockquote>\n<p><span style=\"font-weight: 400;\">This number only increased. According to the Justice Senate Administration, in 2018, <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.morgenpost.de\/berlin\/article215729183\/Schwarzfahrer-sollen-in-Berlin-nicht-mehr-ins-Gefaengnis.html\"><span style=\"font-weight: 400;\">around 330 people were imprisoned annually<\/span><\/a><span style=\"font-weight: 400;\"> for non-payment of fines for fare evasion. Its reasons vary from deliberate to accidental. We\u2019re talking about a confusing transport system with a plethora of tickets which makes it easy for tourists to make errors and, consequently, vulnerable to fines.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The German capital also has a long history of resistance when it comes to paying for public transport. Called <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/9eurofonds.de\/\"><span style=\"font-weight: 400;\">9 Euro Fonds<\/span><\/a><span style=\"font-weight: 400;\">, it invites people to pay a monthly \u20ac9 fee into a collective pot. Any fines are then paid by the collective.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It\u2019s not the first initiative of this kind; <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/cst.collectifs.net\/Le-CST-en-2-mots\"><span style=\"font-weight: 400;\">similar schemes<\/span><\/a><span style=\"font-weight: 400;\"> existed in France and Belgium in the late 1990s.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But the idea is perilous. First off, you have no recourse if the fund fails to grow large enough to cover fines. Further, violence from ticket inspectors during ticket control is not uncommon in Berlin, with BPoC and Asians overrepresented. What\u2019s worse, a criminal record for fare evasion can serve as a black mark applications for permanent German or European citizenship.\u00a0<\/span><\/p>\n<h2><span class=\"ez-toc-section\" id=\"Is_the_future_free_public_transport\"><\/span><strong>Is the future free public transport?\u00a0<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p><span style=\"font-weight: 400;\">There are over 100 <\/span><span style=\"font-weight: 400;\">public transport <\/span><span style=\"font-weight: 400;\">schemes globally. These range from temporary when pollution or smog is high to free buses in Kansas and a completely free in Luxembourg.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Ultimately, I\u2019m unconvinced that Germany will ever introduce an entirely\u00a0<\/span><span style=\"font-weight: 400;\">free public transport system \u2014 the operational costs are far too high And that\u2019s before we look at the expense of improving regional public transport.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It\u2019s far more likely we\u2019ll see a carrot and stick ideology where it becomes less desirable to own, let alone drive and park a car, inevitably making public transport more appealing \u2014 alongside micromobility options.<\/span>\n                        <\/div>\n<p><script async src=\"\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<blockquote><p><strong><span style=\"color: #ff6600;\">If you liked the article, do not forget to share it with your friends.
