Pramila Jayapal (D-Wash.).\u00a0<\/p>\n<p>The move by members of the Congressional Progressive Caucus has infuriated Democrats and blunted the image of unity on Ukraine the party wanted to put forward in the final days of campaigning before the midterms.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr1_ab\">\n<\/aside>\n<p>\u201cI look forward to next year\u2019s Progressive Caucus election and new leadership,\u201d said one senior Democratic strategist involved with progressive candidates and on Capitol Hill. \u201cJayapal has lost the faith of her colleagues.\u201d<\/p>\n<p>Jayapal, a liberal in her third term representing Seattle, has made it well known in recent weeks that she\u2019s eying a chance to enter the Democratic leadership ranks after the elections, when there could be an expansive, top-down shakeup of the party brass.<\/p>\n<p>But the decision by her office <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/progressives.house.gov\/_cache\/files\/5\/5\/5523c5cc-4028-4c46-8ee1-b56c7101c764\/B7B3674EFB12D933EA4A2B97C7405DD4.10-24-22-cpc-letter-for-diplomacy-on-russia-ukraine-conflict.pdf\">to release\u00a0a letter\u00a0this week<\/a> pressing President Biden to engage directly with Russia to bring the months-long conflict in Ukraine to \u201ca rapid end\u201d has dumbfounded many of Jayapal\u2019s colleagues, who fear it weakened the president\u2019s hand \u2014 and strengthened embattled Russian President Vladimir Putin\u2019s \u2014 just as Ukrainian forces have turned the tide of the conflict in their favor.\u00a0<\/p>\n<p>It also seems to have undermined her chances of winning their support for a leadership bid.\u00a0<\/p>\n<p>\u201cIt\u2019s a deadly error for her,\u201d said a former House leadership aide who keeps in touch with lawmakers across the caucus. \u201cThat was a big screw-up. People were pissed \u2014 like, what are we doing on messaging?\u201d<\/p>\n<p>Like many ambitious Democrats angling for a leadership position, Jayapal has been quiet about what role she\u2019s aiming to fill. That\u2019s largely a function of the continued uncertainty surrounding the future of Speaker Nancy Pelosi (D-Calif.) and her top two lieutenants, Majority Leader Steny Hoyer (D-Md.) and Democratic Whip Jim Clyburn (S.C.), none of whom have announced their post-election plans.<\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\">\n<\/aside>\n<p>Still, Jayapal has made clear that she\u2019s considering a run at leadership \u2014 in a \u201ctop\u201d spot.\u00a0<\/p>\n<p>Jayapal\u2019s efforts to shape the Democratic Party have often stretched beyond the day-to-day legislative process in Congress and straddled the progressive-centrist divide.\u00a0<\/p>\n<p>Throughout Biden\u2019s first term in office, she has been perceived as a helpful ally to his administration and even the president himself. The two have had personal conversations and she is in regular touch with senior White House officials, including chief of staff Ron Klain.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr3_ab\">\n<\/aside>\n<p>Unlike some more outspoken members of the caucus, including those in the Squad, Democrats believe that Jayapal\u2019s willingness to stay mostly within the guardrails of the administration\u2019s priorities, while also pushing them to the left on key agenda items, has been one of her assets as chairwoman.\u00a0<\/p>\n<p>That advocacy has borne fruit, as progressives have scored countless provisions in the major pieces of legislation \u2014 including the recent climate, tax and health care bill \u2014 enacted by Biden this Congress.<\/p>\n<p>Defenders credit her discipline and ability to build consensus, often noting that she\u2019s become an expert in several different policy areas in a short period of time.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr4_ab\">\n<\/aside>\n<p>\u201cI\u2019ve worked with the CPC almost from the beginning when it was a very skimpy organization,\u201d said Larry Cohen, a close ally of Jayapal who chairs Our Revolution, a group aligned with Sen. Bernie Sanders (I-Vt.). \u201cThe amount of time and creativity that she has put into that organization, you wouldn\u2019t recognize it from what it was before.\u201d<\/p>\n<p>Cohen said that it was the work of House progressives under Jayapal\u2019s tenure who moved the ball forward on many of Biden\u2019s accomplishments.<\/p>\n<p>\u201cAnybody who thinks there is a strategy for real change without the Congressional Progressive Caucus I would call delusional,\u201d said Cohen. \u201cHer work ethic is at the highest level in terms of not self promotion, but focusing on the end result. She compromises to get things done, but also works the issues at almost [a] 168 hour a week limit.\u201d<\/p>\n<p>Still, this week\u2019s Ukraine uproar was not the first time Jayapal and her progressive supporters have stirred controversy within the party for breaking with Biden on key policies.<\/p>\n<p>Last year, as Biden sought to enact bipartisan legislation to fund national infrastructure projects, Jayapal and members of the caucus vowed to oppose that $1 trillion package unless it was accompanied by passage of another even larger bill: the $2.2 trillion climate, health and tax package known at the time as the Build Back Better Act.<\/p>\n<p>The resulting stalemate lasted for months, frustrating centrist Democrats who wanted to secure a big bipartisan victory for Biden, whose <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>roval rating had plummeted following the deadly withdrawal of U.S. troops from Afghanistan. Even now, there\u2019s lingering resentment among those moderates that the impasse was a self-inflicted wound on the party at large.\u00a0<\/p>\n<p>The debacle early this week brought even more scrutiny to Jayapal\u2019s leadership style and ability to execute on a strategy at a critical political moment.\u00a0 The letter\u2019s timing, which was released after early voting had started and as others prepare to go to the polls, had some Democrats cautioning that she might not be ready for an elevated spot.<\/p>\n<p>In offering a full retraction \u2014 after a bungled attempt at a clarification that left many Democrats more confused \u2014 Jayapal took partial responsibility for the letter\u2019s release, but also made a point to involve her staff, a move that in itself was seen as lacking diplomacy and violating an unspoken rule in Washington.<\/p>\n<p>\u201cIf you can\u2019t roll out a letter correctly without throwing your team under the bus, what can you\u00a0do?\u201d the campaign strategist said.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr5_ab\">\n<\/aside>\n<p>One progressive lawmaker and caucus member, Rep. Ro Khanna (D-Calif.), took to <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">Twitter<\/a> to defend staffers working inside the Progressive Caucus, while others said the online chatter doesn\u2019t help her cause.\u00a0<\/p>\n<p>\u201cIf Twitter is real life, there\u2019s an awful lot of people that are disappointed,\u201d said Jim Manley, a former Senate aide, who has been critical of Jayapal\u2019s handling of the caucus.\u00a0<\/p>\n<p>A spokesperson from the Congressional Progressive Caucus declined to comment.\u00a0<\/p>\n<p><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/progressives.house.gov\/_cache\/files\/5\/5\/5523c5cc-4028-4c46-8ee1-b56c7101c764\/B7B3674EFB12D933EA4A2B97C7405DD4.10-24-22-cpc-letter-for-diplomacy-on-russia-ukraine-conflict.pdf\">Released Monday,\u00a0the progressives\u2019 letter<\/a>\u00a0arrived at a time of heightened concerns that an increasingly desperate Putin is preparing some form of nuclear attack in Ukraine. The group of 30 liberals called on Biden to combine the substantial military and economic aid the U.S. has provided to Kyiv with \u201ca proactive diplomatic push, redoubling efforts to seek a realistic framework for a ceasefire.\u201d Such a settlement, they conceded, would likely involve \u201csome form of sanctions relief.\u201d\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr6_ab\">\n<\/aside>\n<p>Ukrainian leaders have resisted such negotiations, fearing they would inevitably lead to a loss of Ukrainian territory. They\u2019ve vowed to fight until Russian forces are expelled, and Biden has made clear that his policy will be to back their tactical decisions.\u00a0<\/p>\n<p>The blowback from fellow Democrats was swift, and it included repudiations from even some of the liberal lawmakers on the letter, who said they\u2019d signed it months ago, when the Ukraine war was in a different phase, and were not warned that Jayapal\u2019s office was releasing it this week. Some said they would never have endorsed such a message this month, given the recent success Ukraine has had militarily against the invading Russian forces.<\/p>\n<p>\u201cDiplomacy is one important tool in the process of making peace, but given the progression of the war, the war crimes and atrocities committed by Putin\u2019s regime and the Russian army, I would not have signed this letter today,\u201d said Rep. Raul Grijalva (D-Ariz.), a former chairman of the Progressive Caucus.<\/p>\n<p>Adding to the frustrations, Democrats heading into the midterms have sought to portray Republicans as the party that\u2019s unwilling to defend Ukraine \u2014 an argument fueled by House Minority Leader Kevin McCarthy\u2019s (R-Calif.)\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2022\/10\/18\/us\/politics\/mccarthy-ukraine-republicans.html\">recent warning\u00a0that Republicans<\/a>, if they take control of the House next year, would not write a \u201cblank check\u201d for assistance to Kyiv.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr7_ab\">\n<\/aside>\n<p>\u201cThis letter is an olive branch to a war criminal who\u2019s losing his war,\u201d Rep. Jake Auchincloss (D-Mass.), a former Marine,\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/JakeAuch\/status\/1584727936816803842?s=20&amp;t=RxvFECyvAGels7WDqpvjDw\">tweeted on Monday<\/a>. \u201cUkraine is on the march.
