In Washington this week, there are a few.<\/p>\n<aside class=\"ad-unit ad-unit--mr1_ab\"><\/aside>\n<p>Congress is back to work today amid a history-making, topsy-turvy midterm election in which control of the House next year remains on a <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.cnn.com\/politics\/live-news\/election-results-congress-senate-house-11-13-2022\/index.html\">knife\u2019s edge<\/a>, Democrats will hold the Senate and the 2024 presidential contest <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>ears brighter for <strong>President Biden<\/strong>, if he opts to run, while GOP losses on Nov. 8 sparked extensive Republican grousing about the undertow tied to former <strong>President Trump<\/strong>, who on Sunday continued fundraising around a promised \u201cbig announcement\u201d on Tuesday.<\/p>\n<p><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.politico.com\/news\/2022\/11\/13\/senate-republicans-wrestle-with-midterm-loss-00066644\">Politico<\/a>: GOP finger-pointing in every direction as party absorbs election losses.<\/p>\n<p>Republican challengers failed to defeat any Democratic incumbents in Senate races, which leaves a Dec. 6 runoff in Georgia between Sen. <strong>Raphael Warnock<\/strong> (D) and <strong>Herschel Walker<\/strong> (R) as the final piece of the Senate puzzle. Walker\u2019s odds are expected to narrow in a runoff when voters know the overall midterm results and turnout drops, The Hill\u2019s Al Weaver reports.<\/p>\n<p>If Georgians reelect Warnock over the Trump-endorsed former football star, Democrats would have a 51-seat majority, which would give Democrats more committee power over investigations, confirmation of the president\u2019s nominees and sway to send bills to the Senate floor.<\/p>\n<p>Biden, who for weeks publicly expressed optimism about Democrats\u2019 chances of winning despite inflation and national angst, exulted in the voter turnout and ability to trim GOP victories in the House, even if Republicans gain control after the last ballots are counted. <em>\u201cI think it\u2019s a reflection of the quality of our candidates\u201d<\/em> and their emphasis on the party\u2019s legislative accomplishments, he told reporters while <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/trip-and-travel\/\" data-internallinksmanager029f6b8e52c=\"10\" title=\"Trip &amp; Travel\" target=\"_blank\" rel=\"noopener\">travel<\/a>ing in Asia on Sunday.\u00a0<\/p>\n<p class=\"has-text-align-center\"><strong><em>\u201cThere wasn\u2019t anybody who wasn\u2019t running on what we did,\u201d <\/em><\/strong>Biden said. <strong><em>\u201cI feel good, and I\u2019m looking forward to the next couple of years.\u201d\u00a0<\/em><\/strong><\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<p><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2022\/11\/13\/us\/politics\/biden-post-election-victory-surprise.html\">The New York Times<\/a>: How the president\u2019s post-election trip turned into a victory lap.<\/p>\n<p>Democrats, who currently hold a majority at 50 seats with <strong>Vice President Harris\u2019s<\/strong> tie-breaking help, replicated that number for 2023 by reeling in a hard-fought open seat in Pennsylvania with Sen.-elect <strong>John Fetterman\u2019s<\/strong> (D) victory, and by eking out Democratic wins with Sen. <strong>Mark Kelly\u2019s<\/strong> reelection in Arizona and Sen. <strong>Catherine Cortez Masto\u2019s<\/strong><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2022\/11\/12\/us\/elections\/senate-control.html?smid=url-share\"> close call in Nevada<\/a>. On Sunday, she told supporters that \u201cNevadans rejected the far-right politicians working to divide us\u201d (The Hill).<\/p>\n<p>Even if Republicans capture the House to wield divided government next year with promised investigations and legislation to message conservatives\u2019 visions for 2024, a Senate controlled by Democrats is a political lifeline for the president. His Senate allies can block GOP legislation adopted in the House and Biden can continue to work with Senate Majority Leader <strong>Charles Schumer<\/strong> (D-N.Y.) to confirm judges, defend laws on the books and restock executive vacancies with confirmed personnel.<\/p>\n<aside class=\"ad-unit ad-unit--mr3_ab\"><\/aside>\n<p>Democrats next year anticipate that House Republicans, if they hold the majority, will try to leverage the nation\u2019s requirement to fund the government and increase a statutory limit on borrowing to pay existing U.S. obligations. Democrats want to remove the threat this year, if possible.<\/p>\n<p>Biden\u2019s priorities during the upcoming lame-duck session include funding certainty for the overall government, continued backing for Ukraine against Russia and federal resources for natural disasters, said White House senior adviser <strong>Anita Dunn<\/strong> on Sunday (The Hill).<\/p>\n<p><em>\u201cWe have to keep the government open and funded. That is obviously priority number one,\u201d<\/em> Dunn told CBS\u2019s \u201cFace the Nation.\u201d <em>\u201cIt\u2019s going to take a little while still for lame-duck priorities to really be set.\u201d<\/em><\/p>\n<aside class=\"ad-unit ad-unit--mr4_ab\"><\/aside>\n<p>The near-term Capitol Hill agenda is expected to include action on bipartisan House-passed legislation to codify protections for same-sex marriage and a bill to overhaul the 135-year-old election law that specifies certification of the Electoral College count. Lawmakers face decisions by a Dec. 16 deadline on the annual defense authorization bill that sets priorities for the Pentagon (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2022\/11\/13\/us\/politics\/congress-post-election.html\">The New York Times<\/a>).<\/p>\n<p>Biden, who will celebrate his 80th birthday on Sunday, added another priority to the list: the administration\u2019s student loan debt forgiveness plan, which was blocked last week by a Texas judge and is under appeal. Party leaders on both sides of the aisle are gearing up for leadership elections, even as their futures remain up in the air.<\/p>\n<p>With Republicans currently favored to regain control of the House, Minority Leader <strong>Kevin McCarthy<\/strong> (R-Calif.) is trying to position himself as the next Speaker. McCarthy has been eyeing the job and campaigning for the role for years. The possibility of a narrow majority means he would need support from virtually every GOP colleague.<\/p>\n<aside class=\"ad-unit ad-unit--mr6_ab\"><\/aside>\n<p>Some House Freedom Caucus members are outright opposed to McCarthy, while others are demanding concessions from him that would greatly water down his power as Speaker, giving them outsize leverage if the GOP does control the chamber (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nbcnews.com\/politics\/congress\/kevin-mccarthys-bid-house-speaker-jeopardy-rcna56647?cid=eml_mrd_20221111&amp;%243p=e_sailthru&amp;_branch_match_id=581221532231073724&amp;utm_medium=Email%20Sailthru&amp;_branch_referrer=H4sIAAAAAAAAAzWM2wrCMBBEvya%2BpdWkVhBEBOlvlDRZmrW5sUkt%2FXvTB4d5OByYsaWkfG%2FbMOkAW25USo3DsLQyPZnoZHrAmBW6Ymk9VREJZwzKjSu5hz3GTL6YGGq3bWv%2BNzr6alJ0WFDnijqGmSAfuMAXA%2FdaKyp2z3xCw21cM%2FCcQC1A%2FAMxKTI7Jx3Ute%2B7G5ODRsPkG7wbPZlRnIW41PwAMsDKksAAAAA%3D\">NBC News<\/a>).<\/p>\n<p>The red wave that McCarthy projected but that never materialized is also cause for criticism, The Hill\u2019s Emily Brooks reports, likely leading to friction during the GOP\u2019s House leadership elections, which are scheduled on Tuesday.<\/p>\n<p><em>\u201cThis is like the epitome of overpromising and under-delivering, which is something that you do not want to do in politics,\u201d<\/em> a senior GOP leadership staff member told The Hill. <em>\u201cThis is seriously disappointing, and it will have wide implications for people in leadership.\u201d<\/em><\/p>\n<p>Some Senate Republicans, including Sens. <strong>Ron Johnson<\/strong> (Wis.), <strong>Mike Lee<\/strong> (Utah) and <strong>Rick Scott<\/strong> (Fla.), are circulating a letter pressing colleagues to back a postponement of the conference\u2019s leadership election, currently scheduled on Wednesday.<\/p>\n<aside class=\"ad-unit ad-unit--mr7_ab\"><\/aside>\n<p>The GOP\u2019s decision about whether to hand Sen. <strong>Mitch McConnell<\/strong> (R-Ky.) another term as minority leader comes as allies of McConnell and Scott, who chaired the Senate GOP\u2019s campaign arm, trade blame for the party\u2019s poor midterm showing (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.politico.com\/news\/2022\/11\/11\/gop-senators-call-for-postponing-leadership-elections-00066532\">Politico<\/a> and<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.wsj.com\/articles\/after-midterm-election-disappointment-gop-faces-leadership-choices-11668335402\"> The Wall Street Journal<\/a>). Scott again called for a delay of the elections Sunday, saying it wouldn\u2019t make sense to have them this week, and that \u201ca lot of people\u201d have asked him to run for minority leader. Sen. <strong>Lindsey Graham<\/strong> (R-S.C.) on Sunday tweeted in support of delaying the leadership votes until after the Georgia runoff (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.cnn.com\/politics\/live-news\/election-results-congress-senate-house-11-13-2022\/h_d635deff05530e29a011c546a8ebab24\">CNN<\/a>).<\/p>\n<p><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.cnn.com\/2022\/11\/13\/politics\/house-senate-republicans-leadership-fight\/index.html\">CNN<\/a>: \u201cWe need to have a real discussion\u201d: GOP leaders brace for tense talks after disappointing election results.<\/p>\n<p>House Democrats are scheduled to hold their leadership elections on Nov. 30, though with control of the chamber undecided, the process is frozen. None of those eyeing leadership posts is expected to move before the majority outcome is certain (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.politico.com\/news\/2022\/11\/09\/house-leadership-democrats-nancy-pelosi-midterm-elections-2022-00065989\">Politico<\/a>).<\/p>\n<p>Speaker <strong>Nancy Pelosi<\/strong> (D-Calif.)<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.cnn.com\/2022\/11\/13\/politics\/nancy-pelosi-speaker-mccarthy-election-cnntv\/index.html\"> said Sunday on CNN<\/a> that members of her caucus have been asking her to \u201cconsider\u201d running for the Speakership again, but that any decision to run for leadership depends on her family and party colleagues.<\/p>\n<p><em>\u201cI\u2019m not asking anybody \u2013 people are campaigning, and that\u2019s a beautiful thing,\u201d<\/em> Pelosi told CNN\u2019s <strong>Dana Bash<\/strong>. <em>\u201cAnd I\u2019m not asking anyone for anything. My members are asking me to consider doing that. But, again, let\u2019s just get through the election.\u201d<\/em><\/p>\n<p>\u25aa <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.wsj.com\/articles\/nancy-pelosi-mum-on-future-plans-after-democrats-strong-midterm-performance-11668358891\">The Wall Street Journal<\/a>: Pelosi, 82, is mum about her future plans after Democrats\u2019 strong midterm performance. <em>\u201cI\u2019m not making any comments until this election is finished and we have a little more time to go,\u201d<\/em> she told ABC News on Sunday. <em>\u201cI wish it would be faster, but it isn\u2019t.\u201d <\/em>\u00a0<\/p>\n<p>\u25aa The Hill: Rep. <strong>Pramila Jayapal<\/strong> (D-Wash.) sidesteps questions about leadership bids for herself, Pelosi.<\/p>\n<p>Senate Democrats are expected to wait until the week of Dec. 5 to hold their leadership elections, which means they will likely know the results of the Georgia runoff before casting their ballots (The Hill).<\/p>\n<p>Elsewhere in the Senate, Republicans were singing the praises of Rep. <strong>Joe Manchin<\/strong> (D-W.Va.) for much of Biden\u2019s first two years in office as the senator held Biden\u2019s Build Back Better agenda in limbo, but GOP lawmakers say Manchin will be a top target in 2024 and they\u2019re going to go all out to knock him out of office, writes The Hill\u2019s Alexander Bolton. Manchin has tried to extend the olive branch to Republicans by pledging to work with them on permitting reform and Social Security and Medicare solvency, but those grand bipartisan ambitions will be endangered by the full-court Republican press to flip his seat in a state that Trump won with 70 percent of the vote in 2020.\u00a0<\/p>\n<p>Trump, meanwhile, is moving ahead with what is billed as a likely 2024 campaign launch this week despite pleas for a postponement from some of his closest advisers, writes The Hill\u2019s Brett Samuels. While the former president believes an early declaration of his candidacy would clear the field of rivals and lay a marker for his supporters to rally behind him, such an announcement would not be without consequences for the former president and the Republican Party.<\/p>\n<p>But in private conversations, a growing number of Republicans are trying to seize what they believe may be their best opportunity to sideline the former president and usher in a new generation of party leaders (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/politics\/2022\/11\/13\/trump-republicans-rivals-2024\/\">The Washington Post<\/a>).<\/p>\n<p>One of those is the GOP\u2019s big midterm winner, Florida Gov. <strong>Ron DeSantis<\/strong>, who handily won reelection by a double-digit margin. Allies are already seizing the moment to position him for a 2024 run. (The CDC shifted its tally of available data from daily to weekly, now reported on Fridays.)<\/em><\/strong><\/p>\n<hr class=\"wp-block-separator\"><strong><u>THE CLOSER<\/u><\/strong><\/p>\n<figure class=\"wp-block-embed is-type-rich is-provider-embed-handler wp-block-embed-embed-handler\">\n<div class=\"wp-block-embed__wrapper\">\n<img decoding=\"async\" src=\"https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2022\/11\/MR-close_111422ap.jpg\" alt=\"\"><\/div>\n<\/figure>\n<p>\u00a9 Associated Press \/ Ashley Heher | Rainbow seen over the Hawaiian island of Kauai in 2010.\u00a0<\/p>\n<p><em>And finally \u2026 <\/em>\ud83c\udf08 Let\u2019s start the week with rainbows \u2014 the real deal.\u00a0<\/p>\n<p><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.hawaii.edu\/news\/2022\/11\/03\/climate-change-forecasts-more-rainbows\/\">University of Hawai\u02bbi scientists report<\/a> that climate change presents one lovely silver lining: A warming planet with less snow means more rain, and with that atmospheric moisture comes more refracted sunlight, and thus extra rainbows (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.forbes.com\/sites\/jamesbroughel\/2022\/11\/04\/more-rainbows-could-be-a-climate-change-silver-lining\/?sh=4ea946ce64a7\">Forbes<\/a>).<\/p>\n<p>The study\u2019s authors, whose work was published this month in the journal <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S095937802200142X?via%3Dihub\">Global Environmental Change<\/a>, estimate that by the year 2100, the average land location on Earth will experience about 5 percent more days with rainbows than at the beginning of the 21st century.\u00a0<\/p>\n<p><em>\u201cWe often study how climate change directly affects people\u2019s health and livelihoods, for instance via the occurrence of heat stroke during climate change-enhanced heat waves,<\/em>\u201d said researcher <strong>Camilo Mora<\/strong>. However, few researchers previously explored how climate change might affect the aesthetic qualities of the environment.
