Kathy Hochul was willing to discuss the issue of migrant aid for New York City during \u201ccampaign season\u201d because they seemed \u201cmore focused on running around from one location to the next.\u201d<\/p>\n<p>It also led to a dire warning from state Comptroller Tom DiNapoli, who said the move posed a \u201cmaterial risk\u201d to the Big <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">App<\/a>le\u2019s fiscal 2023 budget that \u201ccould create spending pressure\u201d in future years.<\/p>\n<p>\u201cIn addition, despite a substantial worsening of the economic outlook since its last update in April 2022, including on Wall Street, the city is not yet projecting a further softening in revenues, which is likely to lead to a reduction in projected revenues in McDermott<\/span><\/figcaption><\/figure>\n<p>DiNapoli also scolded former Mayor Bill de Blasio for the city\u2019s \u201cmissed opportunity to set aside additional monies in its Revenue Stabilization Fund in [fiscal] 2022 when revenues significantly exceeded projections.\u201d<\/p>\n<p>The city\u2019s financial plan update revealed that municipal agencies only reduced their spending by less than $1 billion, falling more than $1 billion short of Adams\u2019 3% goal.<\/p>\n<p>The NYPD, which is grappling with chaos in the subways and spikes in every category of major crime except murders, shaved $69 million from its $5.6 billion budget, mainly by leaving some positions vacant before filling them.<\/p>\n<p>The Department of Education cut $153.8 million from its $31 billion budget, with $89.8 million in savings achieved through the same strategy.<\/p>\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" loading=\"lazy\" width=\"1024\" height=\"682\" Matthews<\/span><\/figcaption><\/figure>\n<p>The single largest cut, $201 million, was reported by the Department of <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">Social<\/a> Services, which relied on a budgetary gimmick of transferring $161 million in unused money from fiscal 2022 back to the city.<\/p>\n<p>Meanwhile, budget documents pegged the pending fiscal 2024 deficit at $2.9 billion, down from $4.2 billion two months ago.<\/p>\n<p>But the next two projected budget shortfalls are up significantly, with fiscal 2025\u2019s deficit expected to be $4.6 billion, up from $3.7 billion.<\/p>\n<p>The situation for fiscal 2026 is even more grim, with an anticipated deficit of $5.9 billion, nearly 50% more than the previously projected $4 billion.<\/p>\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" loading=\"lazy\" width=\"1024\" McDermott<\/span><\/figcaption><\/figure>\n<p>The president of the Citizens Budget Commission, Andrew Rein, said, \u201cThe city\u2019s long-term fiscal outlet is precarious\u201d and echoed DiNapoli\u2019s concern about the \u201crisk to the city\u2019s finances\u201d if federal or state aid doesn\u2019t cover the migrant crisis.<\/p>\n<p>Rein said \u201csome savings\u201d resulted from the budget cuts Adams ordered, which he called a \u201cgood start\u201d but \u201cnot nearly enough to stabilize the city\u2019s finances.\u201d<\/p>\n<p>\u201cThe city still needs to take a much more serious look at being more productive and efficient and in the long run, it needs to work with the unions, restructure operations, use <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/technology\/\" data-internallinksmanager029f6b8e52c=\"4\" title=\"Technology\" target=\"_blank\" rel=\"noopener\">technology<\/a>, etc.,\u201d he said.<\/p>\n<p>In a prepared statement, Adams said, \u201cFiscal discipline has been, and continues to be, a hallmark of my administration.<\/p>\n<p>\u201cThe city faces significant economic headwinds that pose real threats to our fiscal stability, including growing pension contributions, expiring labor contracts, and rising health care expenses \u2014 and we are taking decisive actions in the
