Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">App<\/a>le billions amid a looming fiscal crisis.<\/p>\n<p>The 32BJ union, which represents more than 100,000 property service workers, <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.32bjhealthfundinsights.org\/wp-content\/uploads\/2022\/11\/HospitalPrices_screen-pages-final.pdf\">commissioned a report<\/a> that found the city could be overpaying nearly $2 billion annually on hospital costs because private providers are charging 3-4 times more than the public system for the same services.<\/p>\n<p>The union argues that reining in sky-high, disparate prices is needed now more than ever given the city is trying to cut costs across the board as it faces a projected $10 billion deficit. \u00a0<\/p>\n<p>\u201cWith the city facing a massive budget deficit and spending cuts that will impact its ability to serve New Yorkers we can\u2019t double down on disaster by also overpaying billions of dollars on inflated hospitals costs,\u201d Manny Patreich, the union\u2019s secretary treasurer told The Post this week<strong>.<\/strong><\/p>\n<p>\u201cWe count on hospitals to act in good faith but heading into Thanksgiving and the holiday season, seeing them take millions more in tax breaks than they invest in our communities while charging outrageous prices is nothing to be thankful for.\u201d<\/p>\n<figure class=\"wp-block-image size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/11\/new-york-presbyterian-hospital-221125-68.jpg?w=660\" alt=\"New York\u2013Presbyterian\" class=\"wp-image-24788293\" width=\"617\" height=\"956\" srcset=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/11\/new-york-presbyterian-hospital-221125-68.jpg?quality=75&amp;strip=all&amp;w=1234 1234w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/11\/new-york-presbyterian-hospital-221125-68.jpg?quality=75&amp;strip=all&amp;w=925 925w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/11\/new-york-presbyterian-hospital-221125-68.jpg?quality=75&amp;strip=all&amp;w=617 617w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/11\/new-york-presbyterian-hospital-221125-68.jpg?quality=75&amp;strip=all&amp;w=308 308w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/11\/new-york-presbyterian-hospital-221125-68.jpg?quality=75&amp;strip=all 1024w\" sizes=\"auto, (max-width: 617px) 100vw, 617px\"\/><figcaption>The 32BJ union argues that reining in sky-high prices at private hospitals \u2014 like New York\u2013Presbyterian \u2014 is needed now more than ever.<\/figcaption><figcaption><span class=\"credit\">Getty Images<\/span><\/figcaption><\/figure>\n<p>The 32BJ Health Fund report, which was revised earlier this month, found a number of discrepancies between private and public hospital costs:<\/p>\n<ul>\n<li>An inpatient cesarean procedure cost around $17,861 on average at a NYC Health + Hospitals facility, but skyrocketed to just over $55,077 at the private Montefiore Medical Center in the Bronx.<\/li>\n<li>An outpatient colonoscopy ranged from an average of $10,368 at New York\u2013Presbyterian to $2,185 at the city\u2019s public hospitals.<\/li>\n<li>Outpatient cataract surgery costs an average of $4,245 in the public system but as much as $18,144 at NYU Langone Health<\/li>\n<li>An outpatient gall bladder surgery procedure costs, on average, $4,594 at a NYC Health + Hospitals facility but jumps to $19,039 at Northwell Health hospitals.<\/li>\n<li>An outpatient breast biopsy would set a person back an average of $3,363 in a public hospital but $8,674 at Montefiore.<\/li>\n<\/ul>\n<p>As part of a multimillion dollar campaign, 32BJ teamed up with the Realty Advisory Board to push out two new TV advertisements this week that call on the Adams administration to consider the skyrocketing hospital prices in the midst of overall city budget woes.<\/p>\n<p>\u201cThe forecast is bleak. And it\u2019s not just winter coming. New York City is facing a $10 billion budget shortfall,\u201d <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.youtube.com\/watch?app=desktop&amp;v=9xRVMegGKuo&amp;feature=youtu.be\">one of the ads<\/a> say, referencing the dismal economic forecast projected by state Comptroller Tom DiNapoli.<\/p>\n<p>\u201cBut there\u2019s money to plug the hole. If the city looked in the right place. The city could be overpaying for hospital costs by as much as $2 billion every year according to a new report. That\u2019s vital funding lost for schools and other city services. It\u2019s not fiscally sensible or sustainable to continue paying billions more than it should on hospitals costs when the city is facing a major budget deficit and businesses are struggling to bring back jobs,\u201d said Howard Rothschild, president of the Realty Advisory Board. <\/p>\n<p>The 32BJ union is also pushing City Hall to pass a bill next month, sponsored by Councilwoman Julie Menin (D-Upper East Side), which would create a new office of \u201chospital transparency.\u201d<\/p>\n<p>The city doesn\u2019t have the power to cap prices but the bill would help force hospitals and insurance companies to disclose their negotiated pricings.<\/p>\n<p>A City Hall spokesperson told The Post: \u201cWe look forward to reviewing these bills when they are introduced, and working with partners in the council and in labor to ensure every New Yorker has access to quality and affordable health care.\u201d<\/p>\n<p>Meanwhile, the Greater New York Hospital Association, which advocates for a string of private hospitals across the Big Apple, believes the bill is \u201cbad public policy.\u201d<\/p>\n<p>\u201cNew York City hospitals post both their prices and consumer-friendly calculators online to help individuals estimate their costs. They do this to comply with Federal requirements that cover all US hospitals,\u201d GNYHA president Kenneth E. Raske said in a statement. <\/p>\n<p>\u201cAny ad campaign should focus on national health insurers making massive profits on the backs of hospitals, their workers, and individuals paying their premiums. These insurance behemoths\u2019 stock prices have soared over the last few years while many hospitals have struggled to keep their heads above water. <\/p>\n<p>\u201cTheir profits are driven by denying legitimate claims for medically necessary procedures, leaving hospitals, physicians, and consumers holding the bag. Common sense dictates not blaming the victim, but that\u2019s exactly what\u2019s happening here.
