The other officer wasn\u2019t hurt.<\/p>\n<p>\u201cIt looks like the cops are afraid to use any force, physical or otherwise, and it\u2019s all compliments of the NYC Council,\u201d said Joseph Giacalone, a retired NYPD sergeant and adjunct professor at John Jay College of Criminal Justice. \u201cI\u2019ve seen a number of viral videos that show the same thing \u2014 NYPD cops trying to take a sole suspect into custody and can\u2019t do it because of all the rules imposed against them.\u201d<\/p>\n<p>Giacalone said the officers were lucky. <\/p>\n<p>\u201cIt could have ended very badly for them. Forget about the embarrassed part, I\u2019m talking dead,\u201d he said. \u201cThat kid could have done anything he wanted.
