And it will have drastic implications for the workings of Washington, setting the stage for countless clashes between the House and the administration over everything from government spending and border security to the fight against inflation and the future of Medicare and <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">Social<\/a> Security.<\/p>\n<aside class=\"ad-unit ad-unit--mr1_ab\"><\/aside>\n<p>Republicans are also promising to focus much of their energy on investigations, including the administration\u2019s handling of the southern border, charges of political bias at the Justice Department, and the business dealings of Biden\u2019s son Hunter.\u00a0<\/p>\n<p>Here are five things to watch as the House is poised to change hands.\u00a0<\/p>\n<p><strong>McCarthy will struggle with narrow majority<\/strong><\/p>\n<p>Republicans charged into this month\u2019s midterms with wide eyes for big gains \u2014 Minority Leader Kevin McCarthy (R-Calif.)\u00a0had predicted a 60-seat flip\u00a0\u2014\u00a0that would afford them a comfortable cushion for pushing legislation through the lower chamber next year.<\/p>\n<p>Instead, they squeaked out a victory, and their underperformance leaves them a slim majority \u2014\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/interactive\/2022\/11\/10\/us\/elections\/results-house-seats-elections-congress.html\">just a handful of seats<\/a>\u00a0\u2014 and little room for error as they bring bills to the floor.<\/p>\n<p>Those dynamics play to the great advantage of the far-right Freedom Caucus, the home of McCarthy\u2019s loudest internal detractors, where members are already angling to secure a number of conservative priorities \u2014 including a balanced budget amendment and an end to U.S. funding for Ukraine \u2014 that party leaders have been reluctant to endorse.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<p>If Republicans had scored a larger majority, GOP leaders would have been insulated from those demands. As it stands, McCarthy might be forced to consider them, even if it puts more moderate Republicans \u2014 and the GOP\u2019s fragile majority \u2014 in danger in 2024.\u00a0<\/p>\n<p>\u201cHe had predicted \u2014 what? \u2014 60 seats? If you don\u2019t perform the way you told people, people question it. They didn\u2019t get exactly what they wanted,\u201d said a former leadership aide. \u201cA tight margin makes it very difficult.\u201d\u00a0<\/p>\n<p>McCarthy is also likely to face conservative pressure in the coming battles to fund the government and lift the debt ceiling \u2014 the same debates that had fueled the Tea Party movement more than a decade ago and have created headaches for GOP leaders ever since.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr3_ab\"><\/aside>\n<p>\u201cWhen you look at John Boehner and Paul Ryan, two previous Speakers, they got out. They got out early because they could not deal with their right-wing extremists,\u201d House Majority Leader Steny Hoyer (D-Md.) told CNN on Tuesday. \u201cI think McCarthy\u2019s going to find the same problem.\u201d\u00a0<\/p>\n<p><strong>Winning the Speaker\u2019s gavel<\/strong><\/p>\n<p>The Republicans\u2019 slim House advantage poses another even more immediate problem for McCarthy heading into the new Congress: Whether he\u2019ll have enough GOP support to win the Speaker\u2019s gavel.<\/p>\n<aside class=\"ad-unit ad-unit--mr4_ab\"><\/aside>\n<p>McCarthy easily won the Republican nomination for the post earlier this month, 188 to 31. But he needs to surpass a much higher bar \u2014 a majority of the full House \u2014\u00a0when the chamber meets on Jan. 3 to choose the next Speaker. With Republicans on track to have 222 House seats, at most, McCarthy can have far fewer than 31 defectors.<\/p>\n<p>Helping him along, McCarthy has secured support from several prominent Freedom Caucus members \u2014\u00a0including Reps. Jim Jordan (R-Ohio) and Marjorie Taylor Greene (R-Ga.) \u2014 as well as former President Trump.<\/p>\n<p>But other conservatives are vowing to oppose him, including Reps. Matt Gaetz (R-Fla.), Andy Biggs (R-Ariz.) and Ralph Norman (R-S.C.), who all say they\u2019re firm nos. Reps. Matt Rosendale (R-Mont.) and Bob Good (R-Va.) are also voicing their resistance. Some are warning that they\u2019re just the tip of the opposition iceberg.\u00a0<\/p>\n<p>McCarthy, whose Speakership bid was blocked by conservatives in 2015, is the first to acknowledge the internal challenge he\u2019s facing.\u00a0<\/p>\n<p>\u201cLook, we have our work cut out for us,\u201d he told reporters just after winning the GOP nomination.\u00a0 \u201cWe\u2019ve got to have a small majority. We\u2019ve got to listen to everybody in our conference.\u201d\u00a0<\/p>\n<p>Democrats are watching from the sidelines, wary that whatever promises McCarthy might make to win over the conservatives will make the lower chamber ungovernable.<\/p>\n<p>\u201cIt\u2019s one thing if you have a large majority, and you can sort of say, \u2018Well, I can afford to ignore the crazies like Marjorie Taylor Greene,\u2019\u201d Rep. Adam Schiff (D-Calif.) told MSNBC on Monday. \u201cIt\u2019s another if you have just a handful that are keeping you in the speaker\u2019s chair, and they\u2019re crazy.\u201d<\/p>\n<p><strong>Change has come for Democrats<\/strong><\/p>\n<p>If the GOP leadership structure remains largely unchanged next year, the same will not be true across the aisle.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr5_ab\"><\/aside>\n<p>House Democrats will undergo a massive makeover in the next Congress after Speaker Nancy Pelosi (D-Calif.) and her top two deputies \u2014 Majority Leader Steny Hoyer (Md.) and Jim Clyburn (S.C.) \u2014 stepped out of the top three leadership spots after almost two decades together.\u00a0<\/p>\n<p>The abdications opened the floodgates for a new generation of up-and-coming Democrats to seize the reins of the party. And a trio of younger leaders \u2014 Reps. Hakeem Jeffries (N.Y.), Katherine Clark (Mass.) and Pete Aguilar (Calif.) \u2014 wasted no time stepping into the void as candidates for the top three positions, respectively.\u00a0<\/p>\n<p>All three are running unopposed, and are expected to win their seats easily when House Democrats stage their leadership elections next week.<\/p>\n<p>For Jeffries, ascending to the minority leader spot would be historic, making him the first Black lawmaker to lead either party, in either chamber, since the nation\u2019s founding. It would also limit the Democrats\u2019 regional diversity, putting a New York City lawmaker in charge of the party in both the House and the Senate, where Chuck Schumer is expected to return next year as majority leader.\u00a0\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr6_ab\"><\/aside>\n<p>The shakeup \u2014 Pelosi\u2019s departure in particular \u2014 has raised questions about the strategic changes to come in both parties.\u00a0<\/p>\n<p>For Democrats, that means determining what role Pelosi and Hoyer \u2014 who are both staying in Congress \u2014 will play as rank-and-file members. It also means deciding whether to designate more power to rank-and-file members and the committee heads after decades when much of the authority was consolidated with Pelosi. And they\u2019ll have their work cut out in trying to recreate the fundraising role Pelosi has played over the last two decades.\u00a0<\/p>\n<p>For Republicans, who have spent years and millions of dollars demonizing Pelosi, it means finding another Democratic foil to use on the campaign trail.\u00a0\u00a0<\/p>\n<p>Meanwhile, the would-be relationship between the House\u2019s likely top leaders, McCarthy and Jeffries, is off to a rough start.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr7_ab\"><\/aside>\n<p>Jeffries, as head of the Democratic Caucus, has attacked McCarthy relentlessly since the Republican leader cozied up to Trump in the weeks after last year\u2019s rampage at the Capitol, calling him \u201cembarrassing\u201d and \u201cpathetic.\u201d And the two have not spoken in some time.<\/p>\n<p>Last week, Jeffries acknowledged the absence of any real connection.\u00a0<\/p>\n<p>\u201cI do have, I think, a much warmer relationship with Steve Scalise,\u201d he said on CNN\u2019s \u201cMeet the Press.\u201d\u00a0<\/p>\n<p><strong>Impeachment is already on the table<\/strong><\/p>\n<p>For months, House conservatives\u00a0have pressed the case for impeaching Biden\u00a0and members of his cabinet if the House were to change hands \u2014 a warning to both the administration and any GOP leaders who might be reluctant to take that step.\u00a0<\/p>\n<p>On Tuesday, McCarthy threw those Republicans a bone,\u00a0saying he would consider impeaching Alejandro Mayorkas\u00a0next year if the Homeland Security secretary refused to resign beforehand. Republicans have long been critical of Mayorkas\u2019s handling of the migrant crisis at the southern border, and Republicans in this Congress have already introduced resolutions to remove him.\u00a0<\/p>\n<p>\u201cIf Secretary Mayorkas does not resign, House Republicans will investigate, every order, every action and every failure will determine whether we can begin impeachment inquiry,\u201d McCarthy told reporters in El Paso, Texas.<\/p>\n<p>The announcement is sure to <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>ease the GOP\u2019s conservative wing, which is where McCarthy needs more support to win the Speaker\u2019s gavel. But whether he follows through on the threat next year remains to be seen.\u00a0<\/p>\n<p>Republicans were hurt politically following their impeachment of President Clinton in 1998, and many in the GOP \u2014\u00a0including Senate Minority Leader Mitch McConnell (R-Ky.) \u2014 have warned against making the same mistake next year.\u00a0<\/p>\n<p>Yet there are also perils for McCarthy if he ignores the impeachment demands: It could spark an outcry from a GOP base \u2014\u00a0much of which is still loyal to Trump \u2014\u00a0that\u2019s keen to avenge the two impeachments that targeted the former president. And conservatives will be watching closely, ready to lash out at GOP leaders deemed insufficiently aggressive in taking on the Biden White House.\u00a0<\/p>\n<p>McCarthy seems to be keeping his options open, promising only that Republicans will investigate Mayorkas and see where it leads.\u00a0<\/p>\n<p>\u201cThis investigation could lead to an impeachment inquiry,\u201d he said in El Paso.<\/p>\n<p><strong>Other fights to watch<\/strong><\/p>\n<p>With Republicans taking over the House, most of Biden\u2019s ambitious domestic agenda is likely to come to a screeching halt. But that doesn\u2019t mean the end of high-stakes legislating.\u00a0<\/p>\n<p>Congress next year will still \u2014 at a minimum \u2014\u00a0have to fund the federal government in order to prevent a shutdown, and raise Washington\u2019s borrowing limit to stave off a government default.<\/p>\n<p>Both debates are expected to squeeze House GOP leaders between the more moderate forces of the Senate \u2014 where McConnell will have to sign off on any fiscal deals \u2014 and the conservative firebrands of the lower chamber who say they\u2019re ready to risk shutdowns and defaults to rein in government spending and realize other pieces of their legislative wishlist.\u00a0<\/p>\n<p>Part of that debate could feature a balanced budget amendment, which was the reason Ralph Norman\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.politico.com\/minutes\/congress\/11-22-2022\/more-mccarthy-opposition\/\">said he\u2019s opposing<\/a>\u00a0McCarthy\u2019s Speakership bid. There\u2019s also likely to be a push from the right to cut the big entitlement programs \u2014 Medicare, Medicaid and Social Security \u2014 which are on autopilot and represent a huge chunk of the federal budget.\u00a0<\/p>\n<p>Must-pass government spending bills would also provide ready opportunity for House Republicans to attach other priority items, including provisions to build a border wall, expand domestic oil drilling and roll back environmental regulations.\u00a0<\/p>\n<p>A Democratic-led Senate would balk at such provisions \u2014 and Biden would likely veto any such bill that got that far \u2014 but the GOP-led House could force the issue.\u00a0<\/p>\n<p>Funding for Ukraine will get outsized attention next year. Under Democratic control \u2014 and with broad bipartisan support \u2014 Congress has approved tens-of-billions of dollars to help Kyiv weather the Russian assault. But a number of conservatives are vowing to oppose any new funding, saying that\u2019s money better spent fixing problems at home.\u00a0<\/p>\n<p>Some Democrats are already voicing their concerns.<\/p>\n<p>\u201cIt\u2019s not hard to figure out that with a tiny, tiny majority \u2014 you know, Matt Gaetz and Paul Gosar and Marjorie Taylor Greene together in a room control the fate of Kevin McCarthy,\u201d Rep.
